ROBERT SMITH Mill Tflbune Wgshtnoton Correspondent Washington - (Special) -Now that the only thing left of the fruit cake and eggnog ' tnelr legacy ot iiaDDy poundage, the patriotic thing to do is to e x e r c ise yourself back i into good phy sical condi tion. This is t h e attitude smith of the Presi dent's Council on Youth Fit ness, which is bringing out a new booklet shortly contain ing a New Frontier home ex ercise program for old fron tiersmen, veterans of the con tinous battle of the bulge. Up to now the Council, . headed by Oklahoma football coach C. B. (Bud) Wilkinson, has centered attention on im proving the fitness of young- : sters in school, both public and private, by encouraging instruction of physical fitness , programs, The Council Is considcrlnn putting out a college fitness handbook and is testing stu dents on four campuses But the adult handbook, an illus trated guide to getting into shape through exercises and recreation, is definitely in the offing. A few weeks ago Wilkinson reported to President Ken nedy that some progress is seen in the fact that 88 per cent of the 108,000 public scnoois strengthened their fitness programs during the 1061-82 school year. Because of the results of tests of youth fitness, the Council is con vinced that exercises make an appreciable difference. 200.000 Tested In September, 1981, when the first pilot projects were started, 200,000 students were given a screening test con sisting of three basic exer cises; pullups, setups and squat thrusts. Where schools had no physical education program, nearly half the stu dents flunked this minimum , test. These 200,000 students were then required to partici pate in at least 15 minutes of vigorous activity daily, plus remedial cxercisos for those who had funked. A year later, in a second lest, four out of five passed. Of those who had flunked the first test, three out of five passed it a year later. A special screening test was given to 3,089 students in 13 elementary and second ary school in Salem, Ore, where daily physical educa tion programs had been ac tive for some years. Test re quirements vary with age. A 13-year-old boy, for example, must do four squat tl rusts in 10 seconds, one pullup and 14 situps. Nearly 87 per cent of the Salem students passed, compared with the national average of just over 50 per cent, In a similar test, boys at La Sierra High School, in Carmichacl, Calif., which has a superior program, did bet ter. Of 991 boys tested, only 35 funked - and 31 of these were freshmen and transfer Ftudents new to the fitness program. Dangerously Unfit Looking at American young people as a whole, the Coun cil believes too many of them are dangerously unfit. About 40 per cent of the youngsters In school are not participating in any physical fitness pro grain. Many youngsters-and even more of their parents are victims of the soft life. Modern technology has wiped I out many chores that once strengthened many kids, tend ing to foster a flabby gener ation. Children and adults ride in autos instead of walking, they sit to watch TV instead of playing. The Council notes that because American boys and girls are taller, heavier and healthier than ever be fore due to nutritional im provements, they are not nec esrarily fit, which Is a mat ter of muscle tone, efficiency and heart-lung capacity. President Kennrdy has ob served that while some Amer ican athletes have been Bel ting new records for speed, stamina or competitive skill paradoxically "the level of physical fitness of much of our citizenry has been far be low any reasonable national standard." Council surveys, he noted, suggest that over 10 million children are unable to pass a test "measuring only a minimum level of physical fitness, while almost 20 mil lion would be unable to meet the standards sets by a more comprehensive test of physi cal strength and skills." Obesity In Fifth Place One indicator of deteriora tion is that one of every six draftees is rejected for physi cal reasons, and a obsity has shifted from the 11th to the 5lh most prevalent reason for military rejection since the Korean war. Officials think that better fitness is one of the desired lines of national defense. The adult exercise hand book won't be ready for dis tribution for several weeks, which alows just enough time to work out the kinks and get limbered up with some rela tively simple muscle stretch ers. Altogether, then, shoulders back, knees straight, bend, touch those toes - one . . . two . . . (creak) . . . three . . . four . . . (snap). College Teaching Topic of Conference Corvallis - Oregon's fifth annual statewide conference on improvement of college teaching will be held Feb. 8 and 9 at Oregon State uni versity with all of the state's private and public colleges and universities participating.
