After a lengthy silence, Washington now has revealed how reconnaissance versions of the Russian Bear bomber are dispatched on over-water flights of several thousand miles to ferret out American fleet units. Previously the Soviets con fined themselves to scouting U.S. ships that were within a few hundred miles of shore and could be reached by com paratively short-range air craft of the twin jet Badger bomber type. Defense Secretary Robert S. McNamara disclosed details at a news conference Thurs day of Russian flights over U.S. carriers from Jan. 27 to Stocks Level Out, Begin New Rally; Blue Chips Rise New York - (UPI) - Stocks leveled out and began to rally today. Apparently a groundswell of good business and econom ic news over the past few days turned the tide and brought buyers out of hiding after a market correction of 25 points In the past seven sessions. Wayne Morse (D-Ore.) said to day. The spokesman said the first report Indicated the move would be to Ogdcn. The department said adop tion of electronic data proc essing equipment has reduced the work load in the Portland area so much that continuance of the office no longer could be Justified. The remaining work load of the office will be transferred Aug. 31. He told how U.S. Air Force F102 jet interceptors went aloft from Iceland to follow the four-engined planes. That indicated the Bears flew south from Soviet Arctic bases and may have been de tected by radar in northern Norway. as well as Iceland. The Forrestal launched F4B Phantom jets to trail the first two Bears northward for 150 miles. Then the F102s took over again. Phantoms "escorted" the second flight while over the Forrestal. Although Russia has often protested American o v e r flights of Soviet ships on the high seas, McNamara said the Bea.s had a "legal right" to be in the air over interna tional waters. Citet Other Flights He said other flights were made over the nuclear pow ered carrier Enterprise in the North Atlantic Feb. 12 and 13, the Kitty Hawk in t h e North Pacific between Jan. 27 and Feb. 3, and the Prince Ion in the North Pacific be tween Feb. 13 and 16. Vandcnbcrg Jr., son of the former Air Force chief of staff, parachuted to sntcty near here Thursday shortly before his crippled jet fighter exploded in flight. Vandcnbcrg, 34. married and the father of two, was on a routine flight out of Sey mour Johnson Air Force base at Goldsboro when the air craft developed trouble. He guided the plane away from populated areas with the aid of base radar before ditching. Flaming wreckage from the plane fell into a wooded area about 200 yards from the nearest residence. Cap C. He said in formation came in gradual ly and was studied to see whether it formed a pattern. It was "in the interest of the public to be informed." He did not want the information to come out later and then have to explain why he did not announce it. Shortly after his confer ence, it developed that there were witnesses to the Enter prise and Forrestal incidents who would come ashore to day. They are a group of pub lishers who sailed east with the Enterprise task force and returned aboard the Forres tal. They were to fly from the carrier to Norfolk, Va., to day. Hanby Student Wins Gold Key Award Gold Hill - Eileen Kell, eighth grade student at Han by Elementary school, receiv ed first place or gold key award with blue ribbon la bel, and an honorable men tion award at the Regional Scholastic Art exhibit at J. K. Gill company in Portland this year. The blue ribbon label qualifies her piece of art work to be sent to the National Scholastic Art Exhibit May 6 through 24 in New York City. The Gold Key award with blue ribbon was given Eileen for her entry of a landscape in tempera paints. It was a sketch of a scene at Tou Vellc Stale park. The honor able mention award was en titled Mt. Calvary of the three crosses. Eileen's art work was entered by her art instructor, Mrs. Mildred Black, Hanby teacher. There were 4,000 entered Entries were from many schools throughout the state of Oregon. Only 200 students were awarded gold keys and 100 blue ribbons. The Gold Hill student is the daughter of Mr. and Mrs. Leonard Kell, Fourth ave., in Golld Hill. Portland Bureau Supports Closing Portland - IDPD - The Port land Retail Trade Bureau sup ports a proposed bill in the Oregon Legislature for a tough Sunday closing law, its president said Thursday night. Mario Bisio said the bu reau's board of directors voted to endorse the meas ure. "This measure has the sup port of nearly all of the mem bers of our retail community, including some of the dis count houses," he said. "Most of the retailors in this area don't want to remain open on Sunday but they feel that If something isn't done by this legislature to bring about Sunday closing then we will all soon be opening our doors seven days a week." Cocktail Killed by Salem-UOT-A bill that has barmaids and cocktail wait resses up in arms was killed Thursday by the House Com mittee on Labor and In dustries. Its sponsor. Rep. Edward Whelan (D-Portland) voted with five other committee members to table it. Whelan said he was con cerned over reports that at torneys were soliciting cock tail waitresses for fees to fight the bill. The bill would have pre vented women from working in bars. Whelan said, how ever, he had no intention of doing this, but only wanted to point up cases where cock tail waitresses were required to work behind bars without getting bartender's pay. Do Past . The Senate State and Fed eral Affairs committee gave a "do pass" recommendation to a measure calling for eli mination of liquor purchase permits. The committee also ap proved memorials to urge the federal government to pro vide funds. for an anti-water pollution program at Oregon State University and to stay out of the legislative appor tionment field. The committee strode into State Game commission terri tory by approving two mea sures for a study of the com mission and a third to make the game commission subject to the fish commission in anadromous fish research. The House Natural Re- Typewriter Buying Termed Economy By House Speaker Salem CUPD Purchase of 45 electric typewriters by the legislature was termed an economy move Thursday by House Speaker Clarence Bar ton. The machines, which cost $19,206, are for use of sena tors' and representatives' sec retaries during the session, and will be transferred to oth er state agencies when the session ends. There were reports that several Republican legislators were going to protest the purchase. Barton said he, Senate President Ben Musa, and Gov. Mark Hatfield signed the order for the IBM machines. which cost about $414 each. Barton said the Department of Finance advised against purchase of less expensive machines. IBM's are used by state agencies because lower maintenance costs more than make up for the higher pur chase price. Barton said he was advised by the finance department. Barton said state agencies purchase about 142 of the machines each year, and that the finance department has announced it will transfer the typewriters to other depart ments when the session ends and credit the legislature's ac count. Barton said the purchase was made when the finance department advised it would cost $11 a month to buy a machine, and more than $20 a month to rent it.
