The committee decided the
legislature should continue to
meet every two years. The
House-passed version had
made annual meetings op
tional. The committee reversed Its
action of last week and re
stored new broader language
on protection of an accused
person against double Jeop
ardy. It tentatively defeated a
move to change the effective
date of the document from
Jan. 1, 1967, to July 1, 1966,
but the Votes of two absent
committee members could
pass the motion.

GATT DELEGATES DISCUS TARIFF CUTS
Geneva-IPICommon market and U.S. delegations to
General Agreement en Tariffs and Trade (GATT) talks met
privately today in an effort to smooth out differences in
their approaches to tariff cuts.
EAST GERMAN GUARD ESCAPES TO WEST
Berlin-WD-A non-commissioned officer of the Communist
East German border guard fled to West Berlin during the
night. West Berlin police said today.
The men, 23 years eld, escaped through barbed wire
from the East German sone to the Zehlendorf district of the
U. 8. sector.
CASTRO ARRIVES IN LENINGRAD
Moicow-IDPU-Cuban Premier Fidel Castro, on a tour of
the Soviet Union which carried him to the frontiers of
Siberia, arrived by Jetliner in Leningrad today, Ine official

of Foreign trade. It said he and Khrushchev had a business
conversation, but gave no details.

the Korean bonus law pajscd
in September, 1961, made ap
proximately 30,000 additional
slate veterans eligible for
bonus payments.
The amendment removes
the Korean Service Medal re
quirements and specifics the
"career servicemen" may be
awarded the bonus provided
they can prove that they were
legal residents of Pennsyl
vania Jan. 1, IBM. The
amendment also specifics that
"career servicemen" may not
collect a total of more than
$500 from World War H and
the Korean bonus.

river in Sherman county was
presented Tuesday to a joint
meeting of the Senate and
House Natural Resources com
mittees. Russell E. Getty, state di
rector of the Bureau of Land
Management, said the project
would be financed with fed
eral funds if the money be
came available. The plan was
prepared by a special state
federal inter agency study
group.

Three Alarm Blaze Levels Portland
Elementary School; Cause Unknown
Portland - (UPD - Fire swept
through the Whitaker ele
elementary school in north
east Portland early today,
causing damage estimated at
$750,000.
The blaze, of undetermined
origin, destroyed 20 class
rooms of a building construct
ed in 1939 and one new addi
tion. One new wing was
saved.
The three alarm blaze broke
out about 2:30 a.m. and fire
men remained at the scene
until after daybreak mopping
up.
Classes for the students
were canceled temporarily. A
school official said it was pos
sible classroom space could
be obtained a at the Portland
air base.
Bridee are the first part of a
long range recreation study
of the entire lower Deschutes
river basin, Getty said.
. Most of the land Is not now
accessible to the public, he
said.
Getty explained the pro
posed road would dead-end at
Mack Canyon to preserve the
wilderness character of the
river downstream from that
point.
He said Congress is consid
ering an appropriation meas
ure which would include fi
nances for the project.
He estimated the proposed
development would increase
usage of the area from 3,000
to 75,000 people a year.
