the 1063 Miss Oregon title in
Seaside June 27, 28 and 29.
This year, the Miss Oregon
Tageant performances will be
held in the new high school
gymnasium which has air con
ditioning and a larger seating
capacity than the school used
in previous years.
To date, contestants have
been selected from the com
munities of Corvallis, Tigard,
Gresham, La Grande, Malheur
county, Yamhill county, Lin
coln county, Salem, Spring
field, Sweet Home, Tillamook
county, Rogue Valley, Rose
burg, Milwaukie, Eugene, As
toria and Portland.
Dr. Taylor Visits

Ashland - Dr. Floyd Taylor,
president of the College of
Guam and former member of
the Southern Oregon college
science-mathematics division,
began his return trip to the
Island Thursday, May 24,
after visiting the campus.
While in the states, Taylor
visited a number of colleges
and universities on a teacher
recruiting tour which he de
scribed as 'successful," hav
ing signed up 12 of the 13
faculty members he needed.
He also announced that Dr.
Leon Mulling, head of the
SOC speech and drama de
partment, would serve on the
Guam college staff during the
coming summer session.
Taylor reported that much
progress was being made to
ward rebuilding the college
which was almost completely
'destroyed by a series of vio
lent typhoons during the past
winter.

sumed drowned in the deep
waters of Swift Reservoir
northwest of here.
Mitchell James, 4, drowned
when an 18-foot cabin cruiser
capsized. His sister, Theresa,
2, was missing. Skin divers
resumed a search for her
body today.
The Skamania county sher
iff's office said the boat, with
seven persons aboard, tipped
over about 7:30 p.m. Tuesday.
The victims were the chil
dren of Robert James, 22, and
Mary Ann James. 21, who sur
vived. Other survivors were
Frances James, 42, Frederick
Davis, 43, and Sharon Blank
enship, 11. All were of Wood
land, Wash.
Sheriff's deputies said Hie
two children were apparently
trapped in the cabin of the

today sought to find out exact
ly what happened to the more
than $1 billion appropriated
for civil defense since 1951.
Chairman F. Edward He
bert (D-La.) asked Assistant
Defense Secretary Steuart L.
Pittman to prepare an ac
counting of the money. He in
dicated one thing he wanted
to examine was the number
of civil defense employees in
the nation.
The subcommittee is hear
ing administration proposals
for a vast nuclear fallout shel
ter program. The plan would
spend $175 million in the com
ing fiscal year, and put more
than $2 billion in federal aid
in shelters over five years.
At the opening session
Tuesday, the House group
heard four and a half hours
of conflicting testimony on
shelters, which civil defense
officials called lifesavers and
critics called death traps.
Pittman claims millions of
lives could be saved with
proper fallout shelters in
areas somewhat removed
from prime targets.

sions to hear a reading of the
new band music from all pub
lishers. The Camp sponsors a fully
supervised schedule of recrea
tion opportunities, including
swimming parties, attendance
at Shakespearean Festival re
hearsals and performances, a
week end pack trip, and other
recreational activities.
Enrollment in the Camp
last summer reached a total
of 170 boys and girls from
junior and senior high schools
in Oregon and California.

of the
KtHit'E RIVER VALLEY I
IRRIGATION DlSTItlt'T
NOTICE IS HEREBY GIVEN:
1. That a special election will ;
be held in the Rogue River Valley
Irrigation District. Jackson Coun
tv, Oregon, on Friday, the 14th
day of June. 1963. between the
hoiiri of 8:00 o'clock am. and
5 00 o'rlock p.m. in the office of
the District, 3139 M:-".nan Road.
Medford, Oregon, which special
election shall be for the purpose
of determining whether the Board
of Directors of the District shall
be authorized for an on behalf of
the District to enter into a sup
plemental repayment contract with
the United States of America for
the following general purposes: To
provide supplementary water to
presently irrigated lands of said
District and to extend irrigation
service to approximately 1.810
acres of additional lands within
the District as has been authorized
bv the United States by the Act of
Octoher 1, 1962, 76 Stat. 677; and
to obligate the District to repay
to the United Stales on account of
the construction costs of the works
to be constructed an amount
not to exceed the sum of
$993,000 which sum shall be paid
without interest in fifty (50) an
nual installments. The first said
annual installment shall be due
and pavable on December 31 of
the first calendar year following
the last year of a ten (10) year
development period. The develop
ment per'od will commence with
the year for which water from the
works to be constructed ia avail
able to the District s provided in
the contract. During the develop
ment period the District shall col
lect a development period charge
which shall include as a minimum
the estimate of the District of the
operation and maintenance cost for
auch year.
The amount of the annual in
stallments shall be determined hy
dividing by fifty (50 1 the con
struction charge obligation of Ihe
District which shall be established
as provided in the contract and
shall not exceed $093,000. Such
annual payments shall continue
until, the supplemental repayment
contract hns been fully oaid.
The aforementioned contract ob
ligation shall he a general obliga
tion of the District. The contract
shall provide for the assumption
ol control of the District works hy
the United States upon default 01
the District and shall require that
the District comply with all pro
visions of law relating to the con
struction of public improvements
and of Federal Reclamation proj
ects and of acts amendatory there
of or supplementary tnereto.

3. That the special election shall

ized to negotiate and enter Into
a supplementary repayment con
tract with the United States of
America in conformity with the
proposal specified in the notice
of this election, under the pro
visions of the Federal Reclama
tion Laws and of the laws of
the State of Oregon authorizing
the District to enter into such
contract.
The ballots to be used at such
election shall put the foregoing
proposition to the qualified elec
tors hy the following words and
