Controversial Parts of Judicial Article Out of Document Lobbyists' Registration Measure Appears Doomed in State Legislature Salem (UTO The Senate State and Federal Affairs Committee Thursday went through the motions of hear ing a lobbyists' registration bill, but it seemed likely the measure was doomed. Sen. Edward Fadeley (D-Eu-gene), author of the proposal, was the only witness. Committee Chairman Harry Bolvin (D-Klamath Falls) said a hearing for opponents would be held April a nniuln added a "third hear in mould be held at a later date if necessary." rnHninv commented, "that juit about takes care of the bill, doesn't it?" "nh " Bolvin replied, "we might be here until July." Predictions are the lcgisla ture will adjourn about mid- Um Fadeley said his bill would require lobbyists to register, list who they represented, the area of their interest, and the amount of money spent while lobbying. He termed his proposal a "preventive measure." He said there is no lobby scandal in Oregon, and that "Oregon is Manley Opens Law Office in Brookings cleaner than most slate? Fadeley's bill is similar lo one he introduced in 1961. It got nowhere, but was the focal point of controversy when Fadeley commented some lobbyists were receiving high fees for pushing certain legis lation. Other Highlights: Railroads - The Senate gave railroad unions a victory by voting to keep Oregon's pres ent full crew law. Constitution - The House and Senate Committees on Constitutional Revision delet ed all the controversial parts of the judicial article of a proposed new constitution. They decided to keep Ore gon's judicial system the way it is. Power - A House Commit tee killed bills to create an Oregon Power Commission, and to repeal the 1961 ex clusive utility service district law. Resources - The House Nat ural Resources Committee in dicated it will approve a bill to create a natural resources department composed of sev eral present state agencies. Tax The House Tax Com mittee decided its income tax bill will include a floor below which income would not be taxed. Manley's offices here were closed last Friday by his sister, Mrs. Mary Davenport, who is remaining at their Applegate home until they dispose of their property. Manley was active in Demo cratic party and United Na tions activities, In particular, during his years in Medford. He served aa chairman of the Medford chapter of the Ore gon United Nations associa tion and as president of the Democratic Social club. Sir Htnry Brooke, the horns secretary, announced Thurs day in the House of Commons that tha inquiry will include door-step interviews over several years and a close check of children while they watch television. At Crater April 6 The annual Big Pines Dis trict Scout Circus will be held Saturday, April B, in the Crater HiRh rchool stadium at Central Point. Starting at 8 p.m., the show will be divided into seven acts and is expected to con tinue for one i.our and 15 minutes. Each act will depict an era of time touched upon by Boy Scouts as they go adventur ing in "A Time Machine." ' The circus will open with a massed flag ceremony. Camping scenes, prehis- toric days, Roman Days, Knights of the Roundtublc, George Washington at Valley Forge, Custer's Last Stand and "2,000 A.D." will be in cluded in the staging of the circus. I9S CHARGED WITH SABOTAGE IN SOUTH AFRICA Cape Town, South Africa- I PI -A tolal of 195 persons have been charged with sabotage in South Africa since the sabo tage act became law last year. Justice Minister John Batha hasar Vorster said Thursday. He said 74 of the accused have been convicted and the rest us awaiting trials. Maximum penalty is death. Key sections deleted were the "Missouri Plan" for ap pointment of judges, and the granting of court rule-making power to the State Su preme Court. Effect of the group of deci sions was to restore virtually the same judicial system that Oregon's present constitution provides. Language in the new document, however, will be simpler. Controversial Issue The judicial article has been one of the two most con troversial. The Constitutional Revision Commission had call ed for appointment of judges who later would run on their records, and for the Supreme Court to write procedural rules for all state courts. The Oregon State Bar op posed both provisions. The legislative committees decided judges will continue to be elected as at present. (In fact, however, most Oregon judges at present arc appoint ed to fill vacancies before ever running for election.) The committees also decid ed the legislature will keep the job of writing procedural rules for the stale's courts. Sen. Thomas Mahoney (D Portland) moved for most of the changes. A one-time op ponent of the new constitu tion, Mahoney now seems in terested in winning its ap proval in amended form. Other Action Taken The legislative committees also decided: -Judges should be licensed to practice law "in Oregon." -The document should grant "the" right lo trial by jury, strengthening the orig inal proposal for "a right. -The section providing for grand juries should be ex panded and made more ex plicit. -There is no longer any need for the proposed state Jaw commission. (It would have, among other things, ad vised on rules of procedure.) -The Supreme Court shall retain its present original jur isdiction, and can also issue other original writs as pro vided bv law." The decisions constituted the second major hump cross ed by the committees in two days. The night before, the committees dealt with the oth er most controversial article the executive officers, a governor, and a "watch-dog" secretary of state similar to the proposal of the commission. Washington- IUPH -A Senate Democratic leader said today the administration already had applied most of the eco nomic pressures urged by Sen. Kenneth B. Keating (R-N.Y.), lo rid Cuba of Soviet domina tion. Democratic whip Hubert H. Humphrey (Minn ), said the other parts of the 14-pomt cut off Soviet bloc sales of material like that going to Cuba and. where possible, ap ply a "complete free world boycott on trade with the Soviet bloc." Humphrey said persuasion and cooperation usually were "more effective" in dealing with allies on the Cuban prob lem than 'rying harsh action. He said the following moves program outlined by Keating ' were among those already in a Senate speech Thursday have been under discussion with NATO and Latin Ameri can allies "for months." Humphrey, clearly speaking for the administration, said in an Interview: "We do not own our allies nor are we their master and boss. We have to negotiate and work with them. The eco nomic links between Cuba and the free world are now so limited that severing those that remain will not have a significant effect on the Cu ban economy or the surviv ability of the Castro regime." Keating explained that the recommendations were those he made to President Ken nedy and Central Intelligence Director John A. McCone on Feb. 8. They were not made public then lest the disclosure hamper removal of Soviet forces from Cuba, he said. Keating, frowning on mil itary action, said the econom ic resources of the United States, NATO and the free world "could be mobilized with devastating effect" against Russia and its Cuban operations. He urged the NATO na tions deny both their ships and cargoes to Cuban trade, Stocks Reach New 1963 Highs in Late Rally Push New York -WPP- A late ral ly in stocks pushed the popu lar market averages to new 1963 highs today. It was the third consecutive market gain. Steels and aircrafts paced the late afternoon upswing. U.S. Steel, Youngstown Sheet, Bethlehem and Republic were up fractions to at least a point. Among the aircrafts, Boeing, Lockheed and North Ameri can Aviation showed pro nounced strength. Chrysler, which flirted with 100 all day, rose to nearly lOOVi. Italian Lines Have Fast Ships Trieste. Italy IDPD- The big gest and fastest Mediterranean ships to plow the Atlantic routes lo the United States will start operating around the middle of 1 9(J4. They will be the Michelan gelo, launched last September in the Ansaldo shipyards of Genoa, and its twin ship. Raf faello scheduled to be launched shortly in the Adri atic shipyards of Monfalconc, Hear here. With them, the Italian pas senger fleet is expected to con solidate its second position in freight and passenger move ment on the North Atlantic routes.
