Education Board Postpones Approval of Communism Study
(Editor's note: The board
Educators and board mem-
instruction, Leon Mincar, ex
How can we teach about
communism without actually
teaching communism? Are we
going to teach communism or
just about it?"
Francis I. Smith, Portland,
countered "Communism can't
be minimized, the facts must
be put smack on the table."
Too Much Status
Scanlon said he felt the
teacher guide "Understanding
the Nature of Communism"
gave too much status to com
munism. "Maybe what we need instead-
is a voice of America
program in our schools."
Scanlon added, "I am not
ing that to be forewarned is

schools to give the matter
more study. This is the first
of series of dispatches on
this issue.)

plained at Wednesday's board
meeting, high school princi
pals throughout the state have
asked for guidance for teach
ing such a course.
Minear pointed out that the
American Legion, the Ameri
can Bar association and the
National Education associa
tion favor teaching about
communism in the schools.
At Wednesday's meeting,
board member Thomas L.
Scanlon, Portland, pointed
out there was a lack of under
standing of our own system.
S. E. Brogoitti, Helix, asked
opposing teaching about com
munism. I just think that this
is the wrong way to go about
it."
Mrs. J. B. Caldwell, Ore
gon City, may have been voic
ing the board's feeling when
she commented "Teaching
how communism and democ
racy work is terrific, but we
must consider the approach
we take in this matter."
Minear said the commu
nism publication - designed
as a teaching aid to be dis
tributed only to teachers -was
developed "with the feel
aware of the dangers of the
communist system by explain
ing to them what communism
really is.
They feel certain that edu
cation is the only adequate
defense.
But they want to be very
sure the program they pro
pose is the right one.

IT'S YOUR LAW
Rriprfl tr Law AMri Drntufrary !.lvf
Beware of Mochanic'i Liens
Are you aware that when
you hire a contractor to build
a house or allcr a building,
you are responsible to ;'ec
that bills for the construct ion
alteration or repair arc paid,
even though you may have
paid the contractor In full?
The law gives to sub-contractors,
laborers and persons
furnishing materials a lien on
the property on which the
work Is done or for which
the materials arc furnished to
secure the payments of their
accounts. Such liens are call
ed "mechanic's liens."
If an owner of property
hires his own labor or buys
his own material, it Is easy
for him to sec that the bills
are paid. However, If he em
ploys a contractor, then the
problem is more difficult be
cause the contractor will of
ten hire sun-contractors
(plumbers, painters, plaster
ers, etc.) and buy materials.
These sub contractors and
materialmen have the riijht
to a lien on the property If
they arc not paid by the con
tractor. To obtain his lien a sub
contractor or materialman
must give written notice to
the property owner that he
has furnished labor or ma
terial on the property and
that he will claim a lien
against such real estate in
the event he is not paid by
the contractor. Many sub-con-tractors
and materialmen give
such notices as a routine prac
tice to preserve their lien
rights.
Then, if upun completion
of the work he is not paid
by the contractor, the sub
contractor or materialman
will file a lien claim. If the
lien is not satisfied (the
amount due paid) by the con
tractor or the property own
er, a lawsuit may be brought
lo foreclose the mechanics
lien - much In the same man
ner as the foreclosure of a
mortgage.
Obtain Waivers
How can a properly owner
protect himself against ihe
tiling of mechanic's liens
against his properly? The
simplest way is lo deal witli
a contractor who is reliable
and responsible. Secondly, he
can require the contractor lo
obtain lien waivers from all
Ihe sub contractors and ma
terialmen prior to making fi
nal payment on the contract
price noon completion.
Where a property is being
purchased, whether it be a
new house or an old one, the
purchaser should Inquire to
sec whether there is any pos
sibility of mechanic's liens
being filed against it. To pro
tect himself against such se
cret liens that have yet to
be filed, the purchaser may
require that the seller agree
to satisfy any mechanic's liens
arising from work done dur
ing the seller's ownership of
Hie property. If the house is
a new one. the purchase may
request the seller to obtain
lien waivers from the con
tractor, subcontractors .uvt
materialmen.

who restricted our movements
to the exhibit suites.
I am therefore unable lo
file a progress report on the
gymnasium, swimming pool
and oilier off-limit areas.
Contrary to what you miglu
expect for $82.0 million the
suites are not outfitted in Or
iental splendor. Any congress
man who might want to live
like a sultan will have to
supply his own dancing girls.
Nevertheless, I feel certain
that even the ; ost delicate
lawgivers will be able to
make themselves comfy.
The basic decor is what I
would classify as "Madison
Avenue Renaissance. Each
suite has a kitchenette with
built-in refrigerator, a clock
with signal lights link. ' j
the House chamber, two lava-
lories, about 75 built-in file
drawers and a built-in safe.
Some have picture windows
overlooking a freeway. On a
clear day, you can sec a traf
fic jam. Thev also have sev
eral skeleton-sue closets and
a large lobby. I did not, how
ever, sec any built-in lobbyists.
Regardlcra of how little In
fluence he may have, no law
giver occupying the new
building need fear a nower
shortage. Every suite has 61
electric wall plugs.
