Th war over the tax in. crease wasn't a Democrat versus Republican affair. It was every man for him self. Each remembered the night mare ot 19S5 when the Re nuhllcan dominated legisla ture adopted a 43 per cent surtax. The voters reacted so vio lently that Democrats were swept into office, gained a 1S-18 split in the Senate, and a strong working majority in the House. It was a lesson that no law maker can forget. Special Session Sean On the final night of the session, Sen. Walter Pearson (D-Portland) voted against pay hikes for state employees and educators and warned his col leagues "it's about time we shed a few tears for the tax payers. They are the ones paying the bills. "We have passed a tax In crease the voters will not ac cept. We will be back here (in special session) in Octo ber." So many different tax pro posals were drafted that most taxpayers had no Idea what the final result was - except they know their taxes are go ing up. The following table was prepared by the Tax Commis sion to show what the out-of-pocket increase would be; -$1,000 Income: Single per son up $2, couple up $10, fam ily of four up $10. -$3,000 Income: Single up (17, couple up 0, family of lour up $18. $3,000 income: Single up ' $33, couple up $28, family ot low up $28. $7,000 income: Single up $43, couple up $43, family ot lour up $55 $9,000 Income: Single up fie, couple up $30, family of four up $74. $13,000 Income.' Single up $84, couple up $83, family off four up $113. I Abilify To Par The House and governor wanted "tax reform" and "base broadening" based on the ability to pay theory. The Senate demanded a program which included bar broadening, but also hit hard at large families on the theory that education accounted for more than halt ot the state's spending. The voters have until Sept. 2 to make up their minds. If 23,185 ot them sign a petition, a special election will be held in October, If the tax program is turned down, the state would be about $60 million short of the amount needed to balance the budget. A special session would have to be called. Many lawmakers are con vinced they will be back in Salem next October. Judging from the transcript of the hearing, which was re leased this week, I imagine they now regard the place as having something in common with the Black hole of Cal cutta. The Travel Service, created within the Commerce Depart ment to attract foreign visi tors to the U.S.A. is seeking a $4.2 million appropriation to carry on this work in fiscal 1064. However, there appeared to be some question In the minds of the subcommittee members as to whether the program thus far had operated with optimum results. Service director Voit Gil. more was barely two para graphs deep in his prepared statement, or travelogue, be fore he was interrupted by subcommittee chairman John J. Rooney. a far-flung Democrat from New York. Did Gilmore. asked Rooney, spend $60,000 to open an of fice in Tokyo after being ad vised by the U. S. Embassy there that prospects for in creased Japanese travel abroad were rather slim? "Yes, sir,' said Gilmore. And did the number of Jap anese traveling to the United States then drop from 19,872 to 17,972? Gilmore confirmed that it did. The subcommittee next trod heavily and at length upon a $1,860 carpet purchased in Hong Kong for the Tokyo of fice. "Is this carpet red?" inquir ed Rooney. "It sounds like a real red carpel." The color was not establish ed, but since it was selected by an interior decorator, who re ceived a $32,140 fee, we may assume that it blended well with the other furnishings. Rep, Frank T. Bow (R Ohio) wanted to know whether anyone spilled champaign on the carpet at a reception marking the opening of the office. Gil more assured him that it was unstained. It next developed that the travel service printed 30 man uals of operations, 25 in gold stamped binders, at a cost of $202 per copy. They were sent to overseas directors, but Gilmore con ceded that some had never read it. The subcommittee likewise took a keen interest in the 200 sets of $10 cuff links that the service purchased for good will gifts to persons of influ ence abroad. Rooney figured out that if the expenses of the travel service were matched against the increase in foreign visitors it would amount to $33 a per- on. Perhaps it would be better, he said, just to give them $33 apiece and let them spend it themselves. Portlander Bids Low On Santiam Project Portland - JH - Carl M. Halvorsen, Portland, was low of seven bidders at $914,524 for the first major work on the Foster dam project on the South Santiam river, Army Engineers said. Perry said he felt the com pany should be reauired tc continue its fish passage pro gram and improve it so that it would reserve the natural production of salmon and steel head above the Brownlee dam. A spokesman for the com pany testified Tuesday that fish passage facilities were failure despite a $10 million outlay.
