Negroes at Helm In Nation's Capital Seen Possibility By LYLE C. WILSON UPI Correspond nl Washington. D. C . is like ly to become the United States' race relations show window with a Negro mayor and city council under a home rule plan proposed by President Kennedy. American diplomats have been clamoring for just such a show window. They want an American race relations ex hibit to offset worldwide pub licify of race violence in Washington and several Southern states. The Kennedy home rule proposal could have been drafted with that in view. It would provide for the election of a mayor and city council to govern the Dis trict of Columbia subject to considerable surveillance and veto authority reposed in the President and in Congress. Three commissioners ap pointed by the President now conduct the district govern ment with Congress function ing as a city council. One of the three commissioners ap pointed by Kennedy is a Negro, John B. Duncan, the first of his race in that job. Growing Population The nation's capital prob ably has the fastest growing Negro population in the world. Census returns show nik (Minn); W. Donlon Ed that from 1040 to 1060, the 'wards (Calif.), and Morris K. ristncts Negro population in- creased by 224.000. The white population decreased in the same period by about 130, 000. A more recent calculation fixes the percentage of Neg roes in that district's popula tion at 53.9. If the Kennedy home rule bill is enacted and if, again, the Negroes vote as a bloc, the nation's capital likely would have an all Negro municipal administra tion. The Kennedy plan provides for an elected mayor to serve four years at a salary of $20, 000. There would be a munici pal council of seven members, one to be nominated from each of seven wards. There is a further provision, however, that all council candidates shall run at large. With all council candi dates running at large, the indicated majority of Negro voters in Washington could name the mayor and all seven council members. The argu ment in behalf of the Ken nedy proposal, of course, is that since Negroes are a ma jority in the District of Col umbia they are entitled to control the municipal govern ment if they are so inclined. Three Electoral Votes The importance of the Negro majority in Washing ton is not limited to muni cipal policies. The 23rd Amendment to the Consti tution adopted recently per mits Washington residents to participate i n presidential elections. The district will have three votes in the elec toral college. There is, of course, one qualification to speculation that Negro voters will control any elections taking place in the District of Columbia. A great many' Negroes who count toward the census total of the Negro population are minors. Negroes account for 83 4 per cent of the Washing, ton public school population. Duncan, Green Reveal Incomes Washington- UPII Eight Democratic representatives, including Reps. Edith Green and Robert Duncan of Ore gon, have made public ac counting of their private in comes. The eight submitted for the Congressional Record sources of income other than their $22,500 annual salaries. A number of senators did the same earlier this year. Others included Reps. Wil liam F. Ryan (N.Y.); Henry S. Reuss and Robert W. Kast- enmeier (Wis.); John A. Blat- Udall (Ariz.). The reports included: Mrs. Green: No stocks or bonds; owns home at Portland and undeveloped 47 acres in Multnomah county; congres sional salary constitutes more than two-thirds the annual in come. Duncan: Stock in Icoa Life Insurance co., Southern Ore gon Production Credit, Key stone Mutual Fund, and S-l; residence at Medford, Ore.; half-interest in undeveloped 155 acres in Jackson County, Ore.; Congressional salary ac counts for about two-thirds of annual income. Sandy Pair Held On Arson Charges Oregon City-OJPP-A Sandy couple was scheduled to be arraigned today on charges of burning down a store only hours before foreclosure pro ceedings were to be started against them. Mr. and Mrs. Howard W. Baker were charged with first degree arson and with burn ing and destroying property with intent to defraud the in surer. They were indicted last week by the Clackamas coun ty grand jury. , The charges grew out of a Dec. 27 fire that destroyed the historic Meinig General Store, a Sandy area land mark. The Clackamas County Cir cuit Court was scheduled to hear contract foreclosure pro ceedings later that day. The Bakers were buying the store. Georgia-Pacific Eyes Puget Plant Portland-OI?P - A plan to merge Puget Sound Pulp and Timber Co. into Georgia-Pacific Corp. was announced by officials of both firms Satur day. The plan will be submitted to stockholders of the compa nies. Pudge! Sound Pulp and Timber Co.. which had earn ings of S4.827.632 last year, manufactures sulphite pulp and chemicals at Bellingham, Wash., and printing paper at several Eastern plants. Georgia-Pacific Corp. had net earnings of $19,157,000 last year. Dick West Seeks Answer By DICK WEST Washington - HOT - "I didn't raise my boy to be a folk sing- J er." How often I have heard this lament from some poor moth-: er whose son, the pride and joy and light of her life, has rejected h i s e n vironm?nt and turned to banjo pluck ing. As they say in show biz, "There's West b r o k e n j heart for every guitar off Broadway.' Why are so many of our young people taking up folk singing? Being a parent my self, I have made an earnest effort to find the answer. I have interviewed the lead ers of virtually every folk singing gang that has appear ed in Washington, give or take the Smothers Brothers. I even learned the tenor part to "Foggy Foggy Dew" so that I could speak their lan guage. Sad to say, no clear cut so lution has emerged from my studies. Folk singing appears to be a world-wide problem and should be tackled on an international level, possibly under the auspices of the United Nations. Jutt last week I had a talk with a young man Dr. Treleaven To Speak at Dinner Dr. Joseph H. Treleaven. administrator of the mental health division of the Oregon state board of control, will be guest speaker for the 10th annual dinner meeting of the Jackson County Family and Child Guidance clinic. The dinner meeting will be held Wednesday, April 17, at 7 p.m. at the Rogue Valley Country club. "Community Responsibility and Mental Health" will be Dr. Treleav- en'fl topic. The speaker has had sev eral years' experience in men tal health field. His previous appointments include clinical director, Oregon state hospi tal; psychiatrist in private practice for four years in Ta coma, Wash.; resident in psychiatry. Pinel Foundation. MEDFORD Time 11 named Chad Mitchell, who at the age of 26 is already a hardened folk singer. He and two companions are dispensing the stuff night ly in one of the dimly lit corners of the Shoreham ho tel here. In other respects, Mitchell is almost a model youth clean cut, personable, hard working and all like that. There was nothing in his background to suggest that he was susceptible to folk sing ing. At the time he got hooked, ne was a pre-med student at Gonzaga university. I am ccr tain he would have made a fine doctor, and at medical conventions he could have led the group singing of "Let Mc Call You Sweetheart." Without letting him suspect my purpose, I attempted to elicit from Mitchell the rea sons for his withdrawal from a medical career in favor of the minstrel life. Mitchell, who forms one third of the Chad Mitchell Trio, told me that he does not consider himself a true folk singer. That, however. can be disregarded. They will all tell you that. Folk singers like to pre tend that folk singing isn't habit forming and that they can give it up anytime they choose Mitchell's case history is more or less typical, being un usual mainly in the fact that he sells more record albums than most folk singers. Most folk singers can only sell their albums to other folk singers.
