Ihcy were in Australia for his third. But as a prince he docs have eprtain advantages in life. (UPI) Capitol Memo Fiscal Watchdog Highly Respected In State Government Legislators By ZAN STARK 3a lem - WPU - Kenneth Bragg has become one of the most respected men in state government. aamn inai Bragg and h i s legisla tive fiscal staff have al ready saved the stale mil lions of dol lars. Senate President Ben Musa (D-The G.WTI Dalles) said surk "If we dou bled the fiscal office appro priation the stale would save ten times the added appropri ation." . Bragg is the fiscal watch- dig or Oregon. it's a relatively new posi tion, a creation of the 1939 legislature. Bragg heads a staff of eight. There are four analysts, Wil liam K. Bass Jr., CIclghton Penwell, Fred Lculwyler, El don S. Greaves, and sccre t iii ics, Lee Dillon, Zora Gos tovich and lllroko Ishida. Tlicy are housed in offices on Ihe fourth floor of the Malehousc, snd operate on a budget of about $83,000 a year. . They analyze and make rec ommendations to the legisla ture on revenue and spend ing proposals and review the operation of stale agencies. They look at the governor's budget from the legislature's point of view, for the office is a branch of the legislature nnd is not connected with the governor's office. The sliile's serious financial trouble has focused attention on the legislative fiscal com mittee. Bragg and Ills staff arc full time employees who are in duily contact with the opera tion of the stale government. When the governor sub mitted his $405 million gen eral fund budget last Decem ber, Bragg's staff reviewed both the spending and revenue-raising proposals. The review contained what Bragg termed "basic fiscal facts. " The stale has used $50 million In reserves in the past six years SH3 million in the past two years and New Spring Season ... Revenues for 1001-63 are $16.5 million less than expected. Tax planning should con sider a possible $70 million hike In the general fund bud get for 1965-67 over 1063-65. Personal income tax rev enues for 1961-63 are $21.7 million below estimates. Education, which gobbles up almost 60 per cent of the stale's general fund budget, has gotten a lot of attention from BraRg's office. He recommended elimina tion of the basic school sup port fund and use of the school census as a basis for determining grants to schools. He said school money should be handled the same way as higher education support, by biennial appropriations. Bragg warned "specially protected money pockets within the state general fund are nol conducive to good fis cal management." His review of oilier func tion of government have been equally critical. But the fiscal officer's ap proach is not a negative one. The staff Is dedicated to getting the maximum return for every dollar spent. During the 1061 legislative session, Bragg's office virtu ally single - handedly elimi nated construction of new higher education classrooms by surveying the amount of use existing classrooms were receiving. New construction plans faded when the committee showed many classrooms were going unused much of the time. The quality of work dune by the fiscal office during the past few years has created a deep respect for the fiscal of fice's suggestions. To say that there is respect Is not to say that all depart ment heads like what hap pens when Bragg's office re views their budget proposals. Most of them do not. On that day, in the nursery of Buckingham Palace, this self-assured, miniature edition of his great roistering ances tor, King Henry VIII, cele brated his third birthday. A few friends of his own age were there and his gov erness as well as liveried pal ace flunkeys. But mummy and daddy, Queen Elizabeth and Prince Philip, were touring Australia And the palace staff hoped Andrew was so intrigued by his many presents-that he for. got they were not there to kiss and pet him Parents Away When Queen Elizabeth was one year old her own parents were In Australia for her birthday. Prince Andrew, sec ond In line to the throne has been unusually unlucky. His mother and father were on a tour of Asia on his first birth day. Prince Philip was In Ecua dor on his second birthday he has missed all three of his son's birthdays so far. But this is one of the pen alties that helps counterbal ance the many privileges of royal position. Not every child lives in a palace with moro than 700 rooms and with a corridor 100 yards long to use as a racecourse for his pedal automobile. Nor does every three-year- old have his own coat of arms. The queen recently awarded Andrew a splendid version of the royal arms to use for the rest of his life as a sort of pre birthday present. There are heraldic anchors in the motif these were included in the coat of arms of his grand father, George VI and great grandfather George V, both second sons who became kings. Although he is only three, Florida Freeze May Not Cause Shortages Washington -WPD- Worrying about the effect of the Florida freeze? Although there will be spot shortages of some fresh fruits and vegetables, notes the Na tional Association of Food Chains, some of the vegetable production areas were not ef fected and the supply of most canned and frozen vegetables and citrus should be ample. He will be trained to be an ambassador for the throne while his mother is still alive and when his brother assumes the crown. But without the cares of office Andrew will probably have a good deal more fun out of life than the more serious Charles, already entering the dignified shad ows of destiny. May Marry Choice Charles will almost certain ly have to make a dynastic marriage but Andrew can marry for love, as he wishes be she blue-blooded or red- blooded If looks are any criterion Andrew may be the most fun- loving member of the royal set since his aunt, Princess Margaret. With his broad handsome face and character istic stance, tummy out, he bears a strong resemblance to what the infant Henry VIII must have looked like. A palace source asked to de scribe Andrew said: "He has bags of personality." This has been quite evident to the mil lions of Britons who have giggled in cinemas and before television sets at the com manding way the little fellow strides ahead of the royal party on station platforms and at any other event to which he is taken. Enjoys Acclaim He enjoys the public ac claim and occasionally waves to the crowds In imitation of his parents. These will be with him all his life - the cheers of multitudes, nation wide radio announcements of his birthday, important serv ice to the crown in far-away lands.
