Suspect Hunted in Portland Robbery Makes FBI's List By SAM FOGG Washington -UPD- Richard James Young, a Southwest bank robber who shouts ob scenities at his victims during.) his crimes, was placed today on the FBI's list of 10 most wanted criminals. Young is described as an "extremely vicious, cold blooded, potential killer." The FBI cautions that he should be considered "extremely dan gerous." Under ordinary circum stances, the 36-ycar-old fugi tive is "a suave and convinc ing liar with an engaging per sonality." But the victims of two recent holdups have iden tified him as a terrifying gun man who threatened to kill them and spewed forth ob scene language during the crime. Na- Yugoslavia Ponders Arms Sale To India Belgrade -(UPD- Yugoslavia is negtoiating the sale of arms to India, the government con firmed today. Drago Kunc, official for eign ministry press spokes man, told a news conference, "It is correct that the govern ment of India expressed the desire to purchase some kind of arms in Yugoslavia." "The talks on the matter are in progress," he said. United Press Internationa had asked Kunc about reports from New Delhi that the In dian government announced it is trying to buy arms from Yugoslavia for use in its de fense against Communist Chi na. The wanted man has a po lice record dating back 20 years and marked by increas ing violence, He has been ar rested for auto theft, check forgery, parole violation and robbery. Young reportedly has vowed not to be taken alive. A native of San Diego, Calif. He is a scar-marked but dapper-dressing man. He has a black mole and a straw berry mark on the back of his neck. There are scars on his right forearm, the back of his left hand, his left index fin ger, his kneecaps and on the left side of his stomach. He is between 5-fect-lO and 5-feet-ll and weighs about 150 pounds, of medium build. He has an olive complexion, dark brown hair and brown eyes. In his non-criminal career, Young has worked as a fry cook, sheet metal worker, auto mechanic, construction work er, real estate salesman, brick layer, seaman, deckhand and a laborer. At one point, he un successfully sought to start an insulation-ventilation bus iness in partnership with a former fellow prison mate.
