Oregon ing bulletin No. 22 apparently has received only limited c i r c ulation, tor which I a m grateful. If a copy of t h e bulletin ever found its way into my h omeh old, there would wen be trouble right here in River City. No. 22 makes a study of the cost of serving canned, frozen and "instant" foods as com pared to the cost of preparing the same dishes at home. This is certainly innocuous enough and might even he considered a public service. But the bulletin docs not stop there. It goes on to provide charts which show how much a wife's time in the kitchen is worth. In my opinion, gentlemen, that disclosure is not only potentially dangerous but downright subversive. Take, for example, an eight- ounce serving of beef stew. According to the agriculture bulletin, the retail cost for the canned variety is 71 cents. But if a housewife makes the same amount of stew from scratch, the cost is 77 cents. There have been times when the beef stew my wife cooked tasted as if it might have been made from scratch. Culinary merits, however, are not the issue here. . In the second column of the chart, the time spent in pre paring this dish is listed as two minutes tor canned stew and 30 minutes for a home cooked serving. A bit of quick arithmetic shows that this is a saving oi six cants and 28 min utes. If word of that gets around, you can guess who is going to have canned stew for supper from now on. An even more ominous chart is one which computes the value of her time for pre paring eight potato dishes which also are available in frozen, dried and canned form. It shows that "for six of the eight products, the home- maker is earning less than 50 cents an hour. ' My favorite potatoes are french fries, and my wife hates to fry anything. Accord ing to the bulletin, when she is frying potatoes she is, effect, earning four cents an hour. This is what I mean about the bulletin stirring up trou ble. R. Yanover oi Flushing, N.Y., who for years has been sociated with Henry Viscar. di Jr. Viscardi e m ploys 400 people, every 'A one of whom has some phys ical handicap, such as the loss of an arm or a leg, an eye or ear of of their hearing. A while ago in this column I told of a day I spent with Vis cardi and his group in their factory which is called Abili ties, Inc., and is located in Albertson, N.Y. It was one of the most stimulating experiences of my life to see 400 people hard at work, many of them in wheel chairs, all of them so handi capped that probably no em ployment manager of an ordi nary company would think of taking them. And yet, with Viscardi, they are all working hard, earning a good living and competing with other companies in putting together electronic apparatus. It was astounding to see what men without hands could do. Vis cardi himself was once crip pled. Years ago, Dr. Yanover found a very expert maker of artificial limbs who en abled Viscardi to get up off the ground and go to work. As Dr. Yanover says so well, many disabled persons are anything but helpless. They arc not only able to work productively, but are able each day to get to work and in other ways lead a nor mal life. Many of these peo ple are now working success fully after a long period of hospitalization. Viscardi has proved that many severely disabled persons with little or no experience in industry, or with long periods of unem ployment in which they have hunted and hunted for work, are able to work productively if given a chance. Good Bowler Many of these people, when given employment, marry, have children and come to own their own homes, auto mobiles and TV sets. I remem ber seeing one man in the factory who had a very- im portant job. He had no hands, but I was told that he was a good bowler. He certainly was a merry, friendly man. The lesson to be learned from all this is that in every big city we must have more shops designed for men who are handicapped because of some disease such as epilepsy which makes them ineligible for many jobs. All "associated charity" people should be able to sec now that it is immense ly better to give a man a job with which he can make a good living than to each month hand out relief money for him. As Viscardi has shown, not every handicapped person can be employed; some people seem willing to be dependent and to be on relief. Actually, only 1 in 3 persons who apply to Viscardi for a job is ac cepted. It is very interesting to note that their accident rate is very low, and that their sick leave has been only 1 day out of 100 working days, which is less than the national average of 1.3 days. The absentee rate for reasons other than illness has been only 1.1 per 100 working days compared with the national average of 3.3 days. Also the drop-out rate at Abilities, Inc., is non-existent, since all the employees are so happy to have work which enable them to live like other people do, and to have a family and children. An oc casional person quits his job because with the skill he has developed he is able to get a job at a factory which is near er his home. Recently Viscardi has built a big physiotherapy depart ment in which his workers re ceive much help in building back strength and good health into their frail or injured bodies. Blind May Learn I agree with Viscardi that the physicians who now ad vise employment managers to reject a man because he has a heart murmur or some in crease in blood pressure should change their attitudes. They should admit that a woman who is blind may learn to do a good job of handling a telephone switch board, or she may learn to type well. Viscardi told me of a splen did mechanic who came ask ing tor a job. For some time he has been unable to find work because he had such a very high blood pressure that he might die any day. Viscar di put him to work and he did so well that soon he was a supervisor. To be sure, he died after a few years, but in those years he did excellent work, and Viscardi did not lose any thing by his kindness. Actually, today Viscardi is spending much of his time and thought in spreading throughout the world the idea that many a badly handicap ped man, perhaps living in a wheelchair, can do excellent work in a factory. "Hank" is changing the thoughts of em ployment managers all over the world. Dr. Alvarez clears up some misconceptions about this disease in his booklet, "What is Epilepsy?" Heller, chairman of the Presi dent's Council ot Economic Advisers, which the CAC serv es in an advisory capacity, she cited "two compelling reas ons" for her resignation: the "relentless pressures" of her daily column which "severely limit" the time she can devote to the work of the council and "developments since the tor mm ion of the council w hich indicate there are inherent conflicts of interest" arising from her "dual position as an objective reporter and a mem ber of the Consumer Advisory Council which must from time to time take a stand on highly controversial issues." Russian Diplomat Injured in Crash New York - UTS- A Soviet diplomat was injured Wednes day night when the car he was driving struck a concrete abutment on an expressway, police reporled. The diplomat identified him self as Mikhail Timofecvicli Menzhulin. according to po lice, and produced credentials indicating he is a third secre tary of the Soviet delegation to the United Nations. He w as released when he claimed dip lomatic immunity. Menzhulin received face cuts but refused medical aid.
