Tha third in tha sarias today includes statements from candidates for county judge and commissioner. Republican Democrat i y Earl M. Miller Earl M. Miller, incumbent county judge of Jackson coun ty, has resided in the county since 1925 as a resident of the city of Medford. He has owned and operated an auto motive service (Miller Motor Service) for 27 years, and during the past four years has been an inactive partner with his son in the same business. Miller has served terms on the Medford planning and budget committees, six years as a councilman from Ward II and 1955-56 as mayor of Medford. He is now finishing his first four-year term as Jack son county judge. During this term he has served on the roads committee of the Associ ation of Oregon counties one year and elected for one more year. He is also on the urban affairs committee of the As sociation of Oregon Counties, of which he is chairman. Mil ler was also on the welfare commission of the Association of Oregon Counties for a per iod of two years. Named to Committee In 1959, Miller received an appointment on the Urban Af fairs committee of the Na tional Association of County Officials and still serves on that committee. He has been active in civic affairs of the county for many years, being a past Scoutmas ter of Troup 3, charter mem ber of the Medford YMCA, past president of the Medford Lions club, a Republican pre cinct committeeman. He is a member of the First Presby terian church, a Mason, mem ber of Scottish Rite, Hillah Temple of the Shrine, Reamcs Chapter Order , of Eastern Star and the Phoenix Grange. If elected, he will continue progressive county govern ment with emphasis on long range planning, as he believes this business-like management will assure uniform economic al development and continued better service for the people of Jackson county. In Eventful Times Miller believes Jackson counly is passing through eventful times which can be rewarding to each and all county citizens. He feels the county's population growth in the past 10 years is real proof of the potential development and faith that people have in this area. His willingness and ability to work with the industrial and agricultural segments of Jackson county's economy as n county official has been of the greatest importance dur ing his present term and will, if elected, continue in future. Miller has shown a great interest in the recreational de velopment of Jackson county as he believes this develop ment to be a great factor for the future economy of the countv as well as a diversion for tiie pleasure and enjoy' mcnt of everyone. He believes that county gov ernment has an important part to serve in all of these basic programs as well as to main lain a sound fiscal approach in the administration of the county's business which has become a large and complex organization. The coun ty judge is the presiding offi cer of the counly court, which is the administrative body for Jackson county. The principal duties of the court are to supervise all county property, to prepare the county budget with the budget committee and to ap prove the amount of money required for county purposes. The court provides for con struction, repair and mainten ance of buildings for county use. It works to conserve, de velop and promote county re sources. The court serves as members of the Jackson coun ty public welfare commission. If elected, in the first order of business I will endeavor to change the names "County Court" and "County Judge" to "Board of Commissioners and Chairman." Licensed Insurance Agent. I have been a licensed in surance agent for several years. I have had several RALPH JAMES years experience in general farming and dairying. From 1957 to 1961 1 served as coun ty commissioner. During that time I was privileged to take part in numerous projects which have proven to be of continuing benefit to Jackson county. My wife and I have lived in the Sams Valley area for over 20 years. I am presently sec retary for the Sams Valley Beagle Water Developing as sociation, now organizing into an irrigation district, and am a director of the Rogue River Basin Flood Control and Wa ter Resources association. I have been active in the Grange for several years. In September, 1961, I was appointed manager of the sur plus food program in Jackson county. It has been a chal lenge to start and keep this in smooth operation. Fast changing conditions have brought many new prob lems which cannot be ignored. These problems present not only challenge, but a great op portunity. Isues of Real Concern Issues of real concern are; 1, The proposed Rogue River Basin Project. This will bene fit both industry and agricul ture. I will continue to give the project my whole-hearted support. 2, Ball park. I do not favor just a ball park only. I do favor a multi-purpose sta dium constructed to take care of present needs and allowing for future expansion, to be constructed as soon as possi ble. 3, Industry. New industry is vital to our future prosper ity. I feel that we should sup port measures that will at tract new industry. 4. County employees. I believe in an automatic, graduated pay scale to a top rate with peri odic reviews of the scale. Job classifications would control both the increases and the top rate. 5, Welfare. I favor and will support a welfare self supporting work program. I also favor a county jail In mates misdemeanors work program so long as this does not interfere with paid work ers or different trades. 6. Re creation. Democratic candi date for Jackson county com missioner, has been a leader in Jackson county community affairs for the past 14 years Imaginative, responsible and progressive in his think ing, he is dedicated to provid ing a program of government for Jackson county that will establish the maximum serv ice to all of the people of Jackson county. Long interested in youth, he and Mrs. Sheehan have made investigative trips to all larg er counties of the state, study ing pilot programs that have been successfully carried out. He has interviewed youth au thorities and administrators of youth working camps and pro grams, gathering valuable statistical information that, could be applied to our own community. Open Class Fair He favors the open class fair with adequate multiple fa cilities for Jackson county. He feels this would not only pro vide the most effective and el ficicnt showcase for youth and adult exhibits, but would be economically sound for this county. Larry Sheehan is person able, friendly and approach able. He favors giving cve-y group, minority or otherwise a fair hearing and thorough consideration of their prob lems. He appreciates the loyal and dedicated service of the many employees of Jackson county and would work for any im provement in their working conditions. He would cooper ate with them in improvinrj the efficiency of the Jackson county operation in every area. Larry Sheehan was born in Rome, N.Y., where he was reared on the family dairy farm, and went west as a young man. As a resident of Rogue River he has served his community and proved his ability as a leader in countless ways. This prin ciple should be applied to all phases of our county govern ment. Extravagant spending should be guarded against and eliminated. The above prin ciple should be applied at the start of all departmental bud gets. All phases of our county government should be pro gressive and sound, but they do not have to be the best in the United States. Cilizens should not take good govern ment lightly. I believe that good government should start at the cily and county level and the voters are charged with the responsibility of se lecting the best qualified candidate for county offices. I believe I am qualified to be your county commissioner. I am a native of Jackson coun ty. My parents established a mercantile business in Central Point in 1909. I am 52 years old. My early background be gan in the grocery store. I have worked as a pear smudger; in the spring picked strawberries, lomaloes and pears. I realize how impor tant general farming, fruit in dustry, lumber industry and small businesses are to Jack son county's economy. Success in Activities I have been successful as a teacher, coach, professor, ad ministrator, businessman, sub divider and public servant. Preceding the primary elec tion, I made the following statement of principles. I slill believe them. First: I believe in sound, planned county gov ernment. Second: I believe in the free enterprise system. Third: Our county should have partisan politics. Fourth: Good government should start at the cily and county level. Seventh: Jackson county must continue to be a good place to live. Eighth: County officials should conduct themselves as servants of the people of Jackson county. Two items, schools and roads, take most of our bud geted moneys. I am for good roads and good schools. In this day one cannot be against progress. You do not have to be a "yes" man cither. I assure you that I do not be lieve in deficit spending. In many of the larger proposed improvement projects, I can see no reason why you, "the citizen," should not be given the opportunity to make the decisions on what you want. You should then have confi dence in your county court, to see that for every dollar spent, your county gels a dol lar's value. Recreation Field In the field of rccrcalion, I feel the county should work closely with the forest service, state park department and federal agencies. I do not believe the county should go into the real estate business, but good toads to the recreation centers are a i must. I am not against picnic j areas and camp sites. Anglers and hunters pay a good part ! of their own expenses for recreation. ! I am for replacing the base-! , ball scats at the county fair-1 grounds, starting with a small j and modest park. Other little j league parks should be made l available lo the recreation de partment. By furnishing recre ational activities, we can cut down on the money spent in j the rehabilitation of dclin-i j quent youlh. j Favors County Fair j I am for a county fair, if it can be more or less self sup porting. A master plan should be developed for the fair grounds with emphasis put on the existing 4-H and FFA and other youth activities. A i modern, up to - date fair grounds could become a real part of the life and every citi zen in Jackson counly.
