Missncr, sales manager for Sugar Sup ply Corp., listed three prime reasons for the world shortage of sugar - the Cubans had a small crop because of poor management, two very poor winters in Europe caused poor harvests, and the so-called underdeveloped countries have become more prosperous and are Increasing their trade demands. Spurt in Stock Sales Rising raw sugar prices in New York touched off a spurt in the sale of Hawaii sugar agency stocks with gains rang ing from S3 to as much as $10 a share. It was one of the most active trading days since 1959. In' Washington, Lawrence Myers, director of the sugar policy staff of the Agriculture Department, wouldn't make a guess as to the length of any sugar shortage or the progress of the price spiral.
