Robert E. Wilber, a staff as sistant 1o the Oregon BLM di rector, told the Portland Chapter of the Izaak Walton League the facilities would bring millions of dollars into local and state economies every year. Wilber said there are 60 miles of publicly owned river frontage along the lower and middle Deschutes which arc bottled up and closed to the public by a few private organ izations. He said the organiza tions are maintaining roads and imporvemcnts on pubic lands and using the lands as "their own private recreation retreat." BLM designated 25,000 acres of public lands along the Deschutes for retention in federal ownership as a multi ple use public land manage ment area in 1901. The bureau has since entered into agree ment with the Oregon Game Commission on development and management of the area's resources. Wilber said public recrea tion will receive top priority but grazing, wildlife use, watershed protection, mineral development and other uses will be worked into future de velopment. He said the game commis sion estimates 6G.300 angler trips were made to the Des chutes River between Warm Springs and its mouth during 1061 and that S520.000 was spent in pursuit of fish in that part of tile stream. messes N Mi i a;i nit i Hin ne i l!iil Regulations on FHA Enforcement Ot Order Told Washington -IUPII- Federal Housing Administration chief Neal J. Hardy announced to day that owner-occupants of one and two - family houses will be exempt from a presi dential order prohibiting dis crimination in the sale and rental cf federally aided hous- ing. Hardy made the announce- ment in releasing detailed regulations on how FHA plans to enforce Kennedy's order. The regulations prescribed no minimum number of houses for sale or rent which would make a builder or land lord subject to the order. Hence, FHA can apply the order to any commercial-type seller or landlord, regardless of how few housing units he sells or rents. Hasn't Decided Hardy said he had not de cided whether the order would apply to a three or four-family house if one flat or apartment is occupied by the landlord. The Veterans Administra tion, which guarantees GI home loans, published regula tions similar to FHA's. Hardy and Philip N. Brownstein, VA's chief benefits director, explained the regulations at a joint news conference. Hardy estimated that FHA and VA loans account for 23 to 25 per cent of U.S. home building. The regulations provided that a prospective buyer, bor rower or tenant may complain of discrimination on the basis of race, color, creed or nation al origin to a local FHA or VA office. Would Investigate The target of the complaint would be invited by the agency to "discuss the matter in an informal hearing." If he denied the charge, the agency would investigate and perhaps hold a hearing, tak ing unsworn testimony. II the agency found there was discrimination, the build er, lender or landlord would be summoned to a conference at which officials would seek his promise to refrain from further discrimination. If he refused, the agency could cut him off from furth er participation in govern ment housing programs. Appeals from field office decisions could be made to FHA and VA headquarters. A builder, lender or landlord also could seek relief in the federal courts. Strauss Will Quit Adenauer Cabinet Munich. Germany-il'PH-De-fense Minister Franz Josef Strauss announced today he is quitting his post in Chan cellor Konrad Adenauer's cab inet. Strauss announced his dc-1 cision in a communique issued by his Christian Social Un ion, t he Bavarian branch of Adenauer's Christian Demo-1 cralic Party. Last week Strauss and all the other CDU members of the cabinet offered their res ignations to Adenauer to give him a free hand in meeting a crisis caused by his Free Dem oiTiilic Party coalition part nets. CAPTAIN CHARGED IN SHIP COLLISION Yokohama-U'l-A Japanese pilot and a Norwegian captain were remanded on charges of criminal negligence Thursday in connection with a tanker collision that killed 41 persons earlier this month. They were Capt. Peter Pedersen, 61, of the Norwegian tanker Tharald Brovig, and Toraichiro Uematsu, 75, who was piloting the Tharald through a crowded waterway when it collided with the Japanese tanker Munakata Maru. The captain of the Japanese tanker, which caught fire after the collision,' also was named in an indictment but he died in j ") lragedy.
