By HENRY RAYMONT United Preii International Port-Au-Prince, Haiti IUPD Haiti's President Francois Du valier is little concerned with Communist subversion as a threat to his strong-armed re gime, even though Cuba is only 50 miles away across the sparkling Caribbean waters. While other Caribbean and Central American republics view Fidel Castro's regime with growing alarm, the grim faced, 55 - year old former country doctor has two good reasons to be calm. First, as long as Duvalier maintains his present critical attitude toward the United States, Castro is likely to re gard Haiti with tolerance rather than with enmity. Communists Have Thoughts Second, the poverty-stricken French-speaking Negro re public is so beset by problems that even Communists, who thrive on exploiting misery for their political ends, seem to have had second thoughts about Haiti. wuere uuvaiier s govern ment is casting a weary eye is on the neighboring Domin ican Republic whose new president; Dr. Juan Bosch, is a declared foe of dictators. Louis Chauvet, Duvalier's lough-mmded, articulate in terior secretary, told this correspondent last week he would be closely watching the activities of recently arrived exiled Haitian political lead ers in the Dominican Repub- J1C. "We would not be surpris ed, he declared, "if Bosch decided to launch a crusade simultaneously against Cuba and Haiti." Educated in Belgium Chauvet, who was educat ed in Belgium to be an agron omist, intimated that an agree ment existed between the Do minican president and the United States. "As soon as Bosch has his country's economic situation under control he will allow thousands of Cubans now in the U. S. armed forces to regroup in the Dominican Re public and begin a local war against Castro," he added. A tall, muscular, square- Jawed man, Chauvet Is one of the leaders of the civil militia Duvalier relies on to quash any attempt against the regime. Although Radio Havana continues its daily one -hour long broadcasts in Creole to Haiti, Chauvet viewed the Dominican Republic and Ven ezuela as the center of anti Duvalier plotting. Pats Revolver Confidently patting a .38 revolver he always carries in his belt, Chauvet said: "If we are attacked I as sure you we shall know how to defend ourselves, no matter from where the attack may come." But behind this facade of confidence are persistent rum blings of underground activi ties many observers predict will erupt before May 22, the date -when Duvalier cele brates the second anniversary of his "reelection." Foreign observers, U. S. F .1 10 doing Contracts Signed For Development Ashland - Contracts for the principal design, develop ment, construction and financ ing of the retirement develop ment around the Oak Knoll Golf Course near Ashland have been signed by the Oak Knoll Land corporation with M. C. Liningcr and Sons, Ed son and Pappas, Armin Rich ter and Associates, Building Materials. Inc., and Jackson County Federal Savings and Loan association. Construction of the first units will be by Armin Rich ter and Associates, in associa tion with Building Materials, Inc. Both firms are headquar tered in Med ford. Construction of streets and all utilities, as well as devel opment of outdoor recreation areas on the property, will be done by M. C. Lininger and homes and garden apartment , communiiy will be limited to Sons of Medford and Ashland. Provide Some Financing Jackson County Federal is providing part of the financ ing for the over-all develop ment and will make financing available for buyers of homes in the project. Improvements on the golf course, owned by the city of Ashland but leased by the corporation for 33 years, be gan early this month. Survey ing for streets and utility lines in the development itself is under way. The corporation plans to have two model homes open no later than June 1, William Duwkins, president of the firm, said. Edson and Pappas, Medford architects, will have archi tectural control of the project and are designing the first 300 units. The local firm will work closely with Rick Engi neering, San Diego land plan ners and engineers. Residence - in the planned Veterinarians Named To Committee Posfs Three Medford area veter inarians have been appointed to 1983 committee posts in the Oregon Veterinary Medi cal association, according to Dr. R. E. Kuenig, Portland, president. They include Dr, D. P. Phil ips, membership and. pro gram; Dr. R. F. Wilcox, pro gram and public relations, both of Medford; Dr, J. E. Perry, Eagle Point, public health. adults, with the major appeal directed to retired and semi retired people who enjoy ac tive, outdoor life, Dawkins said. In addition to the golf course and a new club facil ity, various recreation and service facilities will be de veloped for residents. The golf course will remain open to the public, but other facilities will be for the use of residents and under the control of a home owners as sociation. In addition to Dawkins, di rectors of the development corporation are E. H. Sins master of Ashland, Donald Hcrricd, Manville Heisel, John Reid and Armin Richter o Medford, and William Zeiser of Rogue River. DOING DAY'S WORK Native women in the poverty striken French-speaking Negro republic of Haiti go about a day's work in squalid marketplace at Port-au- Prince, Haiti. (UP1) officials included, believe the anti-Duvalier underground is becoming increasingly better organized and effective. There also is a possibility of revolt by Haiti's 5,000-man army, al though it is far inferior in numbers and in weapons to Duvalier's civil militia. Underground Organisations A dozen or more under ground organizations are said to be operating in Haiti, a desperately poor, overpopu lated, mostly illiterate coun try which shares the island of Hispaniola with the Do minican Republic. ' This smelly, crowded capi tal city is seething with ru more of conspiracy against Duvalier tyranny. Most of the anti-government ferment has come from stu dent groups and from the small urban middle class. It is doubtful that .Duvalier needs to worry about the apa thetic peasantry which'; con tinues to call him affection ately "Papa Doc.'.' The wealthier landowners and merchants who have prof ited from the regime are not inclined to lose its favor by heeding calls to join the oppo sition. Students Are Killed When four students were killed and scores arrested dur ing an anti-government dem onstration last month, an ap peal went out to upper class families to protest the inci dent by not attending . the carnival festivities at the fash ionable clubs of Petion Vile, a residential section of the Haitian capital, Port Au Prince. One student leader com mented bitterly: "They turn ed over our pamphlets to the police and went dancing all the same even though some had friends and relatives in prison." The indifference shown to the students has given an un expected boost to the more radical underground move ments. One of the most active groups is the Peoples Nation al party which publishes the clandestine newspaper, Haiti Tomorrow. It alternates its attacks against "U. S. im perialism" and "the fascist regime of Duvalier." Revolutionary Party The Haitian Revolutionary party, made up mainly of stu dents, is said to have Commu nist sympathizers in its lead ership. The Popular Socialist par ty put out another clandes tine journal, "Democratic Ac tion," patterned after Vene zuelan President Romulo Bet ancourt's party, and a news paper for peasants. U. S. experts believe that the influence of French Com munists and Moscow on the Haitian political scene far ex ceeds that of Castro. In a report to Congress on Communist subversion in Hai ti, U. S. Ambassador Ray mond L. Thurston discounts reports that Cuba was train ing French-speaking Africans to penetrate the island repub lic. One reason for his skepti cism was that 90 per cent of the Haitian people who would be the principal target of such scheme, speak Creole and not French. Thurston also rejected the notion that Castro was mount ing an invasion against Haiti. He said the Cuban leader would not dare for. fear of direct U. S. retaliation. The envoy, a sophisticated career diplomat with years of service in Moscow, Paris and Athens, did not conceal his belief that the political situa tion was dangerous. But he said what Haiti most needed was "an effective and organized program of eco nomic and social develop ment." The United States last Oc tober virtually halted all its economic aid programs on the grounds that they were not being administered efficiently.
