Powdered Orange Juice on Way to Nation's Markets Washington - IUPD - Powder ed orange juice is on the way to market. Scientists of the Agricul ture Department and the Flor ida Citrus Commission are developing an experimental . powder which dissolves read ily in cold water to make orange juice. It needs no re frigeration and can be stored on the pantry shelf. To make the powder, small amounts of edible emulsifiei are added to concentrated orange juice so it can be whipped into a foam. The foam is then forced through a press in spaghetti-like strips onto a moving belt and dried in a stream of heated air. Tha dried strips are ground into a powder and flavored with orange oil. Moisture Absorbed The powdered juice is pack aged with a drying agent, which absorbs excess moist- - ure and prevents caking. Before the new orange juice : powder can be manufactured : commercially the scientists . must determine whether it can be stored for long periods without flavor changes 01 . other serious deterioration. : Further research also is need ed to determine the drying . conditions that will preserve the fresh orange juice flavor. i The powdered orange juice ; tests are under way at the ' Agricultural Research Serv ice Laboratory at Wintei Haven, Fla. Study Urged for Education Requests Salem -lUPll- Education re quests for the next state budg et need a long, hard looking Into, State Rep. George An nala (D-Hood River) told the Salem Chamber of Commerce. He spoke is manager of Oregon Tax Research, a non profit firm. He said that education agen cies are asking $312.5 million for 1863 - 65 compared to $209.9 million in the current biennium. Annala, who loses his House seal in January becnuse of the 1961 reapportionment, said Oregon's community college program is "growing into a monster." Speaking of educational tel evision, he said "before we spent another dime, we should get proof of its value and find out how many people it reaches." Heavy Damage in Forests Reported Portland -I1IPH- Forestry of ficials reported heavy dam age to timber stands because of last Friday's storm. Russell E. Getty. Bureau of Land Management director for Oregon, said some 200 million board feet of standing BLM timber were knocked to the ground. But he added that by the time es-timatcs are completed damage may run to as high as one billion board feci. He said the timber would not be a total loss as some would be salvaged. A U.S. Forest Service spokesman said after air and ground surveys were made Monday that no figures were available at the moment' "but we know the damage will be high." -Tift ; t V. Gout Many a man writes wonder ing whether he has the gout. One doctor thinks perhaps he has, and others doubt it. If tne amount is always above 6 mgs., it may be that the per son has a tendency to gout. Usually the diagnosis of gout can easily be made if, even once, one of the man's great toe joint becomes red and inflamed and very pain ful, perhaps about two o'clock in the morning. Sometimes another single joint will give trouble, or several joints will ache. Often, when I find gout, I find it in a stout man whose blood cholesterol, blood sugar and blood urea are all slightly above normal, showing that in several ways his blood chemistry i s slightly ab normal, and his health is in danger. Curiously, women rarely have gout. In regard to treatment, I doubt if diet often helps very much, unless a man who for long has been eating too well and gaining weight goes on a reduction diet and loses weight slowly. If then he will only stay on his diet, and if he will take off 30 or 40 or even 50 pounds, he will prob ably feel immensely better, and then he is likely to add several years to his life-span. If he leaves his body chemis try in poor shape, he is likely to get hardening of the arter ies, high blood pressure, heart attacks, or a stroke. The reason why a diet will not always lower the amount of uric acid in the blood is that much of this acid is made in the body. It is the same way with cholesterol. Much of the cholesterol in the blood is made in the body, and hence a cholesterol-free diet can not lower the blood cho lesterol level below a certain point. Some exercise, like walk ing, may help the gouty man a great deal. Cutting down on the amount of liquor drunk can also help. But dieting can not be counted on to keep at tacks of gout from coming. There is much that we do not know about the disease. They held a three-hour dis cussion that may have includ ed Berlin. A U.S. Embassy spokesman declined to comment on the meeting. While the meeting had been expected from the protocol standpoint, its unusual length indicated Kohler and Khru shchev used it as an oppor tunity to go over a wide range of issues. Observers said they con sidered it likely that Kohler and the Soviet leader men tioned the Berlin and German problems during the talks. automobile In my opinion, however, the adjournment problem is more complex than that. It has its roots in the Constitu tion itself and in the prevail ing belief among the founding fathers that the federal gov ernment would have three branches. As this year's congres sional session clearly dem onstrated, there are actual ly four branches, which can be identified, reading from left to right, as the execu tive, the judiciary, the Sen ale and the House. It has become almost totally unrealistic to regard Cong- ; rcss as a single legislative i branch, as the founding I fathers envisioned. During the first part of a session, the two chambers get along well together, mainly because they can ignore each other. The House passes its bills and the Senate passes its bills, and if both want to in vestigate Billie Sol Eslcs, what's the harm in a little duplication? It is when the time comes for the meeting of the twain that difficulties begin to arise. The hitch is in getting the Senate to pass the House bills and the House to pass the Senate bills. That, it seems to me, is the chief weakness of the legis lative system. Offhand, I can't see any good reason why they should have to come to terms. Why not let each legis-' lative branch enact iti own legislation and be done with it? The Senate could pass bills to please the liberals and the House bills to please the conservatives, or vice versa. That would make everybody happy and put an end to time-consuming compromises. 11 also would eliminate the necessity of the two branches adjourning at the same time. It might be argued that two different bills on the same subject would cause con fusion, but that could be eas ily resolved. Viet Nam (UTD Communist Viet Cong guer rillas Tuesday shot down a U.S. Air Force T28 fighter bomber flying cover over the wreckage of an American mil itary observation plane which crashed Monday, a U. S. spokesman reported. Three airmen were killed in the original crash but the pilot and lone occupant of the T28 survived and were rushed to a military hospital at Tan Son Nhut airport near Saigon. The observation plane was flying reconnaissance for troops of the South Vietna mese 2Hrd Division in opera tions against the Viet Cong in the mountains north of Banmcthuot. Killed in the crash were a U. S. Army special forces cap tain and an Army sergeant. Their names were with held pending notification of next of kin.
