OREGON Michigan Incumbent Making Use of Top Democrats in Campaign Efforts Detroit - IUPI) - President Kennedy and top Democratic leaders are going ail out to reelect Michigan Gov. John B. Swainson and short-circuit the budding political career of former auto maker George Romney. Romney terms it "a feder ally organized rescue mis sion." Swainson calls it "nor mal campaigning practice." But no matter which side is doing the talking, it is ob vious the white House is con- cerned about Swainson's chances in his bid to extend to 16 years Democratic con trol of the Michigan slate house. A virtual "Who's Who" of national party figures, led by the President himself, has given Swainson a hand. Kennedy made a whirlwind tour of Michigan Saturday. Wilderness Bill Seen Abandoned For This Year Washington - IUPII - Demo cratic leaders passed the word Tuesday that they have aban doned hope of enacting in this cession any version of Presi dent Kennedy's plan to estab lish a national system of wilderness lands. The legislation passed the Senate but foundered in the House Interior Committee as a result of opposition from lumbering, mining and other local interests. There is utile doubt that it would pass if it reached the House floor. Maneuver Urged Backers during the past few days have privately urged Democratic leaders to resort to an unusual parliamentary maneuver in the Senate in an attempt to clear the way for House action. They proposed that the Senate be asked to pass the legislation a second time by tacking it on to the last money bill of the year. This would re quire a two-thirds vote of ap proval by the Senate. It also would require clearance by the House Rules Committee. Democratic leaders consid ered this strategy but rejected 11. They decided that chances for carrying the maneuver to a successful finish were du bious in a Congress that al ready is angry over being held in Washington so long. Rank and file legislators generally are anxious to clear up all remaining "must" bus iness and adjourn quickly. Few have stomach for any battles that can be avoided. Future Chances Good One of the factors In the decision of the Democratic leadership is the conviction that the prospects are good for enactment of the legislation in a form satisfactory to Ken nedy by the next Congress. Backers intend to push for action as soon as the new Congress convenes in January. This year the House Interior Committee, after dragging its feet for months, finally scut tled the legislation by giving the Mouse a take-it-or-leavc-it choice of a sharply revised version which the administra tion opposed and which In terior Secretary Stewart h. Ben Bella To Back African Nationals United Nations, N Y. -'ITU Algerian Premier Ahmed Ben Bella has pledged uncondi tional support to African n.i tiimalists in Iheir .struggles in Angola, Rhodesia, South Af rica and Southwest Africa. He made no mention of the Hlualion between the United States and Cuba, which he Is scheduled to visit after talks with President Kennedy in Washington next week. But lie did support the sealing o Communist China in the United Nations. The Algerian leader, whose country became the Hllllh UN member Monday, told the General Assembly his govern ment stood with the Aral) League countries against Isra el on the problem of more than a million Arab refugees of the 10-18 Palestine War. Patrick McNamara and Philip Hart also plan to campaign for Swainson. Much To Gain Romney has been unable to counter the horde of glamor ous names plugging bwain son's candidacy. Two of the brightest GOP stars, New York Gov. Nelson Rocke feller and former Vice Presi dent Richard Nixon, have their own campaigning to do. And Romney has made no attempt to bring former President Eisenhower to Michigan. A win for Romney would put him solidly in the 1964 presidential picture. Although he disclaims any interest in the White House, Romney would be a highly regarded GOP darkhorse if he could sweep to victory in a pop ulous industrial state like Michigan. The Michigan gub ernatorial term Is two years and Romney would be free in 1064 to seek a higher office. The latest public opinion polls put Swainson and Rom ney ncck-and-neck. Swainson is strongest in the industrial areas, particularly Wayne (Detroit) county, where the state AFL-CIO is actively campaigning on his behalf. Romney's strength comes from out-state, although he was expected to make a bet ter showing in industrial areas than previous Republican can didates. Veteran vs. Novice Swainson, 37, has had wide political experience as gov ernor, lieutenant governor and state senator. A war vet eran who lost both legs in a World War II land mine ex plosion, he became the Demo cratic standard-bearer in llriO when popular G. Mennen Wil liams voluntarily bowed out after an unprecedented" six terms as governor. Rmnrv. 55. has had no political experience other than as a delegate 10 mien ipan's recent constitutional convention. His greatest suc cesses came in the business : world and particularly at American Motors Corp. where he fathered the compact car and saved the firm from fi nancial ruin. Swainson was born in Can ada and Romney in Mexico.
