WEDNESDAY. Stockpile Values Increase Slightly Washington -UIPIl- Sen. Har ry F. Byrd said Tuesday the government still had excess stockpiles of 63 different items on Oct. 31, nine months after President Kennedy called for cuts in the stockpile program. Byrd said the total value of national stockpiles increased slightly during October. Many of the stockpile ex cesses above estimated needs actually have grown since Kennedy's Jan. 31 call for a congressional investigation of the program, Byrd said. The Virginia Democrat's statement was made public along with the monthly report of his Senate-House Commit tee on Reduction of nonessen tial Federal Expenditures. The committee said that 66 of the 76 items on which the government has maximum stockpile objectives were in excess as of Feb. 1. On Oct. 31, the figures showed, 65 of these were still In excess. OREGON Deformed Pine Tree Still Waging Struggle with Nature The deformed pine tree was growing in an isolated section of the forest, not far from a small brook. From a two foot slump had grown, at right angles, the upward curving trunk, forming an almost per fect half - circle. From this curved section another normal trunk was growing upward. Men with courage and trees with stamina often rise above their infirmities and misfor tunes to succeed in spile of handicaps imposed on them by a cruel fate. Courage and pluck are powerful incentives. The indomitable will to sur vive transcends understand ing. With these attributes, man or tree triumphs. Adversity, accidcnl, disease or wrongly applied pressure often activate man or tree to tower above misfortune and succeed in a world thai even the strong and normal believe is too competitive to endure. Accident Occurred Some 10 or 15 years ago an accident must have occurred to the pine tree. Another tree, larger and heavier, may nave fallen on the pine, or some other agency bent it double until the trunk nearly snap ped, but held in a downward position. There is no way of knowing just what did happen or what pressure was brought to bear that caused the pres ent deformity. But somewhere wilhin its tissues was the tenacity to live, to try again, to reach up into the light. Refusing to give up, which would have been the easy way, it struggled desperately to survive. It as pired to grow and fulfill its destined purpose in spile of a deformity it could never out grow. It desired, above all else, to become a tree, a de formed tree amid an entire forcsl of normal trees. It is probably fortunate thai this silent struggle for sur vival took place in an iso lated forest away from where men work and away from the eyes of those who would very likely have chopped down the tree just because it was un usual and different. Because it was a freak would have been justification enough for some thoughtless or greedy money hungry jerk with an ax or saw to cut it down. Silent Contest However it is still alive ar.d growing, only because it is at present inaccessible and un known. The struggle it is wag ing is a silent contest between itself and the forces of Na ture. It lives in darkness and in the sunlight. Rains beat upon its twisted form. Oc casionally birds alight in its upper branches. It is in its own environment, one with the forest that surrounds it. The winds sweep free around it ;in this way it is as normal as the other plants of the for est. It is unfortunate that it can not long endure. Someone soon will discover It and cut it down, carry it away to make a mailbox standard or some other novelty. The tree is too conspicuously unusual to escape detection and de struction for very long. Today it is a living freak, a twisted caricature, a monstrosity among normal trees. But regardless of what will evcnutally happen, it nas lived for a little time; it has struggled and has attempted lo lead a normal life. In a way it has succeeded.
