JUNE It. 113 Gambling II New York Congressman Tries To Get Approval for National Lottery Act Br HARRY FERGUSON Washington - Kft - There was quite a stir when a rumor got around that peddlers were violating federal laws by go ing door to door through the halls of Congress selling tick ets to the Irish Sweepstakes. "Of course, it's true," says Rep. Paul A. Fino (R-N.Y.). "I know because I have been buying them regularly." The Irish Sweep operates out of Dublin, pays off on the big horse races in England and anybody who sells a tick et to it in this country is violating the law. It is not illegal, however, to purchase a ticket and bring your win nings into the United States, provided you don't forget to report the money on your in come tax return. Proceeds of the lottery go to the building and mainte nance of hospitals in Ireland, The Irish Sweep takes in about $46 million annually and it is estimated $35 mil lion of it comes from the Unit ed States. Bucking Stone Wall For the last 10 years Fino has been trying to persuade Congress and the American people that the federal gov ernment should operate a lot tery. He figures the U. S Treasury would profit by about $10 billion a year which could be used to cut taxes and reduce the national debt. He also thinks it would drive racketeers out of gambling. Every session of Congress Fino introduces a bill creat ing a national lottery and makes speeches about it. This year he spoke on Jan. 9, Feb. 21, March 6, April 3, April 8, April 28 and May 23. He should have saved his voice, because nobody listened. Con gressmen may not be averse to buying a sweepstakes tick et or sitting in on a poker game, but they think the gam bling issue is political dyna mite and they want no part of it. One of the odd features of the American legislative sys tem is that a few men can prevent a vote from being taken on a bill. In the Senate it is done by a filibuster - a few men simply talk the legis lation to death. In the House it is done by bottling bills up in committee so that they nev er reach the floor. Fino's lot tery bills always are referred to the House Ways and Means committee. Not once in the last 10 years has one of his bills ever emerged from the committee and Fino complains with some bitterness that his opponents are thwarting the democratic process. Slapt at Hypocrites "Hypocrites are those who play along," he said. "They lack the gumption or courage to say what they do or do what they say. They were the noble legislators who toasted the Volsted Act at their speak easy tables. Hypocrites ring up their bookies after they make a speech on the evils of gambling. "About one-quarter of the American people have indi cated their disinclination to ward a lottery proposal, the vast majority of these persons are either bluenoses or hypo crites. I do not feel that the gambling urge, as an instinc tive human trait, can be eradi cated. In extreme cases gam bling may well be a sickness. Oregon To Receive Federal Planning Grant of $50,000 Oregon will be the first of administrator explained. "Ul- the western states to receive a federal planning grant of $50,000, according to Dr. Joseph Treleaven, administra tor of the mental health divi sion, state board of control. "It will take two years to pfan for adequate treatment facilities and program," Dr. Treleaven said yesterday afternoon while visiting the Jackson county public health department. "We hope to get another $50,000 the next year." The first year a crew under planning coordinator Robert Stevens, Salem, will try to analyze the mental health problem in detail in Oregon present mental health facili ties, where located, types of treatment facilities, and who runs them. Later, mental health patients will be stud ied as to numbers in various localities, income levels, oc cupations and other factors. Dr. Treleaven explained , that the state works out a plan which it submits to the . National Institute of Mental Health to qualify for the fed eral planning funds. "We will merely try to draw up a blueprint of future development of health serv ices in keeping with modern knowledge on treatment," the timately the Jackson county mental health clinic will be helped through this program. The planning will be aimed at use of all existing resources and for better coordination between public agencies," he said. The new trend is continued treatment in the community of released state hospital pa tients. Dr. Treleaven said. Possibly ultimate acomplish- mcnt of the planning will be building up of county clinics and community resources. The majority. of the mentally ill are not dangerous or harmful In the past it was due to poor treatment in institutions. Ultimate saving through the new planning program will be the restoring of former men- tallv ill people as useful, pro- during citizens. This will mean ereater use and coordin ntion of vocational training facilities, perhaps a closer working relationship with the welfare department, employ ment service and other agen cies. Dr. Treleaven said more pa tients should be treated in the community instead of be ing, sent to institutions. "For every person I see being treat ed 1 know there are 10 who need to be treated," he addd. but in most cases it is simply a normal manifestation of hu man individuality." Fino believes that if he could ever get his case before the people, he would win. One of the bills he has introduced this session calls for a nation al referendum. The other pro vides that the President set up a federal lottery commis sion of five members with sal aries of $20,000 annually. The commission would determine the price of the tickets and the amount of the prizes. Per sons under 21 years of age would be ineligible to buy tickets. Winnings from the lot tery would be exempt from federal income taxes, Stat Lottery OK There is nothing to prevent a state from operating a lot tery inside its own boundaries and recently New Hampshire decided to do so. The bill pro vides that $3 tickets shall be sold at the state liquor stores and the three race tracks in New Hampshire. There are to be two drawings a year, based on the results of horse races. The profits are to be dis tributed to the school districts. It is estimated those holding tickets will receive a total of $200,000 a year. Fino thought this was a big break-through for a national lottery. But when UPI report ers began interviewing con gressmen, the first 15 said they disapproved of lotteries, whether in New Hampshire or the entire nation. Next! Pittam Chairman, Board of Directors Dennis the Menace Old Man Still Remembers An 85-Year-Old Dog Tali Remarkable that he could remember the little, seeming ly unimportant details, and conversations that took place so very long ago, but couldn't remember what happened a month previously, or even a half hour before. Peculiar that he should so vividly remem ber a dog that lived its little life, played a small part, and passed on early 85 years ago. The old gentleman was 93 years old but he remembered the dog he had owned when he was a 7-year-old child: re membered the dog's name, its color, size, weight, and what part it played in his early boy hood. The old gentleman tapped his fingers lightly on the arm of the rocking chair. With half closed eyes, and a voice that seemed very tired, he drew from his memory the happenings, and the life of a mongrel dog that occupied a liny space on this earth nearly century ago. As if selecting his words with the utmost care he began is story. "I can see it all now. as plain as day. I would hold the dog on my lap while I listened to my father recount his experiences in the Civil War. 1 can't remember what battles he fought in, but after the war was over and he was home, he said a dog was a pretty important animal to ave on the place. Times were hard as rough and ruthless men roamed the countryside. plundering and murdering. A dog would protect Mom and me while he was away work ing in the forest. House Damaged by Bomb From Plane Columbus, Ind. -0IPU- As Nancy Frese, 19, worked in the kitchen at the rear of her family's farm home Monday she heard a jet plane pass overhead. Suddenly she was shaken by "the loudest noise I've ever hear." A practice marker bomb about 18 inches long, accident ally released from the plane, whistled through the front porch roof at a 43-degree an gle, plummeted through a bed room floor and exploded js it plowed six feet into the earth under the house. Splinters flew and the house filled with acrid smoke. '1 started to run for the front of the house to see," Nancy said, "but the dense smoke frightened me." She fled to the barn where her father, James, was at work. No one was injured in the mishap. Officers from nearby Bakalar Air Force Base said the practice bombs carried an explosive charge equivalent to that in a 10-gaugc shotgun shell. "There were Indians too and when they came to the house we had to keep the dog inside, for he always became very excited and we didn't want to anger the Indians. The dog would always start bark ing long before the Indians came out of the woods; that way we always knew they were coming. 'I guess I was about seven years old when my dog fought the bear. Mother had handed me a pail and asked if I would go into the berry patch, which was about a half mile from the house, and get enough berries for .supper. I rcmenv ber she said to be careful, and that the dog was more impor tant to me at the berry patch than the pail I was to fill with the fruit. "There were bushels of ber ries, large. Juicy ones; I could scoop them off by handfuls. While I picked, my dog, Duke occupied his time pulling sticktites from his fur. I re member I was just a little afraid, the forest was dark around me. Had it not been for Duke, I would have really been afraid. "As I jumped over a log I froze with fear; there in front of me was fl bear. Probably the wind was wrong or Duke would have smelled the bear, or the bear would have smelled Duke. Anyway, I was scared and so was the bear. I didn't know if he was going to attack me but he was run ning toward me. I yelled, and fell over the log. Duke weigh ed about 30 pounds, and the bear weighed ten times as much, but that didn't make any difference, Duke waded into him. The battle didn't last Ion;;, the bear gave up first, and loped away. Duke was badly cut up. I carried him home. Dad went and got some pine pitch and rubbed it into the cuts. I held him on my lap and he licked my hand. He had probably saved my life. In two weeks he was as good as new. All that was, let me see, about 85 years ago, but I remember it as plain as if it was yesterday." The story ended. He was quiet for several minutes, his mind stumbling back to the present. He looked at me in tently, and said, I don l be lieve I remember your name."
