Two Italy-Oderiiical Mistri Proposals Salem - IUPD -Two nearly identical congressional redis trlcting proposals which dif fered widely with a plan pro posed by Rep. John Mosser (R-Portland) were submitted Wednesday, to the House Planning and Development Committee. The nearly-alike plans were submitted by House Speaker Clarence Barton and Myron Katz. spokesman lor the Si' partisan League to Retain Eaual ReDresentation. Observers anticipated the committee would adopt the clan suaaested by Barton. Barton's plan includes all of the City of Portland in the third district, but adds East ern Multnomah county to a first district made up of Clackamas. Washington, Co lumbia, Clatsop, Tillamook, Yamhill and Polk counties. Marion and Linn counties would be added to all of East ern Oregon to create an ex canded second district. The fourth district would Include Lincoln, . Benton, Lane, Douglas, Jackson, Jo sephine, Curry and Coos couiv ties. . i . " This proposal was Identical to that proposed by Katz, ex cept that It added the Port land city area west of the Wll- ' lamette river to the first dis trict, which also included Lin coin county. Katz admitted there were disadvantages to dividing a city, and Barton claimed his proposal more nearly grouped areas of economic Interest. Barton said shifting Marion and Linn counties to the East ern Oregon district would not be a problem because of the, good highways that Join the areas. Both plans were at wide variance with the Mosser pro posal which would split the City of Portland and create a third district of the Multno mah county area west of the Willamette river. It also would add Coos, Curry, Jo sephine and Jackson counties to the Eastern Oregon second district in a "boot toe" effect that would extend the district from Idaho to the Pacific Ocean. At present there is a wide population variance between Oregon's four congressional districts: The first 517.0i)0, the second 265,000, the third 622,000 and the fourth 463, 000. . . , The Barton plan would have 458,000 in the first dis trict, 441,000 in the wcond, 397,000 in the third, and 487, 000 in the fourth. In other action, the Senate passed and sent to the House a bill to require new safety regulations for professional boxing. A bill to require seat belts in new cars' after November, 1064, cleared the legislature and went to the governor. The governor signed a bill to add a new experience rat. ing feature to the state work' men's compensation law that would penalize employers with poor safety records. Gold' berg said Wednesday that neither newspaper publishers nor the unions in the Industry "fully comprehend the duty implicit in their constitution al right to publish." The plan, contained in a bill by Sen. Donald Grunsity (R-WaUonvllle), went through the Senate Education commit tee Wednesday. But members passed it to the powerful Sen ate Finance committee, which must approve before the bill can reach the floor. Grunsky's bill would tie the state's -multi-million dol lar school aid program to teachers' salaries and students per class. Districts that meet state salary and class-size re quirements would get more money than those that do not. Grunsky later announced that he would amend the bill to include a countywide school tax, another controver sial proposal already contain ed in two id-to-H'.Tiation bills now before the Assem bly. However, the two As sembly bills generally retain the current system of apportionment. Under the current system, California's 1,600 school dis tricts receive nearly $800 mil lion a year according to for mulas based primarily on a district's total student popula tion. The larger the district, the more money it gets. Under the new plan, the state would divide the total student population in an ele mentary district by 33, the number of students in a clnss of "reasonable" size. The Catskill Mountain house, about 40 miles south of Albany, the capital, was a nineteenth century tourist at traction that rivaled Niagara Falls. Wealthy visitors from London, Berlin and Paris con sidered a stopover at the hotel a "must" on their grand tours. Built in 1824, the hotel of fered an 80-mile view of the winding Hudson river and the scenic Catskill mountains from its 3,000-foot elevation. Visitors reached the hotel by cable car. The hotel, operated con tinuously until 1942, deterior ated badly in recent years and was considered a menace, tottering on the brink of a cliff. The conservation de partment, which acquired the property to expand an adjoin ing camp site, decided it would have to be razed. The three-story, white struc ture, fronted by Grecian col umns was once considered the summer White House of President Ulysses S.
