By JOSEPH FINNIGAN United Pratt International Holly wood -WW- Edgar Al len Jones, a make believe television jkudge and a real life university law profeysor, advocates using electronic computers in the administra tion of justice. The same machines being used to send man to the moon could help solve prosaic and worldly problems, scholar Jones says. He thinks their phenomenal1 capabilities can aid justice. Jones edttcd a book on the subject, "Lew and Electron ics: The Challenge of a New Era." The book is published by Matthew Bender and Co., Inc., and royalties from its sale go into a fund to support legal research at the Univer sity of Califtornia in Los An geles where the 41-year-old Jones is a law professor. He and his colleagues have taken their -plan to the Los Angeles superior court which appointed a conimittee of sev en judges, a scientist and Jones to stuvdy the problem. Created by Decisions "I think the most dramatic thing here is that today there isn't anybody, any place who can tell whaU is happening to what consulates 95 per cent of law in terms of what courts do," Jones said. "The reason for this is that 85 per cent of the law is created by decisions of trial courts. There's just mo way of find ing out what they are. "You can find out what happened in the case of Fin nigan vs. Jones if you look for it specifically. But you can't find out; what happened ca?e UBe rinnigan vs. Jones. You can only find them in decisions of appellate courts. But 85 per cent of the cases are itot appealed. "Electronics can help by making available to the law yer's inquiry how certain kinds of cases) were handled. Everything that happened in the court would be filed by the computer. Bonefil of Computer One benefit of the comput er, Jones says, 'would be liter ally closer to home than the often highly legalistic actions of courtrooms,! That's in the fat 'ily conciliation courts. Citing the thousands of do mestic cases handled in the Los Angeles concoliation court, Jones said there now is no exact method of getting specific information without relying on human memory.
