How much progress. If any, has been made in recent yean toward reducing the number . - of thC7 bodies? . A new report on the sub ject, issued by the Depart . ment of Commerce, makes possible a comparison of the governmental structure local ly with that found in other communities. The data was gathered from , all parts of the country as part of the 1982 Census of Govern ments. It underscores the fact that community affairs are directed only in part by coun ty and municipal govern ments. Special Districts In most places, some of the ; functions are: under the con- trol of school districts or special districts, which have ' authority over particular chases of local activity. In Jackson county, the re ' port shows, there are now 40 units of government in oper ation, 83 of them with prop erty taxing power. They comprise the county Bovernment itself, 10 munici pal governments, 11 fiscally separate school districts and 18 special districts. Number Is Less - The number Is 22 per cent less than the 81 units that were counted locally In 1997, when the previous Census of Governments was taken. By way of comparison, in the United States as whole there was a reduction of 11 per cent in the five-year priod. The Pacific states had a rise of 2 per cent while the number in the State of Oregon , went down 4 per cent. The figures show that the trend, In most communities, is toward a streamlining and simplification of tha govern mental process. Since 1957, the number of units of govern ment in the United States de clined from 102.392 to 91,236. District Consolidation . Much of the cut is attributa ble to the consolidation of school districts, which were reduced about one-third In the five years. They dropped from : 50,454 to 34.878. ,' ' One objective of these con- ,' eolidatlons has been to eut the ..' costs of operation. Many of the school districts are small ones which could be com bined with neighboring ones at a saving to both. . The report shows that 44 per cent of the nation a school systems run schools for fewer than 190 pupils each. Included In the program Will be baseball, Softball, i swimming, tennis, arts and i crafts, bike hikes and junior I Olympics in track. Swimming will start July 8. .. The bus schedule and route are as follows: the bus will s leave Central Point at 7 a.m., travel to Sams Valley via Table Rock rd., from there to I ' Gold Hill via Highway 234, from Gold Hill back to Cen tral Point on Old Stage itt and Scenic ave. - . The same route will be fol lowed when the children are i returned in ' the afternoon. However, there must lie at ; least 20 riders, it the bus ill to run.
