J MA BEEFEATER BEEFEATER derson (D-N.M.) predicting the bill's passage, debate on the measure opened today but most Senate members were committed to attend the open ing day baseball game and a short working session was scheduled. The Senate agreed to meet at 10 a.m. Tuesday and start voting on amendments to the bill one hour later. This as sured a vole on pasage Tuesday. T Montreal - IIOT - Eight mil lion Canadians were expected to vote today in a national election which may prove cru cial In U.S. - Canadian rela tions, particularly in the area of nuclear arms lor hemi spheric defense. Members of Parliament will be chosen from 265 districts spread across a country with an area almost as big as Europe and a population no larger than California. The polls opened at 8 a.m. local time and will close at 7 p.m. First results arc expected about 3 p.m. (PST). Under t h c parliamentary system the new government and its prime minister will be decided by which political party wins the most seats In the House of Commons. Of the four parties in the running, only two - Prime Minister John Dicfcnbakor's Conservatives and the Lib erals, led by Nobel Peace Prize winner Lester B. Pear son - have enough national support to win. The Liberals, according to the pollsters, arc slight favorites. If, as most pundits predict, neither major party wins a clear majority, the key to the new Parliament, like the last one, will lie with two "splin ter" groups, the right-wing Social Credit and the Social ist New Democrats. These mi nority parties have regional strength, but no real national following. They held the balance of power last June after an in decisive election which saw the Conservatives fall from a record 208-scal victory in 1058 to a shaky 116-member minority. The Liberals won 100 seats, the Social Credit party captured 30 and the New Democrats won 19. Relations with the United States, particularly with the Kennedy administration, and the sensitive question of nu clear arms had been in the Sen. Peter H. Dominick (R- Dominick, like some other Colo.), who favors a wilder- Republicans, challenged the ncss system to preserve mil- bill's failure to give Congress lions of acres in its natural more control over additions late, said the pending bill to the wildrencss system, would have trouble passing i He t o 1 d the Senate that the House. Sen George D. Aiken (R VI.) told Anderson he would I support the bill even though it covers no areas in his state. The New Mexico Democrat said opponents of the wilder ness bill had sought to stall action on it in 1961 on grounds that Congress should await a report by the Outdoor Recreation Resources Review commission. Liborali Favor Warheads On nuclear weapons, the extreme positions arc repre sented by the Liberal pledge to "keep our commitments" and obtain U. S. warheads for Canadian forces at home and with NATO in Europe; and by the New Democrats' flat op position to atomic weapons in any place in any form. In between arc the Con servatives, whose government acquired a nuclear - oriented weapons system during the past five years, but appeared reluctant to accept the war heads; and the Social Credit ors, whose national leader, Robert N. Thompson, would leave the issue to a non-partisan Commons committee, but whose French - Canadian deputy is opposed to nuclear arms. This issue has dominated Canadian politics ever since the U. S. State Department issued a statement criticizing Diefenbaker's nuclear policy and setting off the crisis that culminated in defeat of the minority Conservative gov ernment and the calling of the election. He noted that the report, which was issued last year, had recommended the setting aside of primitive areas called for in the bill. "The bill ought to pass eas ily this time," he said. The legislation would im mediately place 36 million acres of public lands into a national wilderness preserva tion system. However, sup porters of the bill said 23 million acres would be sub ject to early review and poss ible removal from the system. The legislation defines "wilderness" as an area "Where man himself is a vis itor who does not remain." Sen. Gordon Allott iR Colo ), among those who fear the legislation would "lock up" natural resources, led a fight to amend the bill to provide for specific congress ional approval of any trans fers of land to the system. Allott was joined by 14 senators in sponsoring an amendment which would re quire presidential recom- as mendations for additions to j the system to be approved by a House-Senate resolution be fore going into effect. The Anderson Bill provides for lands to be added to the wilderness system by the president after recommenda tion by either the interior or agriculture secretary. The ac tion would then be reviewed by Congress, with disapproval possible by either the House or the Senate. Stanley A. Mosk. Murdy's legislation was al most identical to a bill turn ed down by the lawmakers in 1961. It asked every phar macist who sell Chloromyce tin or any derivative of chlor aphonicol to affix a distinctive warning label. The label would say: "This preparation contains chloram phenicol, a good but danger ous drug. Take only as pre scribed by your doctor and do not repeat, except at his direction. Insist on blood studies." The drug, a powerful anti biotic, is chiefly used against typhoid fever, and its use has been attacked for causing deaths through a bone mar row disease, aplastic anemia.
