Looking on on the West Coast. were Leed's Regional Manager Frank riser Alba, Italy, Boy Scout Writes to Medford Troop 7 Boy Scout Troop 7 in Med ford has received a letter from Boy Scout Troop 1 in Alba, Italy. Written by Michele Gia- cosa, known as Mike, the let ter is in response to letters sent from the local troop as another step in furthering the Sister City program. Scouts also help achieve the World Brotherhood Merit badge through such communications. The letter, addressed to Richard Moyer, was written in Italian and was translated by Mrs. Russell Herbert, ac cording to Robert Baccus, principal of Wilson school, Medford, and chairman of the city's sister city program. Special School Mike reports that he attends a school sepcializing in agri culture in Medford s sister city, Alba, Italy. He was born In Italy and joined the scouts when he was 12 years old. He is now a first class scout with five specialties - guide, altar boy, cook, farmer, cyclist. The letter reads in part: "I have understood from your letter, that you are a stamp collector, and since my scout master is a stamp lover, he sends you three series, hoping that you will like them and will send some stamps In ex change." Mike expresses the "hope this letter will be the starting of a continuous and lasting correspondence which will be profitable for both of us." He also comments that "if it is easier for Richard to read French" he will corre spond in French. ST. PATRICK'S DAY 217 I. M.in M.dford . Duncan Pleased With Steps to Get Pears in Europe Washington, D. C- Con gressman Robert B. Duncan (D-Ore.) said last week he is pleased the United States is prepared to take steps under the General Agreement on Tariffs and Trade (GATT) to encourage France to admit fresh pears and other fruit products of the United States. "Restrictions Imposed by France have seriously hamp ered the export to that coun try of fruit from Oregon's Fourth District, Duncan said, The United States decided some months ago to make use of its "redress action" through the GATT by withdrawing certain concessions which had been granted to . France. France's restrictions on im ports of fruit is in marked con trast to other countries. Spe cifically prohibited are canned peaches, cocktail trim, pine apple, pears, apples, grape fruit sections, citrus juices and fresh grapes, he said. Restrictions on Pears However, Duncan is more Immediately concerned with the restri ction placed by France on , Imports of fresh pears, an Important Fourth District product. France has limited pear imports by ir regular and arbitrary con trols. The United Kingdom has an annual import quota for pears, applicable to all countries e x c e pt Common wealth countries outside the dollar area. Most other European coun tries control imports by set ting "opening dates" which usually coincide with the end of the marketing of their do mestic supplies. Mai.y have grading standards different from ours which effectively exclude American imports, Duncan noted. Duncan pointed out that European import restrictions on fresh pears were, for many years, justified by these coun tries because of a shortage of foreign exchange. In most in stances this reason is no long er valid. The United Stales, through the procedures of GATT, must and is seeking to have unjusti fiable trade restrictions removed. Duncan said, "I believe greater prosperity lies in the area of expansion and freer trade than in the direction of restrictions. Specific excep tions will, doubtless, from time to time occur. In such cases, restrictions must be Imposed by the U.S. to avert an immediate calamity. They should, however, be the ex ception rather than the rule. "Further, our trade policies in regard to special items must be considered in the context I of our entire trade problem. We cannot impose restrictions against foreign products on the one hand and insist that they be loosened abroad on the other hand." Carstensen said Fri day. The county court read a resolution Friday commend ing Harlman for his service since Februoy, 1019. He re tired last month. County Judjje Earl M. Mil ler noted that Hartman was responsible for the construc tion and repair of 169 county bridges and stream structures. The county court resolution commended Hartman for his years of public service.
