T ,i3 - - - -a SEAT BELT "CLINIC" - Members of the Medford Jaycees couldn't install seat belts last enough at Mcdtord shopping center yesterday morning as hundreds of auto mobile owners were on hand early to take advantage of the bargain rate for the life saving belts. The Jaycees are offering the seat bells plus installation for $5 per unit. The picture above shows the production line, located on the north side of the Shop ping Center. The clinic will be open all day today, according to Jaycee President Richard Frey. 53 Per Cent of Local Families Make $4,000 Annually After Taxes Medford has more families with incomes over $4,000, pio portionately, than have most communities in the stale of Oregon. Also, it is found, the proportion with low incomes is below average locally. It appears that the general movement has been upward for some time. The result has been that many local families have graduated from their former income brackets and have moved a step higher. The details are brought out In a nationwide study of in come groupings, prepared and copyrighted by Sales Manage ment. It shows, for each lo cality, how much of its pop ulation falls within each bracket. The breakdown gives a bet ter understanding of the qual ity of a market than docs the term "average income." It re veals whether a high income area is so because of a concen tration of wealth at the ex treme end of the income scale or whether it is due to rela tively Rood incomes across the board. In Medford, the general lev el is high and the spread is good. Some 53.0 per cent of the local households, it is shown, had cash incomes, aft er taxes, ol $4,000 or more in 1961. This compares favorably with the ratio in the rest of the state of Oregon, where MEDFORD I SHEMD only 49.5 per cent of the households were in the plus $4,000 brackets. Have the gains been real ones or imaginary ones, wa tered down in their effect by inflation and by increases in the cost of living? Government reports show that such offsets have been small in the last few years. Most of the added income has become available for spending. The SM study lists 14.2 per cent of Mcdford's households in the $7,000 to $10,000 brack et. They received 19 4 per cent of ail local income. - Those with cash earnings of $2,500 to $4,000, after taxes, comprised 24.5 per cent of the households They account ed for 1.1.1 per cent of the in come. The 53.0 per cent with earnings over $4,000 collect ed 81.3 per cent of the total. Solons Clash on Timber Question Washington -IIIPII- Sen. Mau rine B. Neuberger (D-Ore.) clashed in the Senate Friday with Sen. Karl Mundl (R-S.D.) over the South Dakolan's de mand for restrictions on lum ber imports from Canada. "There are other ways to negotiate with Canada other than putting quotas on Cana dian lumber," Mrs. Neuberger said after Mundl had com plained of the impact of Ca nadian lumber exports on the lumber industry in his slate. I The Oregon Democrat said she felt American industry, including the hard - pressed lumber industry, could com pete without resort of strict tariff measures. Mrs. Neuberger said modi fication of the Jones Acl, which limits cargo shipments between U. S. ports to Ameri can ships, would do more than anything else to help the lum ber industry compete with Canada. She has introduced legislation to allow U. S. lum ber producers to ship aboard lower-cost foreign vessels in an effort to meet Canadian competition on U. S. east coast markets. I Nkrumah Orders Emergency State After Explosions Accra. Ghana -lUPh- Presi dent Kwame Nkrumah pro claimed a state ot emergency in the Accra area Saturday because of "recent bomb ex plosions," at least one of which was an attempt to as sassinate him. "In view of the recent bomb explosions in the country, re sulting in the death of or in juries to several citizens . . . The President has proclaimed a state of emergency in Accra with effect from today," the government statement said. The proclamation forbids all public meetings' and pro cessions and authorizes house searches "in the public inter est." Controls were clamped on movement here at dawn. Cars and pedestrians were stopped and searched. Three persons died in hos pitals Friday as a result of homb blasts Thursday, the Ghana news agency reported Saturday. Police and hospital officials said about 100 per sons were injured in the two explosions. The' news agency added that "several hundreds" of police from across the country were drafted into service at Accra where they were searching houses for arms Saturday morning. The explosions in the capi tal came during celebrations of the eve of Nkrumah's 53rd birthday. Less than two weeks ago a bomb was hurled at the gates of Nkrumah's official residence, killing a girl. Four Die in Light Airplane Crash Burlingame, Kan. - IIIPH -Four members of a New Mexico butane firm were killed Friday when a light plane crashed in a pasture near this eastern Kansas town. One wing was found one-half mile from the main wreckage. The pilot, Bluitt Cotton. Mr. and Mrs. Jerry Stolz and Curtis E. Maroney were killed. Stolz formerly was ed itor of the Lovinglon Daily Leader. All were residents of Lovington but had recently moved the business to Albu querque. Cotton's body, still strap ped to a scat, was thrown from the wreckage and start-' ed burning. The Federal Aviation Agency said they had taken off from Amarillo and plan ned a landing at Kansas City on a flight from Albuquerque to Chicago and Detroit. Legislator Irked By Large Sign at State Fairgrounds Salem -IIIPH- A Democratic state legislator complained Friday that an official Oregon Slate Fair sign at the state fairgrounds promoted the can didacy of Republican Gov. Mark Hatfield, who seeks re election in November. State fair officials immedi ately denied this. Rep. Thomas McClellan (D Neotsu) referred to a large sign at the entrance to the fairgrounds here bearing the names of Hatfield, and those of Oregon Fair commissioners. Over this appears the word ing: "Your Slate Fair is not supported by tax money." In a letter to the Salem Capital Journal, McClellan said. "I am not neccsarily ob jecting to the use of public funds to promote personal po litical fortunes provided all candidates are given uniform treatment." Political Purposes Howard Maple, State Fair manager, said the sign has been up for three years. He added that "We've never giv en any thought to anything political connected with that sign. It in no way was used for political purposes." Maple said, however, that in view of the criticism the sign section about non-tax sup port of the fair was being taken down. McClellan complained also that since the Democrats came to power in the legislature several years ago, lawmakers no longer get free admision tickets to the fair. "When the Democratic par ty became the majority party this practice was discontin ued," McClellan said. Maple said the State Fair commission stopped giving out the tickets because many leg islators felt it "wasn't neces sary." Partisanship had noth ing to do with it, he added. Three Teenagers Sought by Police Corvallis -WW- Three teen agers, believed to be two boys and a girl, were sought by state police and the Benton county sheriffs Saturday as suspects in the theft of two cars and a burglary. The George Scheele home near Blodgctt was entered Fri day and rilles and a quantity of ammunition were taken. Police said the loot was re moved in a station wagon stolen at Salem. The car was located Friday night abandoned at the upper end of Woods Creek rd. on Mark's Peak. Officers responding to a'call from Fred Kiger of Blodgetl were told a meal had been cooked and eaten and the en tire house apparently ran sacked while he was at work. Kiger said that when he returned home he heard his car being driven away and rushed out to yell at the occu pants. He said one of them thrust a bolt action rifle out of the car window and he heard a snap as the trigger was pulled, but the gun failed to fire. Wiring of a pickup truck at Kigcr's place had been pulled loose, he found, when he attempted to use it to fol low the trio. No Present Plans To Appeal Freeman Case Bend -lliPli- Counsel for con demned slayer Jcannace June Freeman, 21, indicated Friday there arc no present plans to ask the Orcnon Supreme Court for a rehearing of the case.
