JUNE 1, IMS Asniand Mom th tn Bellview property owners voted unanimously to explore the possibility of incorporat ing an area that is up for an nexation to the city of Ash land. The decision was made Thursday night at a meeting of the anti-annexation com mittee in the Bellview Grange hall. For some months the con troversial issue has been the lubject of study by the city council and the planning com mission and certain areas of the six tentatively proposed districts have filed annexa tion petitions while . oppo nents have filed protests and counter petitions. On the original petition presented by Chester Squire and Harry Hawk were names ot signers who later asked that their signatures be re moved, a request which City Attorney Harry Skerry de clared legal. A second peti tion was then presented to the council embracing a re duced area. Arei 'Whittled Down' "According to opponents, the proposed annexation area has been "whittled down in order to secure the required percentage of signers." The city planning commission said that public hearings will be set by the council at its June 18 meeting. However they have received legal ad vice, and based upon ORS 221.020 it woud be possible for any area of 150 or more residents to be incorporated as a city. A total of 20 per cent of legal voters may pe tition, the county court to set a special election. A committee was appointed to establish the desired incor poration boundaries and to contact every resident with in the area. The committee named by Chairman Milton Hamilton is composed of Earle Swift, Earl Surber, Ben Hart, Mrs. Elmer Byrd and William Frost. Little Change Is Made in Fund Drive Ashland Little change in the 1963-64 Ashland-Talent United Fund drive was marie by the budget committee at its rriday meeting. The goal an nounced by the board of di rectors is $22,222.22. Member agency allocations are American Red Cross, $2,600; Boy Scouts, $2,500; Girl Scouts, $1,500; Camp Fire Girls, $1,000; Oregon United Appeal, $2,000; Men tai Health association, $30; Salvation Army $1,200; Ash land YMCA, $9,072; Arthritis and Rheumatism, $150; ad ministration and campaign expenses, $2,150.22. He will spend July with the family of a doc tor in Cremenko, in the pro vince of Como. The family has two sons, aged 14 and 15. He will spend August with a second Italian family. A 3 The Medford planning com mission Thursday night as sured itself of a full agenda for its July meeting. It sched uled four public hearings, and deferred action until then on five other requests. One other matter-the nam ing of a street north of Bar nett rd. immediately west of Bear creek-was referred to the park and recreation com misson for its recommenda tion. On the positive side, the group recommended to the city council that a request for annexation of S.4 acres of property lying east of Murphy rd. opposite the Rogue Valley hospital be approved. A doctor's clinic containing between 5,000 and 7,000 square feet of floor space is under construction on the site. City Planner Ned Langford noted the clinic at that loca tion would be consistent with the city's land use proposals. Commissioner Larry Horton moved to recommend approv al of the request to the city council with the provision that the land be brought into the city as a multiple family zone. Afk (or Sewer Survey The commission also recom mended approval of a request for annexation of 4.7 acres of undeveloped land on the south side of Garfield st. at Ivy st. with the proviso that a profile sewer survey be made first. Final approval of Siskiyou Village subdivision, Unit No. 1, as revised, was granted by the group. Motions to defer action were passed on requests to: Change the zone from single-family to limited commer cial for property located on the south side of Barnett rd. immediately east of Bear creek. Change the zone from multiple-family to commercial for property located on the west side of Franauette st. north of Earhart st. Change the zone from single-family to single and two family for property located at 1925 Crestbrook rd. Variance Granted Grant a variance to the setback requirements in a single-family zone to prevent the ordered removal of a patio Irrigation Districts Benefit From Two California Bills Yrcka-Two bills Introduc ed by Sen. Randolph Collier, on behalf of the Montague and Grenada Irrigation dis tricts, have been signed into law by Gov. Edmund G. Brown. Collier said Senate Bill 8 legislation was requested by the Montague Water Conser vation district to allow it to contract with the federal government under the irriga tion district federal coopera tion law. The bill allows the city of Montague to be ex cluded from such an improve ment district and permit the balance of the district, if it desires, to issue bonds for wa ter improvements. Any assess ments resulting would be lev ied only against the rural property Included within the special improvement district. "This bill Imposes no obli gations on any of the resi dents,'" Collier stated. "It simply gives the rural prop erty owners and farmers the authority to bond themselves for water development if they desire, in cases where the city voters do not wish to be In cluded."
