Miss Graham is a daughter of Mr. and Mrs. E. O. Graham, 800 South Third street, Jacksonville. For the occasion she wore a while brocade floor length gown with a waist corsage of blue carnations. Sanford, Central Point, Mrs. Richard Roberts, Kla moth Fulls, and Mrs. Russell Berriman; her bothers, Lynn and Edward Graham, and her sister, Miss Priscilla Graham. Also introduced were John Pond, grand officer of the grand commiindry of Knights templar; Glen W. Smith, grand captain of host, grand chapter of Royal Arch; George Redhead, worshipful master of Warren lodge, and Ralph Lue, thirty-third de gree Mason. She was associated with the old Community hospital until the new Rogue Valley Memorial hospital was built and since that time she has been actively engaged in nurs ing there. She began her ca reer in Illinois. Attending the Wednesday night event given in tribute to her years of service were rptfistnrpH nurses and other staff members of the Rogue Valley Memorial hospital. He urged the mem bers to roll up their sleeves and become crusaders, saying "the influence of a single per son or groun can be unlimit ed." He commented that few people are acquainted with their own municipal set-up. In a brief outline of the character and its relationship to state authority lie explain ed the various powers and provisions, differentiating be tween directive and permis sive autnority. He ciscussea home rule as it is practiced in some cities and touched on the question of zoning ordi nances from the viewpoints of opposing groups. It is his opinion that planning and zoning should be of particular interest to the League of Women Voters and suggested that a woman on the planning commission might be an ex cellent idea Mr. Skerry discussed Ash land's council form of govern ment and in answer to a ques tion about t h e advisability of having a city manager gave in some detail tne compar able service rendered by Ash land's city superintendent, saying that trained city man agers can, and do, commano large salaries and are ex tremely hard to hold for any length of time. Ashland's re quirements are met mostly through the authorized chan nel of city superintendent. Ashland's municipal law en forcement officers came in for high commendation, although the city's lack of personnel hampers full efficiency, he said. He gave facts and fig ures on the city's sources of rl'vonni, and Dointcd out that Ashland's assessed valuation is less than Grants Pass and Medford and yet it gives serv ices seldom found in a town of its size, lie listed mainte nance of a cemetery, the up keep of a large public park, a municipal hospitill, and a city band. There was a general discus sion of the electric depart ment and local rales ol utili ties and numerous questions from the audience on me iaci. of industries in the communi ty, concensus being that n Z.
