However all parents should be aware of methods to prevent this prob lem. Stuttering refers to a defect in rhythm which could be hesitation, repetition, or com plete blockage. There are many ideas con cerning the causes of stutter ing, but there appears to be agreement on the treatment. Learning to talk is a compli cated process. It involves the Social Security Tax Rates Slated To Change Jan. 1 New social security tax rates go into effect Jan. 1, according to Edward B. Jacob son, district manager of the Medford social security office. This is one of the regular tax increases, provided by law, to cover payment of re tirement, survivors, and dis ability benefits, and all admin istrative costs of the program. For employed people, the new 1963 rate will be V-M per cent on the first $4,800 in yearly earnings. The employ er will contribute a like amount. For the self-employed, the new rate is 5.4 per cent of the first $4,800 in year ly net earnings. Wages and self-employment earnings of more than $4,800 a year are not taxable for social security purposes. What Increase Means In dollars and cents the so cial security tax increase means that an employed per son earning $4,800 or more a year will pay $174 in social security tax instead of the $150 he paid on the same amount of earnings in 1962, an increase of about 46 cents per weekly pay period. The tax lor self-employed people with earnings of $4,800 or more a year will be S259.20 per year instead of $225.60 paid in 1962, or an increase of about S2.80 per month for the 12 months of each year. Jacobson noted that the new social security tax rate ap plies only to wages paid and self-employment income earn ed after Dec. 31. The present rate o 3' r per cent on wages is applicable for wages paid in 1962 even though they are not reported by employers until early 1963. The current rate of 4.5 per cent for the self-employed is likewise applicable to self-employment income earned in 1962 but not reported until 1963.
