Khrushchev Directs Harsh Words at Chinese Commies Moscow - HIPD - Premier Nikita Khrushchev's foreign policy speech indicated a stif fening toward both the West and Communist China, but his harshest words were di rected at the Chinese, Weilern observers said today. Khrushchev, in his two hour and 40-minute report to the nation Wednesday, warn ed both Peking and the United States not to view Russia's missile withdrawal from the island as a sign of weakness. But he added a ' note to Red China that the American "paper tiger" the Chinese are fond of belittling! has "nuclear teeth." Khrushchev's address to the Supreme Soviet indicated he has regained any loss of con fidence or control he may have sustained at the time of the Cuban tension. He pre sented the Cuban settlement to the Russian people as a diplomatic victory, not a de feat, and pledged to defend Cuba from attack. He warned that Russia would honor its peace com mitments in the Caribbean only as lung as the United States honored its own. Khrushchev ranged from Berlin to disarmament in his speech to the Soviet parlia ment, but clearly was most interested in defending his Cuban policy, which the Chi nese have attacked as "bow ing to imperialism." He did not mention Peking by name but attacked its Communist ally, Albania, for saying the same things China has said. He stressed the So viet view that the world's choice is between peaceful coexistence and nuclear war, and indicated Peking's poll- i cics would bring the latter. Khrushchev emphasized the I extent of the ideological dis- pute with Peking by saying for the first time that "dog I matism" - the extreme hard line taken by China - now is the "main danger" facing world communism. TURKISH COURT SENTENCES SPY Ankara-iUPli-A Turkish military court Wednesday sen tenced Yakup Ulkeray to eight years and four months In prison for attempting to spy in behalf of Bulgaria. The court first announced a 15 year sontence, but then reduced it. It said Ulkeray failed in his mission and made a full confession. 273 SOVIET NATIONALS WORK IN BRITAIN London-Wli-A total of 273 Soviet nationals work in Britain at the Russian embassy and trade delegation or as Journalists, Foreign Office Undersecretary Peter Thomas said Wednesday. He made the statement in the House of Commons in reply to a question about British security. Thomas said about 120 British citisens work in Moscow. . Moscow - (UPD - Yugoslav President Tito, onetime rene gade of the Communist bloc, Joined a chorus of voices be fore the Supreme Soviet today praising the Kremlin's C'jbu policy despite strong criticism from Communist China. The mere fact that Ti'.o was permitted to address the So viet was a rebuke to Peking which has scored him un ceasingly as a "revisionist" and "traitor" to communism. Tito took the rostrum after Soviet Foreign Minister An drei Gromyko trumpeted the settlement of the Cuban crisis as a "victory of reason over folly" and called for Soviel U.S. cooperation similar to that of World War II. Republic lost about 1 in a weak steel sector. Among the electronics, Fair child Camera, RCA, Litton and IBM moved lower, the last more than 5 points. Snow Continues In the Midwest the "snow belt" corridor of Indiana, Michigan and Ohio continued to receive snow, although there were signs sunny skies soon may be on the way. Michigan received the heaviest snowfalls Wednes day. Ludington got another 13 inches, and Paw Paw, already sagging from 48 inches on the ground, got-three more. On the northern edge of the cold air mass, Minnesota reported warmer temperatures today, but forecasters said any increase in readings might be accompanied by light snow. By contrast the Western half of the nation today was in for another comfortably cool to mild day.
