pain Oounts 368 Dead in Flood; Asks U.S. Air Force Aid Kennedy Given Full Backing To Deal With Military Build-Up by Communists in Cuba Washlngton-WD-President Kennedy had full congres sional backing today for whatever steps he considered necessary to deal with the Communist military built-up in Cuba, including use of U.S. troops. The House completed con gressional action on a Cuban f i g h t-if-we-must resolution Wednesday. It cleared the House by a 384-7 vote. The Senate had passed it previous ly, 86-1. Opponents contended the resolution was not strong enough. Criticism Not Indicattd The lopsided House vote did not indicate the strong criticism of Kennedy which preceded it. Many lawmakers, especially Republicans, said he was not being tough enough in handling the Cuban situation. Lumber Shippers Gaining Market Seattle (UPD North west lumber shippers appeared to be gair..ig back some of the Atlantic markets from British Columbia, according to figures released by the Pacific Lum ber Inspection Bureau. But the PUB Indicated the gain was very slow. August waterborne ship ments from Oregon, Washing ton and California to the At lantic coast totaled 42,777,643 board feet compared to 65, 029,633 board feet from Brit ish Columbia. The Pacific coast share of the market equaled about 40 per cent, about the same as for July but well ahead of January and April when U. S. shippers had only 28 per cent of the East coast market. All water shipments from B. C. decreased during the last three months, while U. S. ship ments increased. The PUB indicated that Canada has been aiming more shipments at Britain and Japan. The President had few de fenders, but one of them, Rep. Emanuel Ccller (D-N.Y.), urged the American people to put their faith in Kennedy and ignore "the paper mache generals." , Before sending the resolu tion to the White House, the House defeated 251 140 a Republican effort to "Strengthen" the proposal by declaring the Soviet military build-up in Cuba to be a clear violation of the Monroe doc trine. Administration supporters said was the not Thomas E. Morgan (D-Pa.), of the House Foreign Affairs Committee, said that "the rulers of the Soviet Union will get the message." In Its final form, the reso lution amounted to congres sional approval of any steps Kennedy might take should the Soviet arms build-up in Cuba reach aggressive or of fensive proportions. Practically Unanimous GOP House members made their bid for a stronger lead ership. Chairman Charles B. tougher language , Hoeven (R-Iowa) of the House needed. Chairman Republican Conference said support of the move was "practically unanimous." Tanganyika- l)Pli-The Tanganyikan govern ment today sought approval by the National Assembly of a bill that would allow authorities to detain parsons considered security risks. Home Affairs Minister Oscar Kambona submitted the bill to the assembly Wednesday. He said the "continued stability and security of the state necessitates that the executive should have the power to detain persons who-threaten the stability or security." FILIPINOS SAID READY TO 'FIGHT AND DIE' Manila-Wli-President Dlosdado Macapsgal said Wednes day that Filipino soldiers are "ready to fight and die"'in the defense of democracy. HELICOPTER CREWMEN HURT NEAR SAIGON Saigon, Viet Nam-iUPIi-Two American helicopter crewmen received slight injuries when a U.S. Army helicopter was hit by Communist ground fire south of Saigon, American mili tary sources said Wednesday. The names of the crewmen, who were treated In a local hospital, were not immediately available. The sources said the H21 helicopter continued flying after it was hit and returned to base. SOVIET AIR SQUADRON DELIVERED TO INDIA New Delhi. India- UPluRussia delivered a second squadron of transport aircraft to India last week, reliable sources here disclosed Wednesday. The AN12 aircraft were reportedly delivered to Indian defense authorities to haul supplies for border road develop ment. Russia sent one squadron of the planes to India last year. Census Figure Shakes Schrunk Portland - OIPU - "This I cannot believe," said Mayor Terry Schrunk Wednesday about 1962 state census fig ures which show Portland losing nearly 2.000 population since the 1960 federal census. "The figures . . . show Port land declining at a rate 10 times faster than it has in the past decade," he said. "This I cannot believe." The 1962 board estimate was 370,906. The 1960 federal figure for Portland was 372, 676. The board's estimate could cost Portland some $40,000 in city-shared state money. The mayor challenged the board's methods of estimating and computing population. He asked Chairman Don Ellis of the census board a chance to present the city's estimates. Schrunk said gains have been made in the total housing in ventory. Richard Irwin, acting board director, said the city used only building ocrmits and demolitions in its estimates. He said Census Board figures were based on-residential con struction, residential electric meters, grade school enroll ments and regislercd births and deaths. About, one in five Ameri cans moves each year, accord ing to the Census bureau. Toll Expected To Increase in Outlying Areas Barcelona, Spain-d'PU-Span-ish authorities today asked the U. S. Air Force to aid sur vivors of Spain's worst flood of modern times. The casualty toll rose to 368 dead, 465 missing, and 536 injured. Heavy rains predicted for today had not come by after noon, but officials expected the death toll to climb as res cue workers reached outlying villages hit by the flash flood ing Wednesday.
