Candidates' Statements Editor's note: As in past years, the Mail Tribune is offering space in its news columns for statements from candidates seeking office. This year because of the interest in the non-partisan Medford city elections, this offer has been extended to candidates for Medford mayor and city councilman. - The fourth in the series today includes statements from candidates for county assessor and clerk. Madden As the incumbent, and as a candidate for reelection to the office of county clerk, I would like to use this state ment to discuss our point of view in the clerk's office and the work to which we have applied ourselves during this term. Four years ago I said that I thought people who come to the clerk's office should be treated as cordially as they would expect to be treated if they entered a private busi ness as a buyer. This point of view has been foremost with me during this term. I have consistently felt that all per sons should be treated with equal promptness and courte ousness regardless of whom they might be. I believe we have conformed to this stand ard, not as a chafing rule of conduct, but out of willing ness to be of public service. Public employees have long been employed at wage rates somewhat less than the going rate in private business. Dur ing my term it has been my pleasure to see that wages were increased to a scale com mensurate with what these employees might enjoy if working for a private employ er. I believe that proper wages produce better morale, more stability and greater efficien cy in work. Sometimes Elusive Economy is sometimes an elusive thing in view of the fact that the county has grown in population and the activities of the clerk's office ere at an all-time high. Yet, on comparing. I find that on all expenditures excluding payrolls, we spent less by S3, 500 on the 1961-62 budget than my predecessor budget ed on the 1958-59 budget. I believe this substantiates the claim of efficiency, that is, to accomplish a greater vol ume of work but with less expenditure for supplies, equipment, travel and main tenance. The clerk's office is staffed with highly qualified and ex perienced people who are willing to take initiative in their work and apply their ingenuity to the solution nf the many problems conrront Ing us daily. Much of the credit for the successes we have enjoyed Is attributable to their efforts. It has been a privilege, a great experience and a pleas ure to have served as county clerk during (his term. 1 would appreciate your sup port for a second term. Hopkins One of the most important decisions the voters of Jack son counly will make on No vember sixth is to determine who will operate the county clerk's office for the next four years. The figure of $91,635.94 is one in the 1962-63 county budget that shocked me into deciding to run for the office of county clerk. That is the amount allowed to operate that office for one year. (It does not include the cost of running the election depart ment.) Every voter wants to cut the cost of government. We are all worried and have every reason to be. But can we economize? Can we lower the cost and still get the services which we expect and demand of our County government? I think wo can! I would like the opportu nity to prove that the cost of operating the county clerk's office can be lowered and still maintain an accept able level of efficiency and quality of service. How? This means employ ing fairness in the distribu tion of the work load. It means discouraging waste whether it be time, motion, supplies or the skills, educa tion and experience of indivi dual workers. Economical effective opera lion of government service of fices such as that of county clerk can be realized if the voters lake a firm stand and do something about it. I am sure after having had 5 ' i years experience as coun ty clerk of Jackson county that operation costs can be cut in the clerk's office. I have had experience as a bookkeeper, office manager, credit manager and clerical position in transportation business, fruit processing plant, and with U. S. Army Engineers. I was service club director 2C U.S. Army Spe cial Service, World War II, and was Jackson county clerk, August, 1953, through December, 1958. The underlying basis for Herb Hunter's qualifications is his honesty and sincerity. This, in turn, is strengthened by more specific qualifica tions, such as certified stale of Oregon appraiser, home contractor for 25 years, and plumbing trade experience. Hunter, if elected, would work for a solid public rela tions program. This would in clude informing voters, prior to bond issue elections, what effect there will be on assess ments. Information Available Home building and remod eling information would be made available to those in terested, in sound building practices. This would also serve as a guide for prospec tive home buyers. Hunter would encourage the use of current marketing information to aid those wish ing current values for buying and selling; he would encour age the taxpayer to ask ques tions and present problems re garding assessments. Appraisal Duplicate Hunter would give a dupli cate of the house appraisal card to the home owner. This would show the method of de termining the property value and would give the owner a history of the properly. For example when built, lype of construction, insulation, a rec ord of termite inspection, wir ing and plumbing. He would encourage an in terdepartmental cooperation; encourage technical aid to other departments; and ex plore the possibility of form ing labor and office machine pools to promote more effici ent use of equipment and per sonnel. First is the continuing proc ess of reappraisal of property in the county. The Oregon law requires that all property be reappraised at least once each six years. In order that this may be accomplished in an or derly manner with the regular staff of employees, it is neces sary to divide the county into six districts and appraise one district each year. We are now in the fourth year of the cycle and at the close of this year a little more than 60 per cent of the county will have been cov ered. We are this year in the process of appraising all prop erty in the cily of Medford. This process is not as simple as it sounds in these few words. To arrive at market value, which is required un der Oregon law, much re search must be carried on. First, for comparative value in the market we must keep a continuous record of the sales of all property and the prices paid. Then, in order to equal ize values so each property bears its fair share of the tax burden, we must compare like or similar properties in all parts of town. All the operations which are necessary to carry on the functions and furnish the services required of these various districts must be paid for from tax money. The other matter I would like to clarify is the so called "Green Belt Law" or zoned agricultural land. I will not attempt to cover all the requirements of the zoning law but will only men tion some of the main points of misunderstanding. The law states that any tract of land of five or more acres that is zoned exclusively for agricul tural purposes must be as sessed at agricultural land values and not influenced by values of adjacent properly. This consideration only ap plies to lands in actual agri cultural use and not to land purchased for speculation and allowed to lay idle. A 3 Seedlings Survival Rate Reported High Yrcka - Survival counts on last year's planting of seed lings indicate exception ally high survival for this area, ac cording to Lynn Murray, for ester on the Ukonom district of the Klamath National for est. District personnel feel the) high peicentage of survivals can be attributed to favorable weather conditions and im proved planting techniques. A soaking rain of three inches came in August, a critical per iod of seedling survival. Much more emphasis was put on handling and care of seedling! from the nursery to the plant ing sites last year. Foresters are exercising in creased controls in the direc tions of more care in handling of stock and better planting techniques, Murray indicated.
