Bras mer, 57, was found in the bed room of her suburban home late Thursday. She apparently had been stabbed to death. Clark County Sheriff Clar ence McKay said the body ' was discovered by the wom an's husband, Albert Bras mer, when he returned home from work. Coroner Ken Ellertson call ed a pathologist into the case to assist in an examination. He said the woman apparent ly was killed sometime Thurs day. Officers said there was no indication of a motive. By ANN H. PEARSON Salem tUPI' A constitution that develops over 106 years picks up a lot of excess bag gage. It also acquires some treasures, some cherished tra ditions, and a unique flavor of its own. Sorting these has been the task of the Oregon Commis sion on Constitutional Re vision, and then of the legis lative committees. They have tried to leave obsolete pro visions by the wayside, while keeping and modernizing valued characteristics of Ore gon's basic framework of gov ernment. Much interest has centered on the three branches of gov ernment: The' executive, where a number of changes are proposed, and the legisla tive and judicial, where most of the present framework is retained. The rest of the new consti- tution, too, blends the tradi tional and the new. Nearly Unchanged These traditional practices, for example, are retained nearly unchanged: Initiative, referendum, recall, earmark ing of fuel tax revenues, the 6 per cent local tax limitation, and the state's ownership of beaches. Procedural details, as in re call, are moved to the statutes. The basic rights enumerated in the present bill of rights are brought forward in simpli fied and modernized language. (UPI) The new document strength ens such riEhts as those of an accused person to counsel, protection against double jeopardy, and compensation in condemnation cases. The House committee voted to keep the death penalty for first degree murder, but a jury would have to recom mend it. It now is automatic unless a jury recommends against it. The Senate com mittee so far has agreed with the commission that the whole issue should be moved to the laws. The1 House committee felt the question should be submitted to voters separate ly, so that a new constitution might not stand or fall on that issue. Power Language Changed The House committee and the commission felt that lan guage in the section on the state's power rights should be rewritten to refer to power "produced by any method." The Senate committee voted to delete the phrase "by any method." A number of mem bers on the two committees felt the phrase did not make any significant difference. The House committee has agreed to keep the provision against lotteries. The Senate committee has voted to take it out. If the document gets a two thirds vote of the House, it will go to the Senate, and differences such as these will have to be cleared up. Articles on suffrage and elections, public officers, tax ation and finance, and govern mental activities have under gone the same process of sort ing wheat from chaff as has the rest of the document, but their essentials remain near ly unchanged. The article on local govern ment has been broadened, to add elasticity to the frame work in which local units -and metropolitan areas that didn't exist 106 years ago -may solve their problems. Changeover Smoothed Two transitional articles -the 13th and 14th - -would smooth the changeover from one document to another and perform the actual shift of material to the laws. In an effort to encourage voters to seek laws instead of constitutional amendments, the commission and the com mittees raised the signature requirements slightly for Initi ative petitions, and slightly PRESCRIPTIONS! For the legislature to in itiate a constitutional amend ment, requirements were raised from a majority to two thirds of each House. Thus ,if the new constitu tion becomes a reality, it will be a little harder for the voters or the legislature in the next century to clutter it up. Six Oregon units were ma jor supporters of the program They were the Oregon Sector Headquarters with 100 per cent and the 104th Division Advisors office with 100 per cent, both stationed at Van couver Barracks; the Portland Subsector Command with 69 per cent, the Salem Subsector Command with 88 per cent, the Medford Subscetor Com mand with 75 per cent and the Eugene Subsector with 67 per cent participation. As of March 31, 555 of the 839 military and civilian per sonnel of X Corps, or 66 per cent were taking part in the program which exceeds the Department of the Army ob jective of 65 per cent. According to the Depart ment of the Army, last year 510,000 soldiers and 193,000 civilian employees were reg ularly purchasing US Savings Bonds through payroll deduc tions.
