Bernice must with draw aa the "solver" of all problems. Obviously she has not solved the most Important one: How to raise children to a point where while loving and prizing their parents, they can proceed alone. Judge Miller Speaks at Meeting of Committee The steadily decreasing rev enue with which to meet reg ular services and the ever-increasing demands for addi tional and new services are the two basic developments responsible for the problems now plaquing Jackson county, Judge Earl Miller told a meet ing of the governmental op erations committee of the Medford Chamber of Com merce last week. Miller- stressed particularly the importance of O and C funds to the county economy and voiced recret that this source Is steadily being re duced. ious matter, Miller main tained. Attending the meeting with Miller were Otto Bohnert of the county budget committee and former county commis sioner, Chester Wendt. Com mittee Chairman Robert D. Heffernan, Jr.. thanked the guests for bringing a first j hand report to the meeting. Urges Listeners Ti'e county judge urged his listeners to be on guard against raids on O and C funds and to keep in mind that to replace the O and C lion funds allocated to Jackson county last year would have required a levy of at least 21 mills. With real properly already carrying an excessive tax load, a county levy of this nature would be a very ser- power to employ personnel, to submit expenses to the Secre tary of state and to spend up to $50,000 for the study. Mc Neil maintained that the high way department is doing a good job in this area and that the expenditure would con stitute a further raid on high way funds. About 3.000 educators from schools and colleges of the United States and foreign vis itors participated in the con vention at which equipment valued at more than half mil lion dollars was displayed. Demonstrations of team leaching, documentary re ports of developments in for eign language teaching and talks by school superintend ents about the introduction of communications technology in school systems were Included. Also attending the conven tion was James McDonald, former director of the Jack son County Curriculum and Materials Center. McDonald moved to Eugene to become director of the Lane county center. Banks" was the subject of the last in a series of seminars heard last week at the Hed rick Junior High school given by the Rogue Valley chapter, American Institute of Bank ing. C. R. Walker, assistant aud itor of the United States Na tional Bank from Portland, and James Mulaney, from the local office of the federal bureau of investigation, were the featured speakers. Walker explained the authority of an auditor, the scope of an examination and the purposes and objectives of an audit. "The auditors prime goal is to prevent," he said. He explained that a crime oc curs when there is temptation, duress, and opportunity. It is the auditors duty to take away the temptation and the opportunity. This is done by regular audits to establish good internal control. A few of the methods to accomplish this are dual control of rec ords, several personnel com pleting one transaction, a well defined policy of screening and compulsory I bad checks.
