Senior Corps for African Country Plan of Hartke By MARGUERITE DAVIS United Press International Washington - ilPH - When Sen. Vance Hartke (D-Ind.), visited Africa, he found U.S. Peace Corps members help ing the emerging nations with problems of health, education and agriculture, among oth ers. He also found many Afri can businessmen struggling along without any help at all. It occurred to the senator that there ought to be a pro gram of technical assistance in the free-wheeling world of private enterprise in which Americans have long excelled. Sen. Hartke thought there must be many knowledgeable, retired businessmen willing to share their experience with less skilled merchants or man agers overseas. The Indiana Democrat took his idea for a "Senior Peace Corps of Retired Business men" to Commerce Secretary Luther Hodges and Hodges liked what he heard. He as signed, a top aide, Dr. Jack N. Behrman, assistant secretary for domestic and international business, to study the pro posal. Chances are a program along this line will be an nounced. Volunteer Services The word got out about Harlke's proposal, he got tele phone calls, telegrams and 1 letters from businessmen in Seattle, Syracuse, Albany, ! Ga Elgin, 111., and many points in between. They came from retired businessmen who endorsed the plan and volun teered their services. Many of the men had been I forced to retire by inflexible j company regulations that say 1 when you're 65, you're out, j Hartke said. He believes more than a few of them "have a lot of good years j left, and don't want just to lit and whittle." To send these men to underdeveloped countries where their business savvy is eagerly sought would help them as much as the persons I Tops Everything they aided, Hartke thinks. The pay would not be great, "almost on a basis of non pay," the senator said, but re tired men would have com pleted their big earning years, paid for their children's edu cation, and met the require ments for pensions and other such benefits offered by their former employers. Skills Needed A tour of duty In a foreign land where his skills could be put to good use would bridge the chasm between working and enforced leisure, Hartke said. It also would permit many businessmen to be of service to humanity, a goal many cannot afford until they are retired. An accountant, for instance, could advise a fledgling store keeper how to set up business like accounts which could make the difference between success and failure. Hartke Expects Support Hartke had no doubts such help would be accepted with open arms. "These people have a thirst for knowledge," he said. "The Africans admire the U.S. willingness to work hard, to create demand. They want to know how to do that, how to develop capabilities, them selves." He conceded that language would be a big barrier but said his own tour of Africa convinced him it would not be insurmountable. "When you're thrown in with people, you learn how to communicate even if you don't speak the same lan guage," he said. The senior peace corps would serve this nation's busi ness firms by developing new commercial avenues, Hartke continued. Many of the new nations still look to their former "mother countries" for guid ance which automatically forges business links, he said. VCI J s V5L. Medford Senior Hi Y and Ashland Junior Hi Y. Guest speakers at the train ing session were Curt Salt marsh, speaking on "History and Orientation" and the "Functions of Committees;" Robert L. Jones, "The Quali ties, Tools and Techniques of Leaders," and Larry Clark on "Christian Leadership." Other speakers were the Rev. William Saladin, who chose "Inspiration" as his sub ject, and Bud Geren, who spoke on "Marks of a Good Club." Dean Hansen and Mark Deaver, students, gave the greeting and the benedic tion and Randy Moycr pre sented the noon blessing. Bill Stamps was master of cere monies.
