Litchfield. It is rather symbolic of how the energetic educator is pointing this city of steel and coal toward an important place in space age America Since becoming the 12th chancellor of Pitt six years ago, Litchfield overhauled its academic image and poten tially reshaped the face of Pittsburgh with ambitious building plans. Now, with his recent announcement of a pro posed $30 million space re search center, he hopes to align the institution and the whole of western Pennsyl vania with the aerospace' oriented future. Ploughed Through Red Tap During his brief tenure at Pitt, the soft-spoken but firm- handed administrator plough ed ahead through red tape and indifference to make the unl vcrsity what he calls "a total institution." In so doing, he won the confidence of ayen cies on the local, state and federal level which now are providing funds for the space center. Involve Preserving Tract The bold plan involves pre serving a 572-acre tract as a culture education complex. Streets will be abolished and businesses moved, among oth er things. The progress which up to now has resulted in the pro posed space center has been realized through a stimulating intellectual climate created at the University of Pittsburgh by Litchfield. The faculty payroll at the school has doubled under Litchfield. Me initiated the now widespread trimester plan which permits lengthen ing of the academic year, in stituted a faculty rating sys tem, quadrupled endowment funds, added some 3S0 new educators to the staff and increased on-campus housing. Litchfield has seen $107 mil lion spent on new buildings during his tenure at the 175-year-old school, with $48 mil lion more now being expend ed and a commitment to spend an additional $60 million. Served on Facultits Litchfield, 50, a bold ad ministrator who served on the faculties of the University of Michigan and Brown univer sity and as dean of Cornell graduate school of business and public administration, also played a leading role in the political reorganization of Western Germany after World War II. His blending of cultural and intellectual enterprises with business and industrial inter ests has a firm foundation in Litchfield's background as chairman of the board of Smith-Corona Marchant, Inc. (now SCM Corp.), a member of the board of directors of Avco Corp. and other industri al organizations. Litchfield, blazing I new trail in Pittsburgh's renais sance "by effort to the stars," is soaring comet-like toward a ranking as the most dynam ic chancellor in the history of the University of Pittsburgh. Beside coordinating cxpan. sion of space-related research, the center will administer funds for interdisciplinary programs in such fields as upper atmosphere and plasma physics, properties of male- rils, astrohysics and space bi ology, Dr. Litchfield said. Pitt hopes to break ground for the space center on its campus within 12 to IB months. Architects are now at work on its design. Econ omisls cite Pennsylvania's liv ability to compete with such states as California and Mas. sachusctts (Cal Tech and MIT) for defense contracts as a main reason for its slumping economy. Litchfield estimated the ef fect of the space research cen ter will be felt in the area's economy "within three years, massively in five years." Could Be Important Quoting a trustee of the university, the Pitt chancellor said, "The space center could be as important to western Pennsylvania as coal was in the past." The National Aeronautics and Space administration, one of the federal agencies pro viding funds for the universi ty's space - related research, has focused attention to the proposed center as a likely model for other such centers elsewhere. Vital to translating ideas into economic realities, Litch field believes, is the establish ment of "research parks" so that when ideas are "spun off," people can travel con veniently to and from labora tories concerned with the product development in that field. Park Now Emerging Willi Litchfield and Pitt as the spearhead, a research park is now emerging in Pitts burg's Oakland district which long has been the focal point of the city's educational and cultural activities. Litchfield envisions a "uni versity city" including the campuses of Pitt, Carnegie In stitute of Technology and Mount Mercy college and oth er educational-cultural facili ties, all within walking dis tance of each other. The chancellor said he soon will announce specifics of the Oakland Corp. plan, "an en tirely new concept of an edu cational center becoming a developer in its own commu nity." The Oakland Corp. is made up of Pitt, the major stockholder, Carnegie Tech, Mount Mercy, Carnegie Insti tute and the Roman Catholic diocese of Pittsburgh.
