I State Emergency Board Meeting Set for Dec. 18 ; Salem - (UPD - A meeting of the State Emergency Board has been called for 8 p.m. Dec. 18 - during the legisla tive fiscal orientation confer ence here - It was announced Wednesday. I slots Finance Director Freeman Holmer said $29,443 in unallotcd funds will be in the emergency fund Dec. 17. A request for $17,500 of that money will be submitted by the executive department to cover arrest and return of fugitives, leaving only $11,943 in the fund if the request is granted. Holmer said more than $717,000 from the fund had already been set aside for other requests coming before the Dec. 18 meeting. Status To Be Diicutted Among Items on the agenda for the meeting Is a discus sion of the status of the cmer- nnnru fnnri Holmer Sflid. Ho said the Tax Commis sion. University of Oregon Medical school, and stale Treasurer have already Indi cated they will not need all of the money now set aside for their departments. These requests for use of additional already allocated funds arc slated to be pre sented at the meeting: - $347,640 for construction of the radiation center build ing at Oregon State univers-llv- - $42,228 for survey of the pine shoot moth Infestation and to control the Hemlock Looper Infestation in Clatsop county. Expenses Included - $1,155 for payment of administrative expenses, leg islative Interim Committee on Social Problems. - $3,100 additional money required for personnel serv ices for the remainder of the current biennium for the Slate Soil Conservation Com mittee. -$5,000 to provide suffici ent funds for administrative expenses for the remainder of the current biennium for the State Board of Dental Ex aminers. - $30,134 to Department of Finance to finance the ex pense of workload Increases due to new family welfare direct distribution program. - $1011,147 to Department of Education to Increase ex penditure limitation to reflect revised federal allotment of funds for vocational education. The youthful group has already toured 12 countries since departing from Seoul Oct. 1 and will visit 47 cities on a concert tour of Oregon Supreme Court Decisions Salem - IM - The Oregon Supreme Court Wednesday upheld validity of a school district's authority to Issue bonds to finance construction of swimming pools at high schools. The decision was made in connection with a Gresham School District case. Roscoe L. Fanning, a tax payer, argued that although the Gresham district is em powered to construct build ings of various types witn money raised through taxa tion, the authority to contract bonded indebtedness is limit ed to school buildings. H was argued that a swim ming pool is not a school building within the meaning of the statute. Within Definition Justice Kenneth J. O'Con- ricll noted that a pool in this case was to be built as part of a . covered structure and therefore would fall within the dcfinatlon of a building. The decision also said that a building Is a school build ing if it ia designed to carry out a part of the instructional program authorized oy mc Breakfast Charm Hearings Urged on Quarantine Rules Salem - U'TO - The Oregon Department of Agriculture has urged the U. S. Agricul ture Department to hold full public hearings before changes are made in quaran tine rules on plant pests and disease. At present, protection of domestic plantings Is accom plished through port of entry inspection and quarantine. The proposed federal rule change would have inspec tions made in the country where grown, rather than in the port of entry. The federal government has not planned any public hear ings on the change. A substantial portion of the dredged material was used at locations more than half a mile from the bank of j tne Columbia river, and the State Land Board sought roy alty on that material. Contempt Upheld - The conviction of An drew Taylor for contempt of court. The contempt consisted of remarks made by Taylor to Marion County Juduc George A. Jones during the course of a post-conviction proceeding being heard by Judge Jones. i - The conviction of Charles Lee Sanders of Hood River on a charge of attempted rape ! against a 0-year-old girl.
