C 3 Oregon To End Biennium With $897,000 Balance Salem - OIPD - Oregon will end 1961-63 biennium Si.nday with a general fund balance of about $897,000, Finance and Administration Director Freeman Holmer predicted Tnursday. General fund revenues for the biennium totaled about $233 million, Holmer said, about $22.5 million less than expected. The legislature two years ago anticipated general fund revenues of $255,850,000, Hol mer said. The $987,000 balance takes into account a $700,000 defi cit expected this month In the State Tax Commission. Tax Refunds Paid The bulk of state personal income tax refunds were paid out during June, and Holmer said the refunds would to tal about $700,000 more than tax collections for the month. Gov. Mark Hatfield earlier this year ordered a series of severe cut barks in agency spending. Holmer said the under spending totaled about $8.7 million. In addition, there was an $11 million increase in other state revenues from such items as the increase in the price of liquor. Holmer said personal in come tax collections for 1961 63 were $20.6 million less than expected, and corporate income tax collections were down $2.2 million. Mora Than Double The $987,000 balance is more than double the $473, 000 forecast by Gov. Mark Hatfield when he announced his proposed budget for the 1963-65 biennium last Dec. 1. Some of the state's increas ed revenue at the end of the biennium resulted because the legislature did not eliminate the liquor purchasers' permit as requested by Hatfield. The 1963 legislature ap proved a $404 million general fund budget for the coming biennium - the largest in the state s history. Their enthu siasm for taking care of their children may interfere with allowing the children to ma ture normally. It often is difficult to de cide how much you should do and how much you should al low your child to do. Per haps the child is a better judge, in some cases, that you are. He wants to try things. This is the way he learns. 'Assuming the activi ties are not dangerous, why not let him attempt them? He may make a mistake or be unsuccessful but it won't hurt him. Learning by experience is usually more effective than being told the answers. Surely you have faced ine problem of your child not lis tening to your suggestions. When reasonable let him try his way.
