He-examining Drivers and License Suspension Oregon's driver license law Agreement in Newspaper Strike Claimed Reached New York - (DPI) - Labor Secretary W. Willard Wirtz today announced an agree ment has been reached to end the seven -day old strike against the New York Daily News. Terms of the settlement must be approved by mem bers of the Daily News unit of the New York Newspaper Guild (AFL-CIO). ' A 0ittM simlcnsman said picket lines will be maintain ed at the News until the en tire membership votes accep tance of the proposed agree ment. A statement by Wirtz was read to newsmen by John W. Leslie, deputy assistant secre tary of labor shortly before 4:30 a.m. (EST) It followed a marathon negotiating session at a Manhattan hotel. The statement said, "The union has received a proposal from Secretary Wirtz and the federal mediators which if ratified by the guild will be accepted by the Daily News. It has been further agreed that the contents of the pro posal will not be made public until presented to the mem bership of the News unit." F. M. Flynn, president and publisher of the Daily News, commented that the hoped the News would resume publica tion at "the earliest possible moment " "We arc very pleased wilh the way things are going up to now," Flynn said. Thomas J. Murphy, execu tive vice president of the New York Newspaper Guild, asked if terms of the agreement were satisfactory, said: "They are never satisfactory enough, but 1 wnnlHn't be hrimlini: it back to the members if I was not optimistic. Murphy said lie hoped to nrpsent the nrnnosals to the News guild unit council by this atternoon and have a niv cussion on them completed in time for a vote by guild mom bers by tonight. Nut Gathering Not 'Hard Winter' Sign Corvnllis When squirrels Rather and store seeds and mils earlier than usual, it doesn't necessarily mean a "hard" winter. Dr. Robert M. Storm, Ore gon State university zoology professor, reports there is no scientific basis for saying early nut collecting by squir rels means a severe winter. Squirrels hide their winter food in many caches and sense them out when needed. Research by others. Dr. Storm said, shows that squirrels don't use more than 10 per cent of lhe food they store. By using caches out from under the shadows of tlte larger trees and by leaving tuny seeds and nuts un touched, squirrels are credit ed wilh starting new trees. Their value as seed planters far outweighs their consump tion, Dr. Storm noted. was adopted in 1031, based substantially on the Uniform Vehicle Code, adopted by the National Committee on Uni form Traffic Laws and Ordi nances. It establishes certain pre requisites for the issuing of a license - tests of the appli cant's knowledge of the law, his eyesight, ability to under stand signs and signals, and an actual driving demonstra tion - and rules out the issu ance of licenses to certain persons, such as habitual drunkards, dope addicts, or those determined to be Insane or feeble-minded. Although Oregon law re quires examination prior to issuing an original license, it does not require re-examina- tion before licenses are re newed every two years. May Require Appearance Many believe this means Oregon has no driver re-examination program. The law, however, provides that the Department of Motor Vehicles may require any licensed driver to appear for an ex amination whenever the de partment has "reason to be lieve that the operator might not be qualified." The department can and docs re-examine drivers when it receives reports from po lice, courts, the insurance in dustry, or members of the licensee's family that Indicate an individual may no longer be competent to operate a mo tor vehicle. The source of in formation is held confidential. If a question of physical condition arises, the depart ment relics on the Board of Health to recommend whether or not the licensee should continue to hold a permit to drive. Failure to pass the tests results in license suspension or denial of a rcnewnl. The law also empowers li cense officials to suspend driv er licenses for other reasons. Can File Petition Sonic suspensions arc man datory, as, for example, a con viction for driving while un der the influence; others arc based on recommendation of a judge; and some are based on action taken by a licensing office, as in the case of driv ers who are habitually incom petent, reckless or negligent in operating a motor vehicle. The law provides that, ex cept where the suspension is mandatory, the licensee can file a petition within 30 days requesting a hearing in lhe circuit court of his home county. Religion in America People Urged To Recall PrayersTo Carry Nation Through Crisis By LOUIS CASSELS UPI Correspondent A prayer for November, 1982: Our Father who are in heaven, Officer Gives Tips To Drivers When Stalled on Road Drivers were urged today to be alert for mechanical trouble in their vehicles and when trouble strikes on the road, the driver's first thought should be to get out of the stream of traffic, according to Chief of Police, Charles P. Champlin. "The driver who slops in a stream of traffic for any rea son is all too likely to get clobbered. Or some other dri ver may swerve to avoid him and get in an accident. In ei ther case, the driver of the stopped vehicle has set the stage for an accident," Cham plin said. Champlin pointed out that a driver should be sure to get far enough off the road to that he can get out of his car and i move around it without, himself, being vulnerable to getting clipped. Two people have died recently in Oregon under just those circum stances. Leave on Lights He advised drivers stopping at night to cither leave their parking lights and tail lights on or turn on the dome light inside, and he warned them against standing in a position where they obscure the lights. 'On city streets, you should get over as close to the curb as possible in case of trouble," Champlin suggested. "If you do much driving at night, you should carry a flashlight; and if you are on the open road often, carry emergency warning devices," he concluded. Thank You for giving us another chance. This news was an un speakable relief, and no for mal words of gratitude now can add much to the first fervent 'Thank You' that es caped from our hearts. But we are weak and world ly children, Father, as you know only too well. Now that the immediate danger is past, we are very anxious to forget the whole business, and get back to our little private con cerns Please give us the grace not to do that. Help us this time to remem ber how eager we were to say, 'Thy will be done.' Help us to remember that if Your will is to be done in this world, it must be done through us, and by us. Love to All Mankind Grant us the self-discipline to seek Your will as earnestly in periods of relative peace as we seek Your intervention when the awful shadow of war falls too plainly over our every -day lives to be any longer ignored. Grant us the humility to recognize that Your love ex tends equally to all mankind, and that You are not solely concerned with preserving the security and prosperity of Your children in the United States of America. Make us mindful of the needs and fears of others, and help us to seek peace with justice for everyone, and not merely for ourselves. Grant us the wisdom to de vote our time, energy, ingenu ity and substance to projects that will put peace on a firm er foundation, as well as to maintenance of military pow er to prevent or resist aggres sion. Grant Us Faith Guard us from the ever present temptation to become as cynical, ruthless and ma terialistic as the atheistic sys tem which confronts us. Forgive us for all of the times and all of the ways in which we have failed in the past to live up to our claim to be 'a nation under God.' In the future, grant us the faith to take whatever sacri fices may be necessary to re main true to cTur own moral principles. And when the next crisis comes, grant that we may be able to face You wilh a little less shame than usual, and say once again: "Hiy kingdom come. Thy will be done on earth, as it is in heaven."
