Western Governors Give Rockefeller Popularity Edge Phoenix -raw- Western gov ernori today gave New York Gov. Nelaon Rockefeller a narrow popularity edge in the 1964 Republican presidential race despite a scandal in his administration. The governors, attend i n g their western conference in nearby Scottsdale, agreed the scandal in the New York State Liquor Authority probably would soon be forgotten. Brown's proposed four-year limited moratorium on the death penalty faced Its second legislative test today It was expected to squeeze through the lower House and then face an uncertain future in the Senate. The bill, carried by Assem blyman Lester A. McMillan (D-Los Angeles), won Its initi al battle April 9 when the Assembly Criminal Procedure committee sanctioned It on a close 6-4 vote. As now drafted, the bill would grant a four-year mora torium on the death penalty to all but twice-convicted murderers, double slayers kidnap - murderers, prisoners who killed while in an instl tution and any person who kills a peace officer. In place of the gaa cham ber, the maximum penalty would be life in prison with out possibility of parole. But the governor would still re tain bis traditional powers to commute the sentence to a definite term and to pardon. The bill would have no effect on condemned men now on San Quentln'a death row. 73 YEARS OF SAFETY A and BT sound money management Democratic Floor Leader Jerome R. Waldie of Antioch said "We'll pass it out of our House on a non-partisan vote. We'll get votes from both sides." But the bill faced almost certain death in the Senate, where it was opposed not only by President Pro Tern Hugh M. Burns (D-Frcsno), but by the chairmen of two possible committees it could be assigned to. Love of Colorado was the first gov ernor to raise the question of any possible effect of what he called Rockefeller's "liq uor problem." He characterized former Vice President Richard M. Nixon as "still the titular head of the Republican party" despite his defeat by Demo crat Edmund G. Brown for governor of California last fall. But he said Nixon was "no longer available as a po litical candidate." Washington Gov. Albert Ro sclini, a Democrat, said Rock feller was favored by the GOP In his state and describ ed the governor as "fairly well divorced" from the liq uor issue. No governor doubted Pres ident Kennedy would be the Democratic candidate. A state-by-state breakdown: Rockefeller - Alaska, New Mexico, Oregon, probably Utah, Washington and Wyoming. Goldwater - Arizona, Colo rado, Montana and Nevada. The 11 governors attending the conference represent a total population of nearly 12 million. California has a population of about 17.S million. Brown is expected to arrive at the conference this evening and will head a discussion group Wednesday on interstate land sales. PUPPY THEFT Kansas City. H 1 Senate Tax Commitee Divided Over Proposed 'One-Shot' Revenue Measure Salem-'LPL-The Senate Tax Committee appeared divided today in an informal straw vote on a proposed "one shot" revenue bill which would in crease state income by $12 million next biennium. At the same time the com mittee skirted a straw vote on the cigarette tax and income tax measures approved Friday by the House. He signed into law a bill granting a federal charter to the foundation, which now will begin a $25 million fund raising drive. The President observed, "It has been said that an institution is the lengthened shadow of a great individual." "I hope that the American people will raly to the sup port of this foundation with the same generosity for which Mrs. Roosevet was known and loved," Kennedy said. He said he hoped for "not only large gifts but also small ones" in the drive to meet the foundation's money goal by Oct. 11, 1964, the 80th anniversary of the birth of the former first lady.
