Edmund G. Brown'a tax re form program started moving through the legislature today despite solid Republication opposition. Eight Democrats voted as a block late Wednesday to push from the Revenue and Tax ation committee a series of three measures - the first to face committee action. The three would: -Require Insurance compa nies to pay their gross pre mium tax, which now amounts to about $88 million a year, on a quarterly basis. It's now paid on June IS for the preceding year. -Eliminate the "home of fice" deduction now allowed insurance companies. -Ask the voters to amend the state's constitution to al low the state legislature to change the rate of the insur ance tax now set at 2. 35 per cent.. "You will note that I did not say that I expected the Catholic church to reverse its long standing opposition to artificial contraception," Dr. Rock added. Because of this opposition to some existing birth control methods, he said, there is a demand for fertility research "aimed at new methods ac ceptable to all faiths." Religious disagreements on birth control cannot be wish ed awav. but they "do not mean we must be paralyzed," Dr. Rock said, adding: "Asreement will come only after the expansion of the methodology of fertility regu lation to include, not merely improvements of current methods, but entirely new approaches." Burns reported .52 of an Inch of precipitation and Lake view had .47. Temperatures neared the freezing mark in the two eastern Oregon com munities early today and the Weather Bureau said Like view reported an inch of snow and Burns a trace.
