BUTITSIHERE." m f MILESTONE: A S300 BILLION PUBLIC DEBT We have just reached a milestone in the economic-financial history of our nation. Our total national debt has crossed the $300 billion mark for the first time. What's more, there's no doubt that our national debt will continue to climb toward the new "temporary" ceiling of $308 billion, for our federal budget is running in the red and the Treasury in coming months will have to borrow billions to pay the government's Dills. There's also no doubt that the Kennedy administration in 1963 will again have to go through the agonizing annual routine of asking Congress to renew the "temporary" limit, for the amount of debt reduc tion to be achieved in this period is to be infinitesimal in deed. Now having put the blunt dollar facts about the debt on the line, let's put the usual questions about the debt on the line too and submit equally blunt answers. How much has this debt risen? How much greater a burden is this on our generation than on the last generation? How does the growth in the federal debt compare with the growth in other types of debt in our country, in our national wealth, ,etc? Q. How much has our national debt grown since World War II? A. In dollar totals it has grown from a World War peak of $279.8 billion to $300 billion, now smashes all records of war or peace. But this answer is far from complete, is actually misleading. To illustrate with a simple example, if you're a typical U.S. adult jobholder today, you can carry much more debt comfortably than you could when you were young and broke. As it is with you, so it is with your country. In terms of our national wealth (Gross National Product), our public debt has shrunk since World War II. In 1946 it represented 109 per cent of our wealth; our debt then was bigger than our entire output. Today it amounts to about 54 per cent of our wealth; the debt ning at an annual rate of So52 billion. In terms of its percentage to total debt, our public debt has been contracting too. Today, the federal debt represents less than one third of total debt against nearly three-fifths in 1046. While the national debt has been climbing at a very gradual rate since the mid-1940s. private debt has soared three and one-half times and state and local debt has sky rocketed more than threefold. In terms of the load it places on each of us, the trend again has been down. At the World War II peak, the debt amounted to nearly $2,000 for each man, woman and child in the U.S. Today, the per capita debt is $1,600. Our popula tion has been booming, the debt rising slowly. Q. How much of a burden does the debt place on us? A. A big chunk of the taxes we pay goes for interest on this debt. An annual interest charge of S9.5 to S10 billion represents S10 of every S100 we pay in federal taxes. It is the largest single item in the federal budget next to national defense. But the reason is not that the total of debt on which the Interest must be paid has zoomed. The reason lies in the up surge in interest rates, meaning it costs the Treasury much more to borrow and to refinance the outstanding debt. The total debt is not much larger than it was in 1946. But the cost of carrying this not-much-bigger debt has almost doubled from $5 3 billion to S9.5-S10 billion a year now. The up trend in interest rates began in the closing days of the Tru man administration, continued through the Eisenhower ad ministration, is still continuing. But when placed against our national wealth-which meas ures our ability to carry the load -even this increase shrinks. The ratio of interest charges on the debt to GNP rose from 1 per cent in 1939 to 2.2 per cent in 1946, is now down to around 1.6 per cent. As long as the economy's growth holds up, the interest load won't be touch to manage. None of these valid comparisons will come as any news to informed students of finnnee-who, incidentally, shudder at the economic crash we'd create for ourselves if we ever tried to raise taxes enough or slash spending sufficiently to permit significant reduction in the public debt. But perhaps the ,'ppraisals will help others to place the debt in perspective. We're goins to have to live with this debt nd a bigger one too for an indefinite period, so we might as well understand it. Bank debits represent the dollar value of checks drawn against the deposit accounts of individuals and business firms, and are considered good indicators of business ac tivity. July debits totaled $104, 083,366. For June the total was $102,069,559, and for July, 1961, the total was $97, 018,529. Oregon, with 246 banks re porting, had an increase in debits of 3.7 per cent compar ed with June, and an increase of 9.5 per cent compared with July of last year. Bernard B.-He has conven iently let his mind go blank on what he owes me. e Jonas B. I am the eldest of three brothers. As possibly the most successful in a financial sense, I'm constantly being ap pealed to and annoyed over family money matters. But Bernie, my middle brother, has come up with a lulu and I'm not falling for it. He claims that 15 years ago. before things began to go well for me, I borrowed $300 from him. I'm sure this is all in his imagination. I've always made it a practice to pay up everyone I owe money to, and promptly. I owe nobody. And this item raised by Bernie is leading to embarrassment. He tells anyone who'll listen that I've reneged on a debt. And he's trying to make the family take sides. My poor youngest brother is caught between us. Bernie is trying to make him a wit ness to the claim, but he knows I'm honorable and he wants to stay out of this dis pute. I want Bernie's slander to stop. Bernard B. When a broth er's wife is sick and he's strap ped for funds, you don't hesi tate helping him out. You don't run out for a legal con tract and witnesses and make him sign on the dotted line. About a month ago, as a sort of joke, I said, "By the way, that S300 you still owe me will just cover my vacation expenses." He looked at me as if 1 were nuts. The Council: Again we're in the blurry area between business and family. What makes it blurry is that up to a point it's all joking and good will, and somewhere along the line the smiles van ish and the talk gets down to dollars and cents, and don't try to get away with any thing. How much easier things would be if terms were clear ly and bravely defined at the outset, between members of a family as between members of a business establishment. A spade would be called a spade, a gift a gift, and a loan would be witnessed and acknowledged as such. Look ing back through the dim cur tain of 15 years, we'd surmise that, Jonas construed the $300 as a gift, while Bernard con sidered it a safe loan to an excellent credit risk. Amid the emotional pulls of the moment, no one came right out with those three little words, I.O.U. Let's approach the resolu tion of this disagreement as follows: Call the old deal a "misunderstanding." Jonas says it never happened, or if it did happen he paid up be cause that's his "practice." Bernard is sure it happened, but now may have to concede that it may have been en cased In the trappings of a contribution, and that Joans absorbed it as a gift. The decision left to Ber nard is: Shall I pursue this or drop it? To pursue it he'd have to dig up a witness.' So far he has none. Baby broth er no savvy. It's Bernard's own word against Big Broth er's. And the latter's reputa tion being what It is, it's doubtful whether the money was considered a loan. Would not an honorable businessman have had his loan extended, if unable to pay it back in a reasonable time? We'd say drop It. If you need some cash for your vaca tion, Bernard, maybe Jonas in his solid position can give you a a resonable sum as a present and write "Finis" to this unpleasant flurry. But even if he doesn't, you must yield to the unbusinesslike vagaries of family life. Tln.y are rarely worth feuding over, Building Permits Increase in Value Eugene An increase in building permits in Medford was noted in July by the Uni versity of Oregon bureau of business research. Permits issued in July, 1962, were valued at $622,404, while the value of permits is sued the same month in 1961 was $483,800. Over the slate of Oregon, an increase of 39.2 per cent was shown for July, 1962, over July, 1961. Last month permits were is sued for 49 units in Medford, including a 32-unit apartment house with a value of $359, 000. New dwellings valued at $139,000 were permitted. A state total in July includ ed $13,013,198 for 1,145 new dwelling units; $14,354,129 for nonresidential construc tion; and $3,290,506 for addi tions, alterations, and repairs of existing structures.
