The expression Indicated deadlock between the two houses that Is almost sure to send the slate's tax program to a conference committee for final decision. The House earlier this ses sion pascd a revenue-raising package based on an income tax bill, a cigarette tax, and a one-shot measure to speed turnover of withholding pay ments to the state. The Senate committee com pletely rewrote the income tax bill to raise $52 million in stead of $35 million. It junked the cigarette tax and amended the one-shot bill to apply near the end of the 1963-65 bincn nium only if needed; ing room has been located so foot traffic will not cross the nook and so very little of the kitchen can be seen from the dining room. A wide pantry supplements the already large amount of storage area. A partial wall at the rear of the built-in range opens to the family room. A short hall con nects the service, kitchen, gar age and family room. This design is certainly not lacking in baths. A combina tion bath and dressing room are part of the master bed room suite. A family bath has both tub and shower while a complete bath is accessible from the service. All of these baths feature pullman lava tories. To create a more contem porary design, (here are no offsets in the front wall of the house. This also helps keep the depth of the house to a mini mum so it can be constructed on a relatively shallow lot. We must see that it is handed down In the best possible form," is the message empha sized here Tuesday night at the Dental Radiological Health clinic conducted for dentists at the Rogue Valley Country club. That Oregon is a leader in a campaign to make this pos sible was made clear by the clinic participants, represent ing the United States public health service and the Oregon state board of health In the field of radiological health. The clinic, arranged to pro vide Oregon dentists with sup plementary training in the basic principles of reducing ionizing radiation exposure to patients and operators in den tal procedures, was one of a group being held throughout the state. That radiation is dangerous to the human being, that haz ards are real, and that dentists have a professional responsi bility In the protection of hu manity against these hazards was explained in talks, dem onstrations with equipment, and films. "Dentists have a profession al responsibility because they use radiation and the medical and dental use of radiation produces a major part of the radiation exposure to human beings," it was stated. "Continued use of radiation for diagnosis and treatment is essential in modern dentistry and medicine," the speakers repeated, stressing the need to acquaint all people with the safeguards that are set up, so that they will be willing to take advantage of the diag nostic findings made possible only by x-ray. The hazards which can re sult from radiation were not minimized by the clinic. Rad iation can produce genetic changes, malformation, can cer, leukemia, high blood pres sure, sterility and death, it was pointed out. "There are both short term and long term effects from radiation," Dr. R. Ncal Ed wards, of the division of Rad iological Health of the U. S. public health service, Rock ville, Md., declared. He showed a film which demon strated more clearly his con tentions. "Exposure to radiation is biologically undesirable," Dr. Ray W. Alcox, also of the Radiological Health division of the U. S. public health serv ice, stated. The then pointed out that it is necessary to reduce to a minimum the amount of rad iation while still obtaining good diagnostic radiology. Recommended .for achieving this were the use of filters (aluminum discs), collimators, and high speed film. Offices, he stated, can be constructed to provide some I of this needed shielding, ma terials such as concrete blocks arc helpful, he noted. Dr. Al cox also advised the use of leaded aprons, particularly for women of child bearing age and children. California, he added, has passed legislation requiring the use of leaded aprons. f!nnrfntratin0 the radiation beam to a small area, as is done by dentists, lessens the radiation danger, he pointed out, and demonstrations were presented to illustrate this possibility. The advances made by Ore gon in protecting people, pa tients and dentists, by reduc ing radiation, were described by James E. Mecca. B.S., rad iological health, stale board of health. The stale checks all x-ray machines operated in medical and dental offices. The pro gram started in 1956 after the passage of legislation financ ing the state board of health to make a study of the needs. This radiation law enabled the, state board of health to wrila the licensing and inspection of isotope users in the state and to look into the industrial as, well as medical users of x-ray in addition to the dental pro gram. The "biggest thing we can do," Mecca said, "is to alle viate the public fears in tha different areas. It doesn't help the healing arts or research to ' have people ban x-ray entire ly." Many of the machines 3ra now designed with the desired equipment for reducing radia tion, Mecca explained. The state team, however, has had ' to modify 7 per cent of tha machines that have been checked in the program. It is . easily possible for operators to add the proper lead washer and aluminum filters desired . to the x-ray unit, he staled. In September or October,'; the state board of health will . issue a report, Mecca volun-. tecrcd, analyzing all the find ings. : .
