For the additions of wel fare staff (providing a new emphasis on rehabilitation), for the efforts toward identi fication and treatment of sex deviates, for the exten sion of concern for the sen ior citizens in medicare and homestead retention, for the legal armament in the war on tiaffic fatalities, for the cre ation of a department of com merce, the legislature may well take pride in meaning ful achievement. Tragedy To Regret But any measurement of the longest, costliest, and the first fairly-compensated leg islature in the state's history must note inadequacies de scribed in terms ranging from tragedy to regret. In some specific categories the per formance was, at best, in adequate. That constitution revision was not referred to the people is a discourage ment to those of both parties who worked so constructive ly on the document and a further delay in providing Oregon with a constitution equal to our needs. The dismantling of civil de fense, an action that may be emulated elsewhere in a wave of irrationality, must give aid and comfort to the Kremlin and Cuba and China. We spend billions to conquer space but we deny thousands for preparedness at home -a sad commentary on our val ue judgments. And, we watch proposals for Improvement of workmen'! compensation slammed back and forth in legalistic and parliamentary maneuvers of delay and di version that lengthen the ses sion, and inflame the tem pers of temperate men - a sorry performance indeed. As with previous sessions, patches were added to the crazy quilt of inequitable ex emptions, allowances, and rates to our tax structure. The legislature failed to face up to what its successors will one day have to provide - a basic reform that will pro vide a more equitable and adequate tax program. DUNHAM'S at the Big Y Shopping Cantor Open leanings and Sunday ISM Ed m QOJ All lakes are open to recre ationists' on the Applegate Ranger district of the Rogue River National forest, the su pervisor's office announced today. All trails will be open for the week end. There is now at an elevation of 7,000 feet with patches on the north slopes below this elevation. There are a number of roads open In this forest area but there are also a number closed. The Ashland loop road is not yet open and Carberry road above the Junction with Cougar Creek road, Yale Creek and Glade Creek roads are closed to the public. Car berry road is closed indefi nitely by a slide. All campgrounds except Wrangle are open but starting this week end, McKee will be closed to all camping. In place of McKee, campers are ad vised to use Beaver- Sulpher or Jackson campgrounds, the forest service said. The fishing is good at Squaw lake but the Applegate river is reported muddy. Scattered Snow There Is still a scattered snow puck in the high elevs tions on the Butte Falls Rang' er district and the lakes in Blue Canyon and Seven Lakes Basin are still partially frozen. Trails into Blue Canyon and Seven Lakes Basin are not open. The lower elevation trails are open but they are not being maintained at this time. All roads on the Butte Falls district are open. The Parker Meadows road, how ever, is In poor condition and heavy logging is reported on the Lodgcpolc road. Campgrounds at the lower elevations on the Butte Falls district are open and fishing is listed as "fair to good" at Willow lake. It ii only "fair" In the streams. No Lakes Open There are no lakes open on the Prospect Ranger district and no work has been done on the trails this spring. The main roads are open but snow and logs are still blocking higher elevation roads. The Bustard Mine road is impass able and there is heavy log ging traffic during the week on the Woodruff Creek. Ab bott Creek and Woodruff ac cess roads. The fishing is reported ss good but no campgrounds arc open. Campgrounds at Union Creek are all open except on the south side of Union Creek ; and Mulr Creek. Tables, dam aged by the Columbus Day storm, are being replaced. Trails are being worked in the lower elevations and the road to Mt. Stella Lookout is open. Valley Youth Hurt In Auto Accident Norman George Kurz, 18, Central Point, was slightly in jured early this morning when his car crashed into two mail boxes in front of 1948 Delta Waters rd., according to Med' ford police. Kurz did not require hos pitalization, according to re ports. The accident occurred about 3:35 a.m. He was not cited. In one of two accidents Thursday, Karen Marie Young, 20, of 228 North Bart lett St., was cited for disobey' ing a traffic signal following a collision about 11:12 p.m. at Main St. and Riverside ave. Driver of the other vehicle involved was Mary Bonhan Vande Kamp, 42, of route 4, box 439, Medford. A parked car registered to William and Carolyn Feeler, Central Point, was damaged when the Vande Kamp vehicle was knocked into it by the force of the col lision. No injuries were re ported, officers said. Dennis Michael O'Hara, 16, of 1SS Highland dr., was cited for violation of basic rule af ter he lost control of his car about 4:44 p.m. on Oakwood ave. and crashed into two parked vehicles. The parked cars were registered to Bob Ownby, 318 Garfield St., and John Frank Potter, Eagle Point. O'Hara was not injured, officers said. and lockouts which have crip pled our economy tn the past. The proposals - endorsed by a legislative interim commit tee - were killed. Other interim committee recommendations, the product of two years of study, were inr th mnst Dart ignored. This, plus the refusal to sub mit to the people proposal for revenue reform and for reconstituting our govern ment is in itself an indict ment of legislative inaction. And what of the future, of Group To Conduct Area Car Washes Youth Inc., Medford's new ly formed organization de voted to finding employment for the city's vacationing boys and girls, will sponsor a car wash Saturday. The event has been ar ranged to raise funds for the organization to open head quarters in the Feldman-Olsen building at Main and ttartieu sts., Medford. This location will be known as Youth Inc. Employment Agency. The car wash Saturday, June 8, will be from 9 a.m. to 5 P.m. at a number of service stations in the Rogue valley. The charge will be $1 per car with an extra 25 cents charged for white side walls. All teenagers interested in Youth Inc. are asked to con tact Mrs. August A. Zundel at 535-2285 or Mrs. Jack J. Gil laspie at 773-3162 for place ment at a service station. The teen-agers may also gather at the Feldman-Olsen building at 9 a.m. Saturday for their assignments. Unless there are problems I do not now foresee, little would be gained by calling a special sesr:on for the return of those who labored in this regular session. There will be those who say a legislature is known as much by the bills it does not approve as for the legislation it enacts. In some measure, the peddlers of the status quo have won a victory. But if the people prefer a more constructive ap proach to the needs of our state, they will have an op portunity to so express them selves at the polls in 1964. Depends on Citlxens With more adequate legis lative pay, candidates who previously could not afford a biennial winter and spring in Salem may be induced to seek membership in the legis lature.
