Domiciliary Officer Resigns; To Move To University Job uhito ritv-With a view to ward utilizing his education and experience in the fields of education, research and writing, Robert C. Tugman, recreation specialist, has an nounced his resignation from the Veterans Administration Domiciliary staff here. Tugman will become asso ciated with the University of Oregon, Eugene, at a post doctoral level in adlerian psy chology. He will also do re search and writing in his ma jor field - rehabilitation. He plans to write of his experi ences here. Receives Degrees He received his bachelor's degree at Whitman university in 1935. In 1955, he received a master's degree from Ore gon State university. He re ceived his doctorate at Port land in 1960. His work and study were completed while he was a member of the arm ed forces. Tugman's thesis for his doc torate was carefully studied by the officials of the Port land school system and was largely instrumental in that system's rejection of the stanine - system of grading. The thesis is now at the Air Force Training Command, Maxwell field, Ala. In addition to the late Edi tor Bill Tugman, another brother, James, is chief of press relations for the Nella Park branch, which also in cludes the National Electric O i ROBERT C. Disaster Victims May Receive Tax Benefits Portland A. G. Erickson, district director of internal revenue for Oregon, has re minded disaster area victims who have suffered property damage from floods, storms and other casualties, of the law enacted last year which may benefit them. That law allows certain disaster losses incurred since the beginning of this year to be deducted on 1962 income tax returns due to be filed by April 15, 1963. Erickson said this special treatment applies to property in an area determined by the President to warrant Federal disaster assistance. To date, Oregon has two such disaster areas in which qualifying losses sustained in 1963 may be claimed on 1962 tax re turns. Excessive rainfall and flooding caused Jackson county and Malheur county to be named as disaster areas. Taxpayers in these areas who had qualifying casualty losses from these disasters and who have already filed their 1962 returns can file amended re turns to claim their losses, Erickson said. A booklet, "How the Fed eral Income Tax Applies to Health Costs Rise New York-UPD-Fer person expenditures for health pur poses have risen from $87 in 1956 to $116 last year, reports the Health Insurance institute. The organization said the higher outlays were charge able to the expanding de mands of a prosperous and health-conscious people. The booklet, entitled Docu ment No. 5174, not only ex plains this new tax benefit rule but also covers almost every conceivable tax situa tion which might arise as a result of damage to property by casualties of this nature. It is designed to acquaint tax payers with their rights under the Federal tax law and to in sure their obtaining all tax benefits to which they are le gally entitled. Births in County Far Exceed Deaths The number of people who were born in Jackson county during the past decade far ex ceeded the number who died, according to a special Govern ment report recently released. The ratio of births to deaths was 2.3 to 1. The official tabulation shows a total of 14,091 births locally during the period com pared to 6,099 deaths. Not in cluded in these figures are births and deaths of non-residents that occurred within the county. The report, isued by the De partment of Commerce, is based on data compiled by the U. S. Public Health Service. Rat Remains High Despite the fact that there has been a decline in the birth rate in recent years in most parts of the nation, the rate in Jackson county has remained relatively high. The annual average locally, over the 10-ycar period, was 21.2 births per 1,000 popula tion. For a number of years after World War II there was a rap id increase in the number of births in the United States. Larger families were the thing. More recently, there has been a change in attitude. It appears that many couples have decided to have smaller families than they had orig inally planned. Various factors and influ ences had a part in that de cision, according to sociolo gists who have commented on it. One of these is the high cost of sending children to college. The financial burden involved in making such pro visions for more than one or two children has led to second thoughts in a large number of families. Other influencing factors include the growth of unem ployment in recent years and the fear that East-West ten sions might lead to war. Added to these, it is pointed out, is the increasing popular ity of apartment living. The shift from houses to apart ments tends to put a limita tion on the size of families. How much of a change has occurred in the birth rate in Jackson county is indicated by the Government's fi g u r e s. They show that the local rale was 21.7 births per 1,000 pop ulation back in 1950, whereas, in the succeeding 10 years, it averaged 21.2 per 1,000.
