Subcommittee Moves To Curb Number of Salem-OTO-The Ways and Mean Education subcommit tee took a formal step Tues day toward reducing the num ber of new college dormitories proposed by the governor while increasing the instruc tional building program. The subcommittee voted to shift libraries and athletic buildings into the self-liquidating program, financed with Stocks Top 1963 Highs in Advance New York - HOT - Stocks topped their previous 1963 highs today on another wide spread advance paced by drugs, metals and chemicals. Dow Jones industrials closed less than 17 points from their all-time record of 734.91. While optimistic that the list will make Its climb through this historic high, some brokers feel there might still be intermittent perioas of consolidation. APRIL 24. 1983 Four Articles of Constitution OK'd Salem - OJPD - Four articles of a proposed constitution, in eluding a strong executive branch - were approved lues- day by the House and Senate Committees on Constitutional Revision. The committees defeated a last - minute effort to allow government aid to parochial schools on an indirect basis. The major action came when the committees approv ed an executive branch that would make the governor, and a watch dog controller, the state's two elective officers. The committees also gave final approval to the Bill of Rights, and articles on suf frage and electors, and initia tive and referendum. The proposal to permit aid to parochial schools, led by Sen. Walter Pearson (D-Port-land), centered on a section of the Bill of Rights. Pearson wanted to prohibit only "di rect benefits" to religious in stitutions, allowing indirect benefits. The issue grew out of a case in Oregon last year on pro viding state textbooks to parochial schools. The State Supreme Court said such aid was unconstitutional. The U. S. Supreme court declined to take up the appeal. Pearson said his proposal would allow the legislature to give indirect aid to private schools. Colonel Emmens Attends Doolittle Raiders Reunion Among the members of the Doolittle Raiders who attend ed the 21st annual reunion commemorating their raid on Japan April 18, 1942, was Col. Robert G. Einmens, 1511 East Main st., Medford, now sta tioned at McChord Air Force Base, Wash. Also attending was Mrs. Emmens. Colonel Emmens was the co-pilot of the plane which managed to land safely near Vladivostok, Russia, after the bombing of Tokyo. The crew was interred by the Russians, who were not at war with Japan then, but managed to escape to Persia 14 months later. More than 40 of the 56 men still living, who participated in the raid from the carrier USS Hornet, attended the re union in Seattle last week end. Among those attending was Lt. Gen. James Doolittle, who led the bombers. Both Colonel and Mrs. Em mens are among those pic tured and interviewed in a story in the Seattle Post-Intel- ligencer.
