COLLECTIONS TOTALED Salem - fUPD - Collections by the Welfare Recovery Dlvi. sion of the State Department of Justice totaled $46, 090 dur ing March, Atty. Ccn. Robert V, Thornton said Friday. Of this amount, $43,138 was col lected for child support and $938 In welfare fraud. Salem - Being among the first of its kind in the United States, the technical library of the Oregon state highway de partment will celebrate its 28th anniversary during Na tional Library .Week, April 21-27. The library, housed in the highway department building in Salem, started with only 220 publications, but now has 5,800 of them, excluding per iodicals. Before the library was organized, highway de partment employees relied on their privately owned books or those borrowed from other offices. R. H. Baldock, state high way engineer at the time, wrote a letter dated April 26, 1037, to all staff officers and department heads, stating that "It appears necessary that the books be assembled in a cen tral place, catalogued and made available for the use of the entire department. To this end and effective this date, Mrs. Bcldin, file clerk, will act In the capacity of depart ment librarian." Takes on Slelure The library grew, and it be came necessary to hire a per son with library experience in 1932. From then on. the li brary took on stature. Many highway departments of other states have written for infor mation about starting their own technical library. Mrs. Faitli Steffen, the de partment's librarian since 1954, says the library contains carefully-catalogued volumes of books, pamphlets, docu ments, technical reports, and periodicals covering every possible subject connected with the construction and maintenance of highways and parks. Engineers requiring ad ditional material for research projects may obtain it from the state library by asking Mrs. Steffen. Only a dozen technical li braries exist in other state highway departments in the nation. Mrs. Steffen helped set up several of these by furnish ing information on how to or ganize a library. Oregon's li brary is one of the largest of its kind. Variety of Material The library contains a wide variety of material. Technical data include source material on such subjects as plastics in engineering, mechanical vi brations, physical and chem ical examination of paints and colors, laws on right of way, highway commission reports, landscaping, and many more. The library uses the Dewey Classification System, the C. A. Cutter Three-Figure Author Table, and the Sears List of Subject Headings, with neces sary expansions to cover tile highly specialized highway field. Books are loaned for four weeks and periodicals for one week. The loan system applies to all highway department personnel in the five divisions scattered throughout the state. An automatic routing system is available for the conven ience of those who want it. Peter Van Dc Kamp, direc tor of the Sproul Observatory at Swarthmore College in Pennsylvania, told 300 dele gates to the American Astro nomical Society the planet re volves around Barnard's star which is six light years dis tance from the earth. Van De Kamp, in describ ing the method of discovery, said that if a star doesn't have a companion, its track across the sky will be a uni form motion. But if there is a planet going around it, the path of the star will wobble. The amount of the wobble is a measure of the mass of the unseen companion. The astronomer said two planets in other systems have been discovered by the same method - in 1943 by K- A. Strand and in 1960 by Sarah Lec Lippincott. Conference Speaker At Eugene Listed Eugunc-Dr. Edwin F. Beal, associate professor of manage ment at the Univcmty of Ore gon, will be one of the prin cipal speakers at an Office Management Conference to be held at the university, Thurs day, April 25. Sponsored by the univer sity's school of business ad ministration and the Eugene Chapter, National Office Man agement association, the con ference will deal with the "changinc role of office man agement." The conference will open with registration from 1 to 1:30 p.m. in Commonwealth hall where the school of busi ness administration is housed. exceptional. According to trial exam iner C. W. Whittcmore, testi mony indicated that Utlcy acted "under a motivating cir cumstance not often revealed in board proceedings." "It appears," he wrote, To me it would seem that Utlcy made the logical de cision. I have never seen Mrs. Utley but I'll wager she is a lot more attractive than any labor union. Whittemorc, however, felt bound to recommend that the board find against him. "However sympathetic one may be with Utley, caught as he may have been in the un peaccful middle between his wife and his union," this was not valid grounds for cancel ling the contract, he wrote.
