Naw Judga -Okayed a new circuit judge lor Washington county, but rejected one for Lane county and one for the Polk- Yamhill district. -Approved a bill revising the public employees retire ment system. -Recommended a bill to let the Welfare Commission lib eralize the food stamp and surplus food programs. -Approved the establish ment of new district courts at Grants Pass and at Gresh am. Restored a $750 appropri ation for the Rogue River Co ordination board that was turned down earlier by the House, -Approved district judge salary increases from $10,500 to $11,000, -Okayed budgets for the State Scholarship commission, the state Labor-Management Relations board, the secretary of state, and four state institutions. The sum approved to raise salaries for college faculty members during the 1963-65 biennium was $1.5 million, compared to $2 million sought by the governor. Rep. John Mosscr R-Beaverton) was un successful in trying to get the committee to increase the sum. The committee approved $3.6 million for state employ ees. The governor had asked $4.4 million. James Daniels, executive secretary of the Oregon State Employees association, promptly termed the commit tee's recommendations "ill ad vised" and said the problem of state employees quitting their jobs could be severe enough to necessitate a spe cial session of the legislature Boy Scout Dinner Scheduled Tonight Officers will be elected and three silver beaver awards will be presented at the 39th annual meeting and recogni tion dinner of the Boy Scouts' Crater Lake council at 8 o'clock this evening at North's Chuck Wagon restaurant in Medford. The silver beaver awards are the highest tribute a Boy Scout council can pay to a volunteer leader within its area. Redding Airport Comes Under Fire Redding, Calif. - (UPD - An attempt to put the city out of the airport business was be gun Friday following the third light plane crackup in two weeks at city-owned Ben ton airport. All three pilots walked away with little more than scratches after their planes overshot the runway, bound ed across a public highway and stopped in a ravine. Following the first such landing May 1, the federal aviation agency checked the field and declared it safe. Petitions which would put before city voters the ques tion of whether the city should continue operation of the airport were circulated Friday by former Mayor Bud Puryear. RESIGNS - George F. Ken- nan, shown here in a 1961 photo, resigned Friday as U.S. ambassador to Yugoslavia. Kennan, considered one of the nation's foremost experts on communist affairs, denied he was quitting because of a dis agreement with President Kennedy. The White House issued a statement saying Ken- nan resigned in accordance with a long-standing plan of his to return to academic du ties as professor at the insti tute for advanced study at Princeton. The measure would be vot ed upon at the 1964 general election, and would apply both to the present and pro posed state constitutions. But the House sent back to committee Friday a compan ion measure which would have set the statutory penalty for murder at life in prison. Rep. John Dellenback (R- Medford) said he wanted the bill amended so the death penalty could be retained in case of cop killing, a prisoner killing a guard, and the kill ing of a kidnap victim. Both the proposed constitu tional change, and the statute already have passed the Sen ate. The Senate version changed the constitutional penalty for first degree murder from death to life in prison. The House amended this to delete all reference to murder from the constitution, and the Sen ate must agree with this be fore the measure can go to the voters. The Senate set the statutory penalty for first degree mur der at life in prison, required a minimum of 15 years be served, then required lifetime parole supervision. The House took out the 15 year minimum, retained the lifetime supervision provision, and then set the penalty for second degree murder at life in prison, with release from parole possible after seven years. Dellenback told House members he did not think the penalties were severe enough to offer protection to the pub lic. The House voted 35-23 to send the bill back to commit tee for amendments. COMPUTER COP Morristown, N. J. - flJPB - Folks who make a practice of cheating magazines and mail order stores by placing orders and then not paying may be trapped by the electronic computer in the future. Hoop er-Holmes Bureau, incorpo rated, has developed a com puter program that automati cally will weed out subscrip tion and other mail orders from non-payers. Influenza Slill Leads Disease List Influenza still topped the list of communicable diseases in Jackson county with a total of 61) cases last week, Dr. A. E. Morkcl, director of the Jackson County Health de partment, reported. Measles was in second place with 21 cases in the Gold Hill, Medford and Central Point arras. The greatest number of in fluenza cases. 30, were in Medford. There were 18 cases of mumps. 10 of German mea sles, four of chicken pox and one ot scabies. Goose Lake Measure Clears Legislature Salem - tlTP - A proposed Oregon-California Goose Lake interstate compact, for coop, erative use of water resources in the Goose Lake area on the Oregon California border, cleared the Legislature Fri day. Similar legislation Is pend ing in California. Congress al so must approve. Consumer Protection Bill Goes To House Salem - wn - The Senate approved a consumer protec tion measure patterned after California law by a 25-2 vote Friday, and sent the bill to the House for action. The measure restricts "loss lenders," and outlaws quan tity limits on advertised goods. Senate -House Tax Conference Committee Starts Discussions By ZA. STARK . The group was told by a tax commission representa tive that the state would prob ably end the present bien nium with more than $100, 000 surplus. New Money Needed Committee members estim ated the proposed 1963-65 budget would be about S405 million, and that $60-million in new money was needed to finance the state's operations for the coming biennium. Early discussion centered around the House-approved 4 cent a pack cigarette tax. - , Elfstrom commented "we would be spinning our wheels by passing a cigarette tax; it would be referred." Atiyeh agreed it probably would be referred, but he said he felt the people would approve a cigarette tax. "They don't want all this In crease piled on the income tax, the people recognize this is a way to get needed revenue." Overhulse said he felt there was a 50-50 chance the Sen ate would approve a cigarette tax if they were "convinced" it was needed. The Senate-approved plan would raise $52 million from increased income taxes, and use the $12 million one-shot money only if needed-a total of $64 million. ' The House income tax measure includes a modified net receipts tax. The Senate bill hits hard at large families on the theory that most of the state's gen eral fund goes to pay for education. No Action The Senate Tax Committee has not yet acted on the cigarette tax, and probably will let it die in committee. The House has refused to approve a sales tax bill, al though Senate Tax Commit lee members claim a sales tax of fers the only way to cut in come and property taxes. Many senators said Friday they were voting for the tax package simply to get it to conference committee. Less than an hour after the Senate voted, rules were sus pended in the House and both the Senate income tax and one-shot bills were rejected and the conference commit tec members named.
