THURSDAY. British Agree To Pay Portion Of Costs for Development of United States Skybolt Missile Washington - WPI) - The Brit. . Ish have agreed to pay more .than $20 million toward de velopment of the U.S. Skybolt missile and to conduct their own full-scale lest program on .American soil, it has been learned. The 40-fool, two-stage Sky bolt, an intercontinental mis sile in every respect that will travel the first leg of its Jour ney by plane, is to be ' mar ried" to the U. S. B-52 and 'British Vulca nbombers. Several of the white, delta- ' hinged Vulcans will be flown ' next February to Elgin Ail Force base near Valparaiso Confusion Education Ex-Official Washington - (UPII - Dr. Stcr ling M. McMurrin, former Federal Education com mis sioner, has staled that "an enormous amount of confu sion" is hobbling the agency he just left. He suggested that creation ot a cabinet-level department of education would help erase the confusion, and improve I educational , programs super vised by the federal govern ment. McMurrin, in a recent ad t dress before the council for 'basic education, said it was "ludicrous" to have a special ' department for a strictly busi ness funciton such as the post office, and not a similar ad- ministrative entity for a pro gram so vital to the Ameri can society as education : "Much more could be done if a department of education .were created," he declared . S. investment in the missile's development, over a period of four years, is sched uled to total $492.6 million by r.exl July 1. The eight-jet B-52 can carry four of the big missiles under its wing. It is expected that the four-jet Vulcan will be fit ted to carry two of them in similar fashion, Air Force leaders believe that the Skybolt, with a range of its own of more than 1,000 miles, will extend the military usefulness of subsonic jet bombers several more years into the missile age. In the U. S. Air Force, it is expect ed lo be operational before the end of 1964. Four Teiti Conducted Only four tests of the mis sile have been conducted so far, and only one of these in volved firing both stages. When perfected, the Skybolt will be equipped with a nu clear warhead and the most advanced astro-inertial guid ance system. The British testing colony, known as the BJTF for British Joint Trails Force, is the first of foreign military group to be established in the United Stales during 17 years -at mil itary assistance and cooper ation. The U.S. is maintaining military aid groups in 58 countries. MEDFORD? $ T 99 MEDFORD University Fund For Development Reviewed in City The role of the develop ment fund in aiding the con tinued growth of the Univer sity of Oregon was outlined this morning by Dr. Arthur Flemming, president of the university. Addressing a group of about 30 Medford men, Flem ming said the university is receiving national recogni tion for the caliber of its fac ulty and for such recent de velopments as the honors col lege, now in its third year. The breakfast meeting at the Rogue Valley Country club was hosted by Medford Attorney Otto Frohnmayer. Flemming was accompanied by Dick Williams, director of the University of Oregon De velopment Fund. The Medford visit was part of a movement by university heads to revitalize the devel opment fund program. Med ford is one of six communi ties in the stale which have been selected as organization centers for the fund drive. Frohnmayer, chairman of the fund drive in Medford. an nounced the appointment of four captains to spearhead the local campaign. University of Oregon alumnae in the area will be contacted In the near future and their support of the program will be solicited. Dr. Flemming and Williams spoke to a group in Klamath Falls yesterday ab. lit the de velopment fund. They left Medford this morning to re turn to Eugene. Among those attending was Congressman Edwin R. Durno, who stated he is leav ing for San Francisco shortly for a briefing on the Cuban situation. Their equity In these dwell ings, representing market Papers of Former Oregon Governor Given To Library Eugene - The papers of a former governor of Oregon, Albin W. Norblad, have been placed in the University of Oregon Library by Congress man Walter Norblad. Included in the collection of documents are speeches, cor respondence, printed material, and momentos relating to Governor Norblad's public ca reer. Governor Norblad, who served as Governor from 1929 to 1931 had previously served in the Oregon state senate. The wide variety of the Governor's interests on both the local and the national lev el is reflected in the collect ion. Not Often Obtained As a political figure, Gov ernor Norblad received pro motional and special interest literature from many sources. This, included in the papers, is a type of material not often obtained by libraries. The Norblad papers also en rich the university library holdings by their inclusion of such items as printed political speeches, privately published historical studies, posters, and left and right wing party lit erature from Oregon. Norblad was one of the founders of the Oregon Coast Highway movement. The col lection contains materials that form an important source of information on the history of the so-called "Roosevelt High way." The Norblad Papers, Librar ian Carl W. Hintz noted, lo gelher with other collections of recent political figures of the Pacific Northwest, will bring a new dimension to the writing of Oregon history. SEEKS ACTION Washington-HIPIRcp. Chet Holifield (D-Calif.), chairman of the joint committee on atomic energy, Wednesday asked President Kennedy to renew his efforts to get con gressional action on a civil defense program. He said the shortcomings of civil defense have been due to "too little understanding of the hazards of nuclear war." Locally and elsewhere across the country, Americans have built up vast assets for themselves over the years by acquiring their own homes. Valua of Holdings Nationally, the value of these holdings is placed at more than $400 billion, sub ject to mortgages of $117 bil lion. The facts and figures come from the recent Census of Housing and from studies made by the University of Michigan's Survey Research ! Center. In Medford, there were 5,226 such home-owner dwell ings, some new and some old, listed as of 1960. Their value, based on the median asking price, is placed at $11,600 per unit. It adds up to a grand total of $60,622,000 in market value locally. The total has been grow ing, year by year, in line with the general rise in realty prices. Mortgage Debt Key How much would local home owners be able to re- j aiie iium lueir properly, u they were to sell it? In other words, what is its net worth? The amount of mortgage debt is the key. The housing census shows ! that there are mortgages on 66 per cent of the non-farm : dwellings in the region en-! compassing Medford. j The average debt per mort-1 gaged home in the area is j about 15 per cent larger than the average in the rest of the United Stales. Taking these findings into I account locally, the amount; of outstanding mortgage debt: on such housing wilhin thej city is estimated at $23,643, 000. It leaves $36,979,000 as the net asset value, which is the equity that local home own ers have in their properly. Spurring the increase In home ownership in the United States in the last 10 years were Government - backed loans. They enabled many people lo buy homes with small down payments. I Raymond Duane Denny was sentenced to four years in prison by District Judge Gus Solomon for violation of the Dyer act, which pertains to interstate transportation of stolen vehicles. Denny was arrested in Au gust by Medford city police on a charge of bringing a stolen vehicle from California into Oregon.
