MEDFORD, OREGON 'SAVE MINORS' PLAN PROPOSED By FRED DOWN New York (UPU A sweep lne new "save the minors' program lhat will cost about $l-million a year but which will put the minor leagues on a firm foundation for the first time In years was reealed today by the secretary of base ball. The new program, unani mously recommended by a committee headed by Presi dent John Galbreath of the Pittsburgh Pirates, is expect ed to pass at the annual win ter meetings of the minor leagues at Rochester, N.Y., starting Nov. 26. Aside from the vital finan cial support, the most im portant part of the program is tne scrapping of the tradi tional classifications ranging from D through Tnple-A. In stead all minor leagues would be divided into three classifi cations - Triple A, Double A and A. The old A-through- leagues would all be grouped In the new A classification. Guarantees Support "Under the new program minor league owners would not have to come to the winter meetings with hat in hand forlornly seeking an af f ilia lion with a major league club," explained Buscball Sec retary Charles Segar. "This new agreement would guaran tee that support to the minors." Approximately 100 minor league clubs would thus be underwritten by the major leagues. The new program would replace the harum scarum $850,000-plus annual "dole" by which the majors have supported the minors with inconsistent success for the last few years. A player development con tract, under which a major league team would supply a roster of players for a minor league club, is the key to the new plan. The big league club would supply the entire roster or the minor league team could provide a certain num ber of players itself. The minor leaguers could be optioned, consigned out right or they could be newly signed free agents. Certain players would be Duck Gridders Drill Attack Eugene - IUPII - The Oregon football team drilled on of fense for an hour and IS min utes Tuesday. Coach Lcn Casanova said the rest of the week will be spent on defense as the Ducks prepare for their gnmr against Stanford in Portland Saturday. Casanova said the couching staff has not been satisfied with the Oregon defense for several weeks, and was par ticularly unhappy with Ihe ef fort in last week's 21-21 tie with Washington. made "s-electable players." Under this arrangement, the major league club would fi nance a large part or perhaps all of the minor league's club's expenses to support, pay, eU., the player. In re turn, the sponsoring big league club would have first crack at obtaining the player up to Dec. 15. Class Triple-A players would sell for $20,000 each, class Double-A for $10,000 and class A for $5,000. The program calls for the 100 sponsored teams to be divided with 20 at the Triple-A level, 20 at the Double-A level and 60 at the A level. Major league clubs would have the right to decide how many minor league clubs they would sponsor. Eye Exam Good News For Cepeda By HAL WOOD San Francisco - IUPII - Willie Mays and Orlando Cepeda, the home run punch of the San Francisco Giants, went their separate ways today - one with good news from the doc tor, the other awaiting the same type of record. Mays is in Mount Zinn hos pital for a check-up on his general health condition. Cepeda completed a one and one-half hour series of eye tests Tuesday and got the good news that, far from go ing blind in one eye, he actual ly had better than normal vision. "So my wife and I are going to leave for our home in Puerto Rico on Friday," said Cepeda, jubilant with the news. Mays Appears Happy Willie appeared happy, also, as he entered Mount Zion. "What are all you guys doing here?" he cracked as he was met by a battery of cameramen at the hospital. You in the hospital for some thin'?" Then he talked about the pennant drive, his sheer ex haustion and plans for the IBHj campaign. "In all my years I never saw a pennant race In which the pressure was as ; oat as this one," said Mays. "It was tremendous. I felt dizzy that night in Cincinnati before the game started. But with every game so important, I didn't want to say anything." He fainted in the dugout during the game and phy sicians told him later that he should get a complete check up al the close of the season. "I'm still tired," he said. "Every year I have been going Into the hospital for a day or two ot rest. But (here didn't appear to be a chance this year . , ." By STEVE SNIDER Nsw York - H'Pli - Kansas and East Tennessee State have been sprung from the penalty box by the National Col legiate Athletic association (NCAA) but at least one more culprit may be rounded up today for fracturing rules on recruiting athletes. "Several cases are being considered," said an NCAA spokesman. At least one might be considered impor tant, depending on your defi nition." The NCAA, after lifting a two-year probation on Kansas and a one-year sentence for East Tennessee State, still has seven colleges on the black list. The sorry seven are head- Approval Hoped For Conference Spokane, Wash. -HOT- Ath letic directors and faculty rep resentatives from six colleges today hoped to have approval of a new athletic conference by this fall. The officials ended their two-day meeting here by vot ing unanimously to recom mend to the presidents of the six institutions that they ap prove the plan. They de clined to discuss details but said the plan called for a new loop extending into four states with a full athletic pro gram. Attending the meeting and agreeing to join in the new conference were representa tives of the University of Ida ho, Idaho State college, Mon tana Slate university, Mon tana State college, Weber col lege of Ogden, Utah, and Gon zaga university of Spokane. All except Gonzaga, a Jesuit sponsored institution, are state supported schools and all ex cept Gonzaga compete in foot ball as well as other sports. Gonzaga has said it will not re-establish football. ed by Indiana, which drew the worst penalty ever for foot ball recruiting violations - a four-year ban on NCAA com petition in all sports ending in April, 1984. Kansas was "convicted" on three counts in 1960 and drew a two-year term in which the Jayhawks could not partici pate in post-season football or the televised football program for the first year and was declared Ineligible for NCAA events for both years. Wilt Involved Basketball ace Wilt Cham berlain, football star Bert Coan and three unidentified athletes were involved in the Kansas case. Wilt was presented with an automobile worth $1,564 pre sumably to influence his en trance to the university, Coan was given "excessive enter tainment" including a plane trip to the Chicago All-Star football game in 1959 and the other three were recruited without contacting other in stitutions for which they had indicated an earlier prefer ence. East Tennessee State was placed on probation for one year on Oct. 24, 1961 for vio lating the recruiting tryout rule in the case of a basket ball prospect. NCAA officials declined to say what school or schools were under fire but one said, "Any time the committee on infractions goes into a second day with Its report to the NCAA policy-making council there has to be something going on."
