Red China Calls For Peace Talks; Troops Advance New Delhi, India-IUPD-Com-munist China called for troop disengagement and peace talks with India today even though forces were smashing deeper into Indian territory. In a formal statement, the Peiping government proposed a meeting between Premiers Jawaharlal Nehru of India and Chou En-lai of China to halt the bloody fighting on the mountainous border be tween India and Red-held Tibet. The three-point Chinese statement appeared to contain nothing new from . previous Peiping proposals for negotia tion which have been reject ed by the Indian government. There was no immediate In dian reply to the proposal. An Indian spokesman admitted earlier that advancing Chi nese forces were threatening the town of Twang, about 18 miles inside the border on the eastern sector of the broad battle front. Bead Over Hadio The Chinese statement was broadcast over Peiping Radio by the Communist New China News Agency. It proposed: Thnt hnth sides disengage nnrf withdraw 20 kilometers (about 12.5 miles) from the line of "actual control- along the entire border. That China and India agree not to cross the "tradi tional, customary line" In the middle and western sectors of the border. The current big Chinese ad vance is in the eastern sector. It said the talks could be held either in Peiping or New Delhi. Drive Seven Miles On the fighting front, an Indian Defense Ministry spokesman said the Chinese have driven seven miles trom Khinzemane which fell to the Reds lost Saturday. Khinzemane was one of In dia's key defense posts along the Northeast Frontier Agency border with Tibet. The drive would put the Chi nese about seven or eight miles from Twang, a town of 25,000 and the second largest In the NEEA.. The Indian defense spokes man said the situation on the western front In Ladakh was unchanged, although Chinese broadcasts claimed Commu nist troops were advancing on both sectors of the front, al most 1,000 miles apart. Nehru has refused to enter negotiations with China until Indian comiitlons are met, In cluding withdrawal of Chi nese forces from Indian- claimed territory. Pope Renews Plea For Peace Meetings Vatican City - IUPII - Pope John XXIII today reiterated his appeal to world statesmen to sit down around a table and seek ways to avert war. The pontiff, addressing a weekly general audience in the Vatican's Hall of Benedic tions, did not refer specifical ly to the Cuban crisis or the Sino-Indian fighting. He spoke of the problems of peace and war only briefly and in gen eral terms. "I always speak well of all those statesmen, here and there, in this or that land, who are busy meeting in or der to avert war and bring a bit of peace," the Pope said. "But of course only the spirit of the Lord can accom plish this miracle, because obviously where there Is no substance and spiritual life many things cannot be accom plished." A warrant was served on Grenfell at his room in Bess Kaiser Hospital where he has been undergoing treatment for injuries suffered in the Oct. 8 accident. Earlier Grenfell, a Demo cratic candidate for the Mult nomah County Commission, was charged with filing a false police report. The charges stemmed from a two-car accident in which Harold A. Jones, was killed. A housewife, Mrs. Natalie Crenshaw of Portland, was found at the scene. Grenfell was found injured near the scene four hours later. Grenfell first said an ab ductor had flung him from a moving car, then later ad mitted driving the auto that collided with Jones' car. Morse cut short his already abbreviated campaign for re election Tuesday and flew back to Washington after re ceiving a wire from Assistant Secretary of State Fred G. Dutton. Dutton said Secretary of State Dean Rusk wanted Morse to return to the capital for consultation and briefing. Morse, chairman of the Latin American Affairs Sub committee of the Senate For eign Affairs Committee, said his subcommittee would be in close contact with Cuban de velopments. Thornton said to day he is studying the possi bility of filing a suit against Republican Gov. Mark Hat field to test Hatfield's author ity to employ a legal aide at state expense. Hatfield hired the aide, Lor en Hicks, after Hatfield was elected in 1958, ignoring leg al services available through Thornton's office. At a debate in Portland Tuesday night, Hatfield gave Thornton a letter authorizing Thornton to file a test case. Morse's wife addressed a Kiwanis Club meeting in Portland Tuesday in place of her husband. Republican Gov. Mark Hat field, Democratic Atty. Gen. Robert Y. Thornton and Inde pendent Robert Wampler clashed in a joint appearance before an audience of some 400 at a Portland rally. It was the first time during the campaign that the three gubernatorial candidates shared the same stage. Hatfield and Thornton tan gled on how to make the gov ernor more effective. Hatfield recommended streamlining the executive branch, setting up a cabinet, and gaining of the governor before the attorney general can under take any major case. Thornton, Democratic nom inee for governor, called this action by Hatfield "nothing but a political grandstand stunt." Commenting further on a possible law suit, Thornton said "I'd like to have some Democratic judges for a change to hear the case." This was an obvious reference to the Oregon Supreme Court, which Thornton contends is Republican-influenced. Last month, the Medford to tal was $612,727, compared to $212,949 in the same month last year. In Grants Pass the September total was $1,179, 250, up substantially from the $128,400 in September, 1961. The large increase is due to the construction of the Jo sephine General hospital.
